The proposer, Ministry of Civil Affairs, will provide the Bill to the Parliamentarian Assembly of B-H for consideration under regular procedure, with a suggestion that the Law imposed by the High Representative should be revisited first.
The Council of Ministers of B-H defined a Proposal Agreement on Mutual Protection of Classified Data between the Council of Ministers of Bosnia and Herzegovina and Government of Montenegro, and adopted a Protocol of Negotiations and Working Sessions between the Department for Protection of Classified Data, as the State-level Security Agency, and delegation of the Directorate for Protection of Classified Data of Montenegro.
The proposer, Ministry of Security, will provide the proposal Agreement to the Presidency of B-H for further procedure, and Assistant Minister of Security for Protection of Classified Data Mile Miletić is proposed as the B-H signatory of the Agreement.
The Council of Ministers of B-H defined a Proposal Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Serbia on Temporary Employment of Citizens of Bosnia and Herzegovina in the Republic of Serbia and of Citizens of the Republic of Serbia in Bosnia and Herzegovina, and adopted a Report on Negotiations.
The proposer, Ministry of Civil Affairs, will provide the proposal Agreement to the Presidency of B-H for further procedure, and the Minister of Civil Affairs is proposed for the B-H signatory of the Agreement.
The Council of Ministers of B-H defined a Proposal Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Slovenia on Employment of Citizens of Bosnia and Herzegovina in the Republic of Slovenia, and adopted a Report on Negotiations.
The proposer, Ministry of Civil Affairs, will provide the proposal Agreement to the Presidency of B-H for further procedure, and the Minister of Civil Affairs is proposed for the B-H signatory of the Agreement.
The Council of Ministers of B-H defined a Proposal Basis for negotiations for the conclusion of a Readmission Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Tunisia.
The proposer, Ministry of Security, will provide the proposal Basis to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined a Proposal Basis for the conclusion of a Security Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Serbia.
The proposer, Ministry of Security, will provide the Proposal Basis to the Presidency of B-H for further procedure, and the Minister of Security is proposed for the B-H signatory.
The Council of Ministers of B-H defined a Proposal Basis for negotiations for the conclusion of a Memorandum of Understanding titled “Document Management System and Integral Protection System for the Ministry of Foreign Affairs”, between the Ministry of Foreign Affairs of Bosnia and Herzegovina, Ministry of Foreign Affairs of the Kingdom of Norway and International Management Group.
The proposer, Ministry of Foreign Affairs, will provide the Proposal Basis to the Presidency of B-H for further procedure, and the Minister of Foreign Affairs is proposed signatory on behalf of B-H.
The Council of Ministers of B-H defined a Proposal Basis for negotiations for the conclusion of a Readmission Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the People’s Republic of Bangladesh.
The proposer, Ministry of Security, will provide the Proposal Basis to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined a Proposal Basis for the conclusion a Loan Agreement for the “Equipment Procurement Project for ‘RAD’ – Sarajevo“ between Bosnia and Herzegovina, represented by the Ministry of Finance and Treasury, and UniCredit Bank Austria AG.
The proposer, Ministry of Finance and Treasury, will provide the Proposal Basis to the Presidency of B-H for further procedure, and Minister of Finance and Treasury is proposed as the signatory on behalf of B-H.
The Council of Ministers of B-H defined a Proposal Basis for negotiations for the conclusion of an Extradition Contract between Bosnia and Herzegovina and the Kingdom of Morocco.
The proposer, Ministry of Justice, will provide the Proposal Basis to the Presidency of B-H for further procedure, and Minister of Justice is proposed the signatory on behalf of B-H.
The Council of Ministers of B-H defined a Proposal Basis for negotiations for the conclusion of a Contract on Legal Assistance in Criminal Matters between Bosnia and Herzegovina and the Kingdom of Morocco.
The proposer, Ministry of Justice, will provide the Proposal Basis to the Presidency of B-H for further procedure, and Minister of Justice is proposed as the signatory on behalf of B-H.
The Council of Ministers of B-H defined a Proposal Basis for negotiations for the conclusion of a Contract on Legal Assistance in Civil and Commercial Matters between Bosnia and Herzegovina and the Kingdom of Morocco.

The Council of Ministers of B-H defined a Proposal Basis for negotiations for the conclusion of an Agreement between Bosnia and Herzegovina and the European Union, Establishing a Framework of Participation of Bosnia and Herzegovina in EU Crisis Management Operations.
The proposer, Ministry of Defence, will provide the Proposal Basis to the Presidency of B-H for further procedure, and Minister of Defence is proposed for the signatory on behalf of B-H.
The Council of Ministers of B-H defined a Proposal Basis for negotiations for the conclusion of an Agreement on Economic Cooperation between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Italy.
The proposer, Ministry of Foreign Trade and Economic Relations, will provide the Proposal Basis to the Presidency of B-H for further procedure, and Minister of Foreign Trade and Economic Relations is proposed as the signatory on behalf of B-H.
The Council of Ministers of B-H defined individual proposal Decisions on ratification of international treaties, as follows:
- Proposal Decision on Ratification of an Agreement on Coordination Committee within SEE Ministerial Defence Process;
- Proposal Decision on Ratification of the Council of Europe Convention on Access to Official Documents (CETS 205), available for a signing from June 18, 2009;
- Proposal Decision on Ratification of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Slovenia on Veterinary Cooperation;
- Proposal Decision on Ratification of a Loan Guarantee Contract for the International Airport in Sarajevo between Bosnia and Herzegovina and the European Bank for Reconstruction and Development; and
- Proposal Decision on Ratification of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Democratic Republic of Algeria on Visa Lifting for Holders of Diplomatic Passports.
The proposer, Ministry of Foreign Affairs, will provide the proposal Decisions to the Presidency of B-H for the adoption.
Upon a proposal of the Ministry of Justice, the Council of Ministers of B-H took a Decision on Supplements to the Statute of the Public Newspaper-Publishing Organisation “Official Gazette of Bosnia and Herzegovina”.
Upon a proposal of the Ministry of Foreign Trade and Economic Relations, the Council of Ministers of B-H took a Decision on Conditions for Import and Export of Pigs for the Prevention of Transfer of Aujeszky’s Disease of Pigs to Bosnia and Herzegovina.
Upon a proposal of the Directorate for European Integrations, the Council of Ministers of B-H took a Decision on Instruments for Harmonisation of Legislation of Bosnia and Herzegovina with the EU Acquis Communautaire.
Upon a proposal of the Competition Council of B-H, the Council of Ministers of B-H took a Decision on Amendment and Supplements to the Decision on Levels of Administrative Fees for Processes before the Competition Council of B-H.
The Council of Ministers of B-H considered a Ministry of Security Report on Floods and Landslides in Bosnia and Herzegovina that took place in November and December 2010, and in that regard it adopted the following:
- The Ministry of Security is in charge to prepare a complete analysis of the protection and rescue system, and as per identified omissions and international standards, propose amendments and supplements of laws and regulations that proved to be ineffective in emergency situations caused by natural and other disasters;
- The Institutions of Bosnia and Herzegovina, having their place and role in the protection and rescue system, to implement their respective planning and implementation of activities in accordance with provisions of the Framework Law on Protection and Rescue of People and Material Goods from Natural and Other Disasters in B-H;
- The Entity Governments and Brčko District Government are invited to engage all human, material and financial resources, pursuant to the State and Entity Laws in B-H in order to mitigate the aftermaths of natural disasters;
- All competent institutions in Bosnia and Herzegovina, as well as Entity and Brčko District Governments, are invited to realise a tighter cooperation in prevention of natural and other disasters, with a focus on spatial planning, development and managing of water resources; and
- The Ministry of Security is in charge to inform the Council of Ministers of B-H of the above conclusions within 60 days.
The Council of Ministers of B-H considered and adopted a report from the Ministry of Justice proposing a solution for a settlement of the remaining obligations of the Committee for Property Claims of Displaced Persons and Refugees, and in regard to that it concluded the following:
- The issue of the remaining obligations of the Committee for Property Claims of Displaced Persons and Refugees will be dealt with in accordance with the Annex VII Article 16 of the General Framework Agreement for Peace in Bosnia and Herzegovina;
- The Amendment of the Agreement on Transfer of Competences and Continuation of Financing and Operation of the Committee for Property Claims of Displaced Persons and Refugees in Bosnia and Herzegovina will be prepared within 30 days, in accordance with the Annex VII Article 16 of the General Framework Agreement for Peace in Bosnia and Herzegovina, to include a decrease of Committee members from seven to three. A Consent to the Amendment will be sought from the Entities, after which it will be provided to the Council of Ministers for adoption; and
- The Ministry of Justice, Ministry for Human Rights and Refugees and Ministry of Finance and Treasury will be in charge for implementation of the above conclusions.
The Council of Ministers of B-H was informed of the European Integrations Status of Bosnia and Herzegovina: Progress Analysis 2005-2009.
In that regard, Ministries and other administrative bodies are in charge to consider the document and deliver their commentaries and recommendations to the Directorate for European Integrations of B-H.
Upon a proposal from the Ministry of Security, the Council of Ministers of B-H adopted Regulations on Supplements of the Regulations on Issuing Permits for Access to Classified Data of Other Sate and International or Regional Organisations.
The Council of Ministers of B-H considered and adopted a Report on the Implementation of the “Perspective“ Programme for Transition and Care for Personnel Released from Duty from the Ministry of Defence and Armed Forces of B-H, for the period of January 1 – December 31, 2010.
In regard to that, the Council of Ministers of B-H supports the efforts of the Ministry of Defence in the process of implementation of the transition and care for military personnel, including NATO Perspective programme in B-H.
The Council of Ministers of B-H considered and adopted a Report on Inclusion of the Ministry of Defence into the NATO Codification System.
In connection to that, the Ministry of Defence received a consent to apply for level 2 (Tier 2) of NATO Codification System, after completion of its obligations related to AcodP-1 – NATO Codification Guideline.
The Ministry of Defence is in charge to identify its organisation unit to act as the National Codification Bureau of B-H (NCB B-H).
The Ministry of Defence is in charge to sign relevant memoranda for exchange of codification data and services.
The Council of Ministers of B-H adopted a Report on Finalisation of Intersector Work Group for Negotiations on Visa Regime Liberalisation.
The Ministry of Security is in charge for monitoring activities concerning the Non-Visa Regime Decision to be implemented by the European Commission in cooperation with EU member countries.
The Council of Ministers of B-H adopted a Report on Inconsistence of Article 8a) of the Decision on Establishment and Appointment to the Committee for Destruction of Narcotics (“Official Gazette of B-H”, Nos. 40/09 and 80/09) with Article 27 of the Law on Salaries and Reimbursements in B-H Institutions.
Also, The Council of Ministers of B-H took a Decision on Amendment of the Decision on Establishment and Appointment to the Committee for Destruction of Narcotics (“Official Gazette of B-H”, Nos. 40/09 and 80/09).
The Council of Ministers of B-H accepted a free-of-charge transfer of TEMPEST equipment by the State Security Authority of the Check Republic to its owner, Ministry of Security, which is the State Security Authority of Bosnia and Herzegovina.
The Ministry of Security is authorised to sign an Agreement on Free-of-Charge Transfer of Its Property (TEMPEST Equipment) between the State Security Authority of the Check Republic and Ministry of Security of Bosnia and Herzegovina, in accordance with the Agreement between the Council of Ministers and Government of the Check Republic on Mutual Protection of Classified Data.
Assistant Minister Mate Miletić is authorised to sign the Agreement.
The Council of Ministers of B-H took a decision on allocation of funds from the Budget reserves for 2010 in amount of KM 15,000 for the State Agency for Investigation and Protection.
The Council of Ministers of B-H granted its consent to a Decision on Amendment of the Decision on Appointment of Acting Manager and Two Deputy Managers of the Agency for Service Provision in Air Traffic, as adopted by the Agency Council, under which the Acting Manager Marin Raspudić and Acting Deputy Managers Damir Ćopić and Đelal Hasečić are extended their term in office from six months to one year.
The Council of Ministers of B-H took a Decision on allocation of funds from the Budget reserves for 2010 in amount of KM 140,000 for servicing of costs of detention and imprisonment measures sentenced in criminal procedures before the Court of B-H in 2010.
