The Ministry of Finance and Treasury of B-H is in charge to deliver the Report to the Presidency of B-H and Parliamentarian Assembly of B-H.
The Council of Ministers of B-H considered and adopted a Report on negotiations for conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Croatia on building of inter-state bridge across the Sava River near Gradiška and accessing road sections of inter-state road E-661, along with a Proposal Agreement.
The proposer, Ministry of Transport and Communications, will provide Proposal Agreement for the conclusion of the Agreement to the Presidency of B-H for further procedure, and the Minister of Transport and Communications is proposed for B-H signatory of the Agreement.
The Council of Ministers of B-H defined Proposal Basics for conclusion of a Memorandum of Understanding between the Council of Ministers of Bosnia and Herzegovina and Government of Liechtenstein.
The proposer, Ministry of Security, will provide the Proposal Basics to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined Proposal Basics for conclusion of an Agreement on Amendments in connection with the Agreement on Loan, Financing and Project of Reconstruction of Hydro-Power Plant Rama, of June 23, 2008, worth EUR 17,000,000.00 between KfW (Kreditanstalt fur Wiederaufbau), Frankfurt am Main, and Bosnia and Herzegovina, represented by the Ministry of Finance and Treasury of B-H (Borrower), and Federation of B-H, represented by the Federal Ministry of Finance and Elektroprivreda Hrvatske Zajednice Herceg-Bosna d.d. Mostar (EP HZHB), as the Project Implementation Agency.
The proposer, Ministry of Finance and Treasury, will provide the Proposal Basics to the Presidency of B-H for further procedure, and the Minister of Finance and Treasury of B-H is proposed for B-H signatory of the Agreement.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Council of Ministers of B-H of the Republic of Albania on settlement of debt of the Republic of Albania concerning the clearing of accounts for exchange of goods between the Republic of Albania and ex-SFRY.
The proposer, Ministry of Finance and Treasury, will provide the Proposal Basics to the Presidency of B-H for further procedure, and the Minister of Finance and Treasury of B-H is proposed for B-H signatory of the Agreement.
The Council of Ministers of B-H defined Proposal Finance Agreement between Bosnia and Herzegovina and the Commission of European Communities concerning the State Cooperation Programme (Part II) for 2010 within the Instrument for Pre-Accession Assistance (IPA).
The proposer, Ministry of Finance and Treasury, will provide the Proposal Agreement to the Presidency of B-H for further procedure, and Head of the Directorate for European Integrations Nevenka Savić is proposed as the B-H signatory of the Agreement.
The Council of Ministers of B-H defined Proposal Basics for conclusion of an Agreement on Joint Implementation of IPA Adriatic Cross-Border Cooperation Programme between EU member countries participating in the Candidate and Potential Candidate Countries Programme, involved through IPA Programme funds, and Managing, Certification and Audit Body (region Abruzzo, Republic of Italy).
The proposer, Directorate for European Integrations, will provide the Proposal Agreement to the Presidency of B-H for further procedure, and Head of the Directorate for European Integrations Nevenka Savić is proposed as the B-H signatory of the Agreement.
The Council of Ministers of B-H defined individual Proposal Decisions on ratification of international treaties, as follows:
- Proposal Decision on Ratification on an Agreement on Establishment and Statute of the European Public Law Organisation (EPLO);
- Proposal Decision on Ratification of an Agreement between Bosnia and Herzegovina and the Grant Duchy of Luxembourg on Social Insurance.
The proposer, Ministry of Foreign Affairs, will provide the Proposal Decisions to the Presidency of B-H for adoption.
The Council of Ministers of B-H considered and accepted an Initiative of the Ministry of Finance and Treasury for negotiations for conclusion of a Memorandum of Understanding between the Ministry of Finance and Treasury and the Iranian Development Bank (EDBI), worth EUR 150 million.
In regard to that, the following negotiating team was appointed:
- Minister of Finance and Treasury of B-H, or authorised persons – head of negotiating team;
- Minister of Finance of Federation of B-H, or authorised persons; and
- Minister of Finance of Republic Srpska, or authorised persons.
Following the completion of negotiations, the Ministry of Finance and Treasury will act pursuant to Article 39, paragraph (4) of the Law on Borrowing, Debt and Guarantees of Bosnia and Herzegovina (“Official Gazette of B-H”, Nos. 52/05 and 103/09) and will provide the Council of Ministers with a Draft Memorandum and Basics for conclusion of the Memorandum with accompanying documents.
The Council of Ministers of B-H considered and accepted Information on the third meeting of the Transitional Sub-Committee for Agriculture and Fishing, held on March 3 and 4, 2011 in Banja Luka, and in that regard, it concluded the following:
- The Ministry of Foreign Trade and Economic Relations is in charge to deliver to the Directorate for European Integrations, via the Secretary of the Sub-Committee Work Group, all needed information and documents in accordance the deadlines set and agreed with the Sub-Committee;
- The Directorate for European Integrations is in charge to deliver to the European Commission in Brussels, via the Transitional Sub-Committee Secretary, all required information translated into English language.
The Council of Ministers of B-H considered and accepted Information of the Directorate for European Integrations on the third meeting of the Transitional Sub-Committee for Internal Market and Competition, held on March 16 and 17, 2011 in Mostar, with the proposed conclusions.
The Council of Ministers of B-H considered and accepted Information of the Directorate for European Integrations on implementation of European Union legislation in Bosnia and Herzegovina, and in that regard, it concluded the following:
- The Directorate for European Integrations is in charge to continue with the harmonisation of expert terminology in translations of EU legal documents, in cooperation with all B-H Institutions, through their designated coordinators:
- All B-H Institutions are in charge to cooperate with the Directorate for European Integrations, through their designated translation coordinators, in the process of EU acquis translation, and to deliver their relevant translation requests in a form of the format presented in the attachment 1 to above Information;
- The Directorate for European Integrations is in charge to post the terminology base (BiHterm) on the Directorate’s web page, after its testing, thus making it available to all B-H Institutions and general public;
- The Directorate for European Integrations is in charge to complete its activities on development of a register of translations, by the end of 2011, so that all B-H Institutions and general public would be enabled access to certain translations of the EU acquis.
The Council of Ministers of B-H considered and accepted Information of the Directorate for European Integrations on the third meeting of the Transitional Sub-Committee for Economic and Financial Affairs and Statistics, held on May 18 and 19, 2011 in Brussels, with the proposed conclusions.
The Council of Ministers of B-H considered and accepted the Fourth and Fifth Periodic UN CEDAW Report of Bosnia and Herzegovina.
The Ministry for Human Rights and Refugees of B-H is in charge to deliver the Fourth and Fifth Periodic UN CEDAW Report of B-H directly to the UN CEDAW Committee Secretariat, to inform the Ministry of Foreign Affairs accordingly, and provide it with the Report in electronic form.
The Council of Ministers of B-H considered and adopted the following individual Work Programmes for 2011:
- the Work Programme of the Agency for Development of High Education and Quality Insurance for 2011;
- the Work Programme of the Agency for Forensic Research and Investigations of B-H for 2011;
- the Work Programme of the Fund for Return for 2011; and
- the Work Programme of the Service for General Affairs of B-H Institutions for 2011.
Also, the Council of Ministers took a Decision on Adoption of the Work Programme of the Statistics Agency of B-H for 2011 (annual programme of realisation of activities planned in the Statistics Programme of Bosnia and Herzegovina for 2009-2012).
Upon a proposal of the Ministry of Foreign Trade and Economic Relations, the Council of Ministers of B-H adopted a Decision on Appointment of Omer Branković for Acting Manager of the Office for Harmonisation and Coordination of Payment System in Agriculture, Nourishment and Rural Development of Bosnia and Herzegovina.
In accordance with Article 17 of the Law on Council of Ministers of Bosnia and Herzegovina, the Council of Ministers of B-H reappointed Miro Džakula for Acting Manager of the Administration for Indirect Taxation for 90 days, starting of May 25, 2011.
The Legislative Office is in charge to prepare Decision on Appointment.
The Council of Ministers of B-H took note of Information of het Ministry of Security on the Service for Foreigners’ Affairs and termination of mandate of the Service’s management.
In regard to that, the Council of Ministers of B-H concluded that, pursuant to Article 26 paragraph (2) of the Law on Service for Foreigners’ Affairs (“Official Gazette of B-H”, No, 54/05), reappoint the Service management for a new five year mandate, as follows:
- Dragan Mektić as Manager;
- Izet Nizam as Deputy Manager; and
- Miše Ćavar as Assistant Manager for internal control.
The Council of Ministers of B-H proposed to the Agency for Civil Service of Bosnia and Herzegovina the following members of Committee for Selection of Manager of the Institute for Standardisation of B-H:
- Sanja Jokić, Deputy Manger of the Service for General Affairs of Institutions of B-H; and
- Dragan Bagarić, Secretary of the Parliamentarian Committee for Finances and Budget.
The Council of Ministers of B-H granted its consent to the appointment of Colonel Paul Anthony Daff as Military Attaché of Canada to Bosnia and Herzegovina, with his seat in Belgrade.
The Council of Ministers of B-H defined a Response to a Claim in Administrative Dispute Ref. S1 3 U 005854 11 FP, initiated by prosecutor Emina Halilović for annulment of a Decision No. 33/11 of March 10, 2011, and it authorised the Chief Prosecutor’s Office of B-H to represent the Council of Ministers in this dispute.
The Council of Ministers of B-H adopted information of the Ministry of Civil Affairs on organisation of the Third Forum of Ministers of Health of SEE Health Network.
The Ministry of Civil Affairs is in charge to coordinate the activities on preparation and holding the Third Forum of Ministers of Health of SEE Health Network.
Also, the Council of Ministers of B-H took a Decision to allocate KM 40,000.00 for financing of the Third Forum of Ministers of Health of SEE Health Network.
The Council of Ministers of B-H took a Decision to earmark current reserves funds of the Budget of B-H Institutions and International Obligations of B-H for support and sponsoring the 10th Primer League of Bosnia and Herzegovina in chess, in amount of KM 10,000.00.
