Seminar for B-H Institutions Budget Users– Budget Planning and Budget Execution Reporting

The Ministry of Finance and Treasury of B-H Budget Department organised, on October 28, 2010, in Sarajevo, a Seminar on Budget Planning and Budget Execution Reporting for Budget Users - B-H Institutions. This Seminar was a continuation of regular annual seminars organised for Budget users by the Ministry of Finance and Treasury of B-H.

As in previous years, this Seminar was organised with the support of the Department for International Development (DFID) of the British Embassy under the Strengthening of Public Finance Management Project (SPEM III).

The aim of the Workshop was the continuation of an intensive communication between the Ministry of Finance and Treasury and Budget Users, for the purpose of improvements in cooperation, transparency of spending and budget planning and execution procedures.

It was with the same aim that the Budget Department capacities were increased over the last three years, and further strengthening is underway in months to come.

Assisted though SPEM Project, the Budget Department staff presented the following themes to the Workshop participants:

-          Review of this year’s Framework Budget Document and Budget preparation cycle, with a focus on requests quality and most frequent mistakes;

-          Information on current status of Draft Budget for 2011;

-          Information on other relevant activities of the Budget Department for the current year,

-          Announcement of the next Budget preparation cycle,

-          Omissions in Budget execution reports and recommendations for their removal.

As an effective and successful budgeting process requires commitment and discipline of all relevant participants in budgeting process, the Budget Department of the Ministry of Finance and Treasury of B-H invited to this Seminar all its partners in the Budget preparation and Budget execution reporting processes.

Upon an invitation by the Budget Department, presentations were held also by the B-H Ministry of Finance and Treasury Department for Treasury Operations and Department for International Economic Aid Coordination, Supreme Audit Office, and Central Harmonisation Unit. The Seminar was closed by an expert presentation on a gender sensitive budgeting under the SPEM Principles of Gender Equality and Gender-Sensitive Budgeting Project.

Other than Budget users, the Parliamentary Committees for Budget and Finances, as well as representatives of the Gender Equality Agency were invited to participate at the Seminar.

The Seminar was attended by around 200 public servants from B-H institutions responsible for Budget planning and Budget execution reporting. (end)
