Corridor V c Project Implementation Monitoring Board Meets

The Corridor V c Project Implementation Monitoring Board, appointed under a Decision of the Council of Ministers in compliance with a Loan Agreement between Bosnia and Herzegovina and the European Bank for Reconstruction and Development (EBRD, Operation No. 38716), held a meeting in Sarajevo, chaired by Deputy Chairman of the Council of Ministers and Minister of Finance and Treasury Dragan Vrankić, and attended also by Minister of Transport and Communications Rudo Vidović.
The meeting considered the following reports: report on implementation of contracts for development of main projects (130 kilometres), the investor of which is the Ministry of Transport and Communications of Bosnia and Herzegovina; report on implementation of contracts with EBRD and EIIB on Svilaj – Odžak, Kakanj – Drivuša. Počitelj – Bijača, an Vlakovo – Tarčin sections; report on implementation of Conclusions of the Council of Ministers and Parliamentarian Committees; and report on a Conclusion of the Council of Ministers of Bosnia and Herzegovina on preparations for construction of a new border-crossing “Bijača” on southern border section of the highway on Corridor V c.
The central discussion unfolded around finding solution to disputable sections of highway on the Corridor V c, which pertain to determining a proper location for a bridge near Počitelj and to a highway section near Blagaj. The discussion was based on Conclusions of the Council of Ministers of B-H, designating the Ministry for Transport and Communications of B-H to co-organise with the Federal Government and competent institutions a public debate in order to define variants of possible solutions to the location of the bridge and highway section near Blagaj.
In view of that, it was agreed that the Federal Ministry of Spatial Planning needs to organise a thematic meeting in Mostar, to be attended by the B-H Ministry of Transport and Communication and B-H Ministry of Finance and Treasury representatives, with a participation of project designers engaged in development of the full section project, project designers charged for the highway master project, including the Počitelj – Bijača section. Holders of spatial planning in the Herzegovina-Neretva Canton will be invited to the meeting, including representatives of the city of Mostar, and representatives of Čapljina and Ljubuški. Readiness was vowed and a high degree of interest of among participants of the meeting to find solutions to the issue of contentious parts of section as soon as possible, for their eventual adoption at the Parliamentarian Assembly by the end of this year.
The meeting noted an obligation of the Federation of B-H to adopt a strategy for implementation of the complete Corridor V c Project, which passes though the territory of this Entity. Also, it was concluded that the implementation of parts of the project, for which required documentation and funds have been provided for, should be accelerated, and that the capacities of the Public Enterprise “Highways of FB-H” should be enhanced in that respect so to allow as effective funds utilisation as possible.
