The Council of Ministers of B-H defined an Annual Platform on Intelligence-Security Policy. 

Chairman of the Council of Ministers of B-H Nikola Špirić is in charge to submit the Platform to the Presidency of B-H for further procedure.

The Council of Ministers accepted a proposal for release of Sanja Jokić from the duty of Deputy Manager of the Agency for Labour and Employment of B-H.

The Legislative Office of the Council of Ministers is in charge to prepare a Decision on Release, which will take effect as at date of its issuance.

Simultaneously, the Ministry of Civil Affairs is in charge to implement a job competition procedure for selection and appointment of Deputy Manager of the Agency for Labour and Employment of B-H, pursuant to the Law on Ministerial Appointments, Appointments of the Council of Ministers and Other Appointments in Bosnia and Herzegovina and Law on Agency for Labour and Employment.

The Council of Ministers of B-H considered an opinion by the Agency for Civil Service of B.-H and appointed Meliha Jahjahefendić for Manager of the General Service of B-H Institutions, and Sanja Jokić and Dragan Brković for Deputy Managers, as the most successful candidates at the job competition procedure.

The Legislative Office is in charge to prepare Decisions on Appointment, which will take effect as at day of their publication at the Official Gazette.

The Council of Ministers of B-H endorsed an Initiative for support to the flood-affected communities.

In that regard, the Ministry for Human rights and refugees is in charge to develop a proposal of priority municipalities in need of aid, and to propose criteria for allocation of resources.

The Ministry for Human Rights and Refugees, in cooperation with the Ministry of Finance and Treasury, should propose allocations from the budget current reserves.

The Ministry for Human Rights and Refugees will consider a possibility of utilisation of the Fund for Return resources to support the flood-affected municipalities, and propose appropriate solutions to the Council of Ministers.

The Ministry of Security is in charge to coordinate collection of international aid for these purposes, and the Council of Ministers will be timely informed of these activities.

The Council o Ministers of B-H adopted a Report on Budget Execution of B-H Institutions and International Obligations for period January – September 2010.

The proposer, the Ministry of Finance and Treasury, will deliver the Report to the Presidency of B-H for further procedure.

The Council of Ministers defined a Draft Agreement between Bosnia and Herzegovina and the Principality of Monaco on Mutual Investment Promotion of Protection, and adopted a report on completed negotiations. 

The proposer, Ministry of Foreign Trade and Economic Relations will provide the Draft Agreement to the Presidency of B-H for further procedure, and the Minister of Foreign Trade and Economic Relations is proposed as the B-H signatory.

The Council of Ministers of B-H defined a Draft Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Croatia on Cooperation in Tourism.

The proposer, Ministry of Foreign Trade and Economic Relations, will provide the Draft Agreement to the B-H Presidency for further procedure, and the Minister of Foreign Trade and Economic Relations is the proposed signatory on behalf of B-H.

The Council of Ministers defined a Draft Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Slovenia on Cooperation in Protection from Natural and Man-Made Catastrophes, and adopted the Official Minutes from negotiations.

The proposer, Ministry of Security, will provide the Draft Agreement to the B-H Presidency for further procedure, and the Minister of security is the proposed signatory on behalf of B-H.

The Council of Ministers of B-H defined a Draft Memorandum of Understanding between the Council of Ministers of Bosnia and Herzegovina and Government of the Arab Republic of Egypt on Cooperation in Tourism, and adopted a report on completed negotiations.

The proposer, Ministry of Foreign Trade and Economic relations, will provide the Proposal Agreement to the B-H Presidency for further procedure, and the Minister of Foreign Trade and Economic Relations is the proposed signatory on behalf of B-H.

The Council of Ministers of B-H defined a Proposal Basis for negotiations for conclusion of an Amendment of Article 20 paragraph (1) of the UN Convention on Elimination of All Forms of Discrimination against Women (CEDAW)

The proposer, Ministry for Human Rights and Refugees, will provide the Proposal Basis to the Presidency of B-H for further procedure, and the Minister for Human Rights and Refugees is proposed as the B-H signatory of the Amendment Article 20 paragraph (1) of the Convention.

The Council of Ministers of B-H defined a Proposal Basis for conclusion of an Agreement between member countries of SEE Health Network on the Host Country Arrangements and Seat of SEE Health Network Secretariat.

The proposer, Ministry of Civil Affairs, will provide the Proposal Basis to the B-H Presidency for further procedure, and the Minister of Civil Affairs is the proposed signatory on behalf of B-H.

The Council of Ministers of B-H defined a Proposal Basis for negotiations for conclusion of a Memorandum of Understanding between the Council of Ministers of Bosnia and Herzegovina and Government of the United Arab Emirates on Cooperation in Health Care, Production of Medicines and Employment of Health Workers.

The proposer, Ministry of Civil Affairs, will provide the Proposal Basis to the B-H Presidency for further procedure, and the Minister of Civil Affairs is the proposed signatory on behalf of B-H.

The Council of Ministers defined individual proposal decisions on ratification of the following international treaties:

-          Proposal Decision on ratification of an Agreement between the Council of Ministers, represented by the Institute for Measurement of Bosnia and Herzegovina, and Government of the Republic of Slovenia, represented by the Centre for International Cooperation and Development, on Implementation of the Project of Establishment of Calibration Laboratory for Electric Values and Laboratory for Testing Security of Electric Devices and Electromagnetic Compatibility;

-          Proposal Decision on ratification of a Protocol between Bosnia and Herzegovina and Romania on Amendments and Supplements to the Agreement between Bosnia and Herzegovina and Romania on Investment Promotion and Reciprocal Protection;

-          Proposal Decision on ratification of an Agreement between Bosnia and Herzegovina and the Kingdom of Belgium on Paid Labour of Supported Family Members of Diplomatic and Consular Personnel;

-          Proposal Decision on ratification of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of Romania on Cooperation in the Area of Culture;

-          Proposal Decision on ratification of a Grant Agreement between Bosnia and Herzegovina and the European Investment Bank for the Municipal Level Support to Infrastructural Projects under 2008 Multi-Beneficiary IPA Programme;

-          Proposal Decision on ratification of Amendments and Supplements to the Loan Contract No. 1, of December 9, 2005 (the Regional Railways Project) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development;

-          Proposal Decision on ratification of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of Montenegro on Border Crossings for Cross-Border Transport;

-          Proposal Decision on ratification on a Finance Agreement between Bosnia and Herzegovina and the Commission of European Communities concerning the programme of financing of Bosnia and Herzegovina’s participation in the ERDF Transnational European Territorial Cooperation Programmes “South East Europe” and “Mediterranean” under the 2009 Instrument of Pre-Accession Assistance (IPA) Cross-Border Cooperation Component.

The proposer, Ministry of Foreign Affairs, will provide Draft Decisions to the Presidency of B-H for adoption.

The Council of Ministers of B-H accepted an initiative for negotiations for conclusion of a Loan Agreement between Bosnia and Herzegovina, represented by the Ministry of Finance and Treasury, and UniCredit Bank Austria AG for the “Water Supply and Sanitation in the Municipality of Čelić Project”, under the Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Austria on Financial Cooperation and Amendment of the Agreement on Financial Cooperation between the Council of Ministers of Bosnia and Herzegovina, represented by the Ministry of Finance and Treasury, and Government of the Republic of Austria, represented by the Federal Finance Minister.

In that regard, the following delegation for negotiations was designated:

-          Minister of Finance and Treasury of B-H or authorised persons - head of delegation;

-          Minister of Finance of the Federation of B-H, or authorised persons;

-          Minister of Finance and Tuzla Canton, or authorised persons;

-          Head of “Water Supply and Sanitation company in Čelić”, or authorised persons.

Following the completed negotiations, the Ministry of Finance and Treasury will act in accordance with the Article 39, paragraph 4 of the Law on Borrowing, Debt and Guarantees of B-H (“Official Gazette of B-H”, Nos. 52/05 and 103/09), and in that regard, it will provide a Draft Loan Agreement and basis for its conclusion to the Council of Ministers.

Upon a proposal of the Ministry of Justice, the Council of Ministers of B-H took a Decision on Amendments and Supplements to the Decision on Establishment of Project Implementation Unit for Development of the Institution for Execution of Criminal Sanctions, Detention and Other Measures of Bosnia and Herzegovina.

Upon a proposal by the Ministry of Civil Affairs, the Council of Ministers took a Decision on Adoption of a document titled “Activities promoting Integration of Bosnia and Herzegovina’s Health Care Sectors into European Union Heath Care Structures”.

Upon a proposal of the Ministry of Defence, the Council of Ministers of B-H took a decision on continuation of activities of the expert team charged to develop a comprehensive proposal of application and implementation methods of the Agreement on Legal Status of Forces (PfP/NATO/SOFA), and accepted the suggestions presented at the session.

The Council of Ministers postponed taking decision on Information on Security Status in Bosnia and Herzegovina for the First Nine Months 2010.

The Ministry of Security is in charge to incorporate recommendations from the session into its Information, in cooperation with police agencies and bodies.

The Council of ministers of B-H considered and adopted a Report on Current Status of B-H in NATO Integration Process, prepared by NATO Coordination Team of the Council of Ministers of B-H.

The Council of Ministers of B-H considered and adopted Information on findings and recommendations from both the Report on Progress of Bosnia and Herzegovina in the Stabilisation and Accession Process in 2010 and Enlargement Strategy and Key Challenges for 2010-2011, and took the following relevant conclusions:

-          Ministries and other administrative bodies are charged to consider the European Commission Report on Progress of Bosnia and Herzegovina in 2010 and Enlargement Strategy and Key Challenges for 2010-1011, after the Directorate for European Integrations translate and distribute them;

-          Ministries and other administrative bodies are charged to incorporate into their Work plans for 2001 the activities aimed at overcoming defections indicated in the European Commission Report on Progress of Bosnia and Herzegovina in 2010 and Enlargement Strategy and Key Challenges for 2010-1011;

The Council of Ministers considered information from the Ministry of Finance and Treasury on implementation of the Agreement on Succession Issues of Ex-Yugoslavia, and adopted the following relevant conclusions:

-          The Ministry of Foreign Affairs and Ministry of Finance and Treasury of Bosnia and Herzegovina are charged to take all needed measures to unblock the negotiating process of the succession of ex-Yugoslavia, since a serious delay has taken place in implantation of the Agreement;

-          The competent Entity bodies are recommended to up-date the identification of operations of the active entities for realisation of the rights presented in liabilities’ sub-balance:

-          Appreciating importance of the issue of succession for citizens, legal entities, as well as the State of Bosnia and Herzegovina, the Ministry of Finance and Treasury Department for Implementation of the Agreement on Succession Issues of Ex-Yugoslavia needs to be provided with adequate capacities in terms of technical resources and staff, so that it could respond appropriately to demands of their assignment;

-          The Ministry of Finance and Treasury and Central Bank of B-H are in charge to undertake all needed measures for the protection of interests of Bosnia and Herzegovina in solving the outstanding debts of ex-SFRY;

-          The Chief Attorney’s Office of Bosnia and Herzegovina is in charge to continue its activities on protection of interest of B-H in the Lloyds lawsuit with the Trade Court in Belgrade.

The Council of Ministers of B-H considered and adopted Information on telecommunication system of the Agency for Identification Documents, Evidence and Data Exchange of Bosnia and Herzegovina, and in that regard, it took the following conclusions:

-          The Agency for Identification Documents, Evidence and Data Exchange of Bosnia and Herzegovina, in cooperation with the Ministry of Finance and Treasury of B-H, is in charge to proceed according to the conclusions from the 111th session of the Council of Ministers;

-          The Power Distribution Company of B-H and other regulatory bodies of B-H are recommended to initiate and complete procedures for making available a part of optic capacities as required for the network, in accordance with the Regulations on Protection Measures for Data and Evidence and on Accountability of the Agency for Identification Documents, Evidence and Data Exchange of Bosnia and Herzegovina for Protection of Official Secrets of Bosnia and Herzegovina;

-          The Institutions of B-H, entitled to use the network for data transfer under the responsibility of the Agency, are charged to, in cooperation with the Ministry of Finance and Treasury, optimise costs they have for eventual other ways of data transfer;

-          The Institutions, defined by the Law or other legal regulations as end users of the data transfer system under the responsibility of the Agency, are obliged to use the system so as to decrease data transfer costs, and the Regulatory Agency for Communications is obliged to provide a direct support to the Agency.

The Council of Ministers of B-H is informed by the General Affairs Service of B-H Institutions of a request from the Fund for Return for allocation of adequate office premises in the Kumrovec Business Centre,

In that regard, the Council of Ministers concluded that the Business Centre premises, previously made available to the Audit Office of B-H Institutions, which officially gave up of it, should be made available to the Fund for Return.

The Council of Ministers considered and adopted a Report of the Work Group for Implementation of Action Plan for Realisation of the European Court for Human Rights Award in Case Sejdić & Finci vs. Bosnia and Herzegovina.

The Council of Ministers of B-H considered and adopted the 2007-2010 Report on Implementation of the Strategy for Combating Violence against Children - specifically covering the period of January-December 2009 - including recommendations from the Report.

In regard to that, the Ministry for Human Rights and Refugees is in charge to distribute the Report to relevant conclusions to all institutions concerned with the implementation of the Strategy for Combating Violence against Children 2007-2010.

Upon a Proposal of the Food Safety Agency of B-H, the Council of Ministers of B-H, adopted the following individual Regulations:

-          Regulation on Fresh Milk;

-          Regulation on Eatable Caseins and Caseinates;

-          Regulation on Grease;

-          Regulation on Milk Products and Starter Cultures;

-          Regulation on Implementation of Food Monitoring Plan;

-          Regulation on Eatable Vegetable Oils, Eatable Vegetable Fats and Mayonnaises;

-          Regulation on Condensed Milk and Power Milk.

Upon a proposal of the Ministry of Foreign Trade and Economic Relations, the Council of Ministers of B-H adopted a Regulation on Prevention, Control and Extermination of Transmissible Spongiform Encephalopathies.

 The Council of Ministers granted individual consents to specification of work posts for secondary level of education classified into salary levels:

-          Consumers’ Protection Omubdsman in B-H;

-          Audit Office of B-H; and

-          Insurance Agency of B-H.

Also, the Council of Ministers granted its consent to the specification of working posts for the secondary level of education, as classified into salary levels in the Institute for Measurement of B-H, with an accompanying obligation of harmonisation of the specifications with the opinion of the Ministry of Finance and Treasury.

Upon a proposal of the Ministry of Foreign Affairs, the Council of Ministers of B-H granted its consent to the appointment of Giovanni Santoro to the post of police attaché of Italy for Bosnia and Herzegovina, with his head office in Sarajevo.
