US$ 1,750,000 US GRANT 

The Council of Ministers accepted a Proposal Agreement on Development Grant Funds between the Government of the United States of America, represented by the US Agency for International development (USAID) and Council of Ministers of Bosnia and Herzegovina, represented by the Ministry for Human Rights ad Refugees of BIH, as the grant beneficiary, and tasked Minister Semiha Borovac to sign the Agreement.

The Ministry for Human Rights and Refugees is obliged to report annually the project implementation and use of grant funds to the Council of Ministers of Bosnia and Herzegovina on, based on the concluded Agreement.

The total value of the grant is US$ 1,750,000.00, of which US$ 750,000,000.00 would be used for capacity up-grading of the Gender Equality Agency of BIH, for dealing with the issue of gender-based violence, while US$ one million will be used for improvement of domestic social sciences research capacities, so that detailed, independent and contemporary research on public policy and social science might be conducted, especially in the human rights area.

The Agreement is to be concluded on the grounds of May 3, 1996 Agreement between the Government of the United States of America and then Government of Bosnia and Herzegovina on economic, technical and related assistance to Bosnia and Herzegovina and  of  a Memorandum of Understanding between the Council of Ministers of BIH and Government of the United States of America for 2012-2016.

 

SAUDI ARABIA EUR 1 MILLION GRANT FOR RETURNEES TO SREBRENICA

 

The Council of Ministers defined Proposal Basics for negotiations on a Memorandum of Understanding between the Kingdom of Saudi Arabia and Bosnia and Herzegovina for Saudi grant worth EUR one million for reconstruction of 55 houses of returnees to Srebrenica and for economic assistance project.

This project, allocated to Republika Srpska would create more favourable living conditions for returnees to the Municipality of Srebrenica, and the reconstruction of 55 houses would be accompanied by procurement of appropriate farming machinery.

The Ministry of Finance and Treasury will provide the Proposal Basics to the BIH Presidency, and Minister Vjekoslav Bevanda was proposed as the BHI signatory.

 

COUNCIL OF MINISTERS ON ACCOMMODATION OF INSTITUTIONS: NEW BUDGET SAVINGS

 

The Council of Ministers of BIH adopted Information of the General Affairs Service of BIH Institutions on available facilities, previously used by foreign embassies in BIH, and which the Council of Ministers requires to be used for accommodation of employees in BIH Institutions. This way the Council of Ministers wants to rationalise and cut spending for accommodation purposes to the end of making new budget savings.

The General Affairs Service of BIH Institutions is tasked to finalise evaluation of needed rehabilitation works at 16 Mehmeda Spahe St. in Sarajevo, in order to adapt and make it functional for accommodation of BIH institutions, and to start immediately a procedure for procurement of works for rehabilitation of the building within KM 30,000.00, as evaluated the project value. The 329m2 size building, including cellar space, is a state property and was used earlier by the Embassy of the Republic of Croatia.

Upon completion of the works, the Council of Ministers will take decision, as per priorities, on use of the facility.

The General Affairs Service is tasked to provide detailed proprietorship information and all technical data concerning rehabilitation of buildings at Mehmeda Spahe St., Alipašina St., previously used for the needs of the US Embassy, as well as in Tahtali Sokak St., previously used by the Libyan Embassy.

The General Affairs Service of BIH Institutions is tasked to prepare all needed data for the Council of Ministers on number and structure of employee base in BIH Institutions, having offices in East Sarajevo, including data on building sizes and amounts of rental pay, in addition to data on size of purchased buildings in East Sarajevo, all for the reason of as good as possible accommodation of BIH Institutions.

 

CREDIBLE IMPLEMENTATION OF STRASBOURG COURT RULING ON FOREIGN CURRENCY DEPOSITS PAYMENT TO DEPOSIT HOLDERS

 

The Council of Ministers of BIH defined a Proposal Amendment of Draft Decision in case Alić and others vs. Bosnia and Herzegovina, Serbia and Slovenia, app. 60642/08, for the purpose of credible implementation of the Human Rights Court in Strasbourg ruling concerning payment of savings to BIH citizens on the part of Serbia and Slovenia.

 

TO STOP DEVASTAION OF BIH PRESIDENCY BUILDING

 

The Council of Ministers of BIH took a Decision to approve a multi-year project “Building Design and Roof Rehabilitation and Reconstruction of the BIH Presidency Building”, worth KM 2,255,000.00, in order to stop further devastation of this building, which is a national monument of highest protection degree.

Under total planned funds are KM 940,000.00 in 2015 and KM 1,315,000.00 in year 2016, out of which KM 100,000.00 will be spent as a priority for rehabilitation of damage caused in a fire, in the part of the BIH Presidency building used by the Ministry of Foreign Trade and Economic Relations.

 

MILITARY EXERCISE “REGEX“TO BE HELD IN BIH

 

The Council of Ministers of Bosnia and Herzegovina adopted Information on annual plan of training and exercises of members and units of the Armed Forces of Bosnia and Herzegovina abroad in 2016, submitted by the Ministry of Defence, tasking it to forward this information to the BIH Presidency and Parliamentarian Assembly of BIH.

Among scheduled exercises where members of the BIH Armed Forces would take part, there is an International Exercise REGEX 16, to be held in October 2016 in Bosnia and Herzegovina under the sponsorship of NATO, USEUCOM and USAREUR Command. Aims of the exercise is to check and up-grade operative capacities of the Armed Forces of BIH command and units, including those of staff and units of partner countries for real time planning and implementation of peace support operations in a multinational environment. The participation of armed forces of 12 partner countries is expected.

 

TO ANNOUNCE JOB VACANCY FOR ITA STEERING BOARD MEMBER

 

The Council of Ministers of BIH, upon a proposal of the Ministry of Finance and Treasury took a Decision to advertise a job vacancy for the purpose of selection and appointment of a member of the BIH Indirect Taxation Administration Steering Board, and tasked the Ministry of Finance and Treasury to publish the job vacancy advertisement.

An indirect taxation expert should be appointed on behalf of the Council of Ministers on a five-year term, with a possibility of reappointment.

The deadline for applications and documents submitting for the job vacancy is 15 days from its publication in one of BIH dailies of a considerable number of copies and in “Official Gazette of BIH” and “Official Gazette of Brčko District of BIH”.

The Council of Ministers will, under a special resolution, appoint a five-member selection committee for the implementation of needed procedure and proposing candidates for a member of the ITA Steering Board.

The Ministry of Finance and Treasury will, upon receiving Committee’s proposals, prepare a proposal appointment and provide it to the Council of Ministers for the adoption.

 

MORE EFFECTIVE ORPATION OF MINE ACTION CENTRE

 

The Council of Ministers of BIH, upon a proposal of the Ministry of Civil Affairs, took a resolution to appoint Saša Obradović for Acting Manager of the Mine Action Centre in Bosnia and Herzegovina until appointment of a new Manager.

Earlier, the Council of Ministers released Milan Rezo, Assistant Manager for Operations in the BIH Mine Action Centre, from the duty of the Centre Manager for the reason of increased volume of assignments and a need for him to serve on his original post.

The Ministry of Civil Affairs argues that the existing challenges need to be removed so as to enable this institution a more effective operation.

 

JOB VACANCY AD FOR MENAGERIAL STAFF IN INSTITUTIONS

 

The Council of Ministers o BIH  took note of individual information of the Agency for Civil Service on expiry of mandates to managerial civil servants, namely to Zijad Džemić, Secretary with Special Assignment with the Institute for Measurement of BIH; Meliha Jahjaefendić and Dragan Brković, Secretaries with Special Assignment with the General Affairs Service of BIH Institutions; Radenko Radović, Manager and Seid Uzunović, Deputy Manager  and managerial staff holding position of Secretary with Special Assignment with the Directorate for Phytosanitary Protection; Zvonimir Kutleša, Secretary with Special Assignment with the Secretariat-General of the Council of Ministers of BIH; and Đinita Fočo, Secretary with Special Assignment with the Public Procurement Agency of BIH.

The Agency for Civil Service of BIH and other competent institutions are tasked to advertise job vacancy for filling mentioned managerial posts.
