The Council of Ministers of B-H took a Decision on use of accumulated surplus revenues from the Communications Regulatory Agency of Bosnia and Herzegovina. 

The Council of Ministers of B-H took a Decision on allocation of accumulated surplus revenues from the Communications Regulatory Agency of Bosnia and Herzegovina from the period of Oct. 1, 2010 to June 30, 2011.

The Council of Ministers of B-H considered and adopted Information of the Ministry of Foreign Trade and Economic Relations from a 2006 CEFTA Joint Board Special Meeting.

Based on this Information, the Council of Ministers of B-H agreed to accept the customs seals provided by UNMIK/KOSOVO to all signatories of CEFTA, and which are identical to the image of seal as agreed through bilateral negotiations between Serbian and Kosovo authorities, held in Brussels, on Sep. 2, 2011.

The Ministry of Foreign Trade and Economic Relations is in charge to provide the conclusion of the Council of Ministers to the presidency of B-h for a final consideration and adoption.

The Council of Ministers of B-H adopted Regulation on Medicines Pricing, Price Control and Report in Bosnia and Herzegovina.

The Council of Ministers of B-H took a Decision to adopt a Project titled “Environment Monitoring Network System – Water Gamaspectrometry (ENMS-WGS)” within the 2011 Bilateral Bosnia and Herzegovina – Belgium Programme.

The Council of Ministers of B-H adopted Information with a proposal of the General Affairs Service on taking over the building of the Presidency of Bosnia and Herzegovina.

In regard to that, the General Affairs Service of B-H Institutions is tasked to take over the Presidency building for maintenance and management, starting from January 1, 2012.

The Council of Ministers of B-H The Council of Ministers of B-H granted its consent to Regulations of Internal Structure of the General Affairs Service of B-H Institutions.

The Council of Ministers of B-H defined a Proposal Financial Agreement between Bosnia and Herzegovina and the International Development Association for Agriculture and Rural Development Project.

The proposer, Ministry of Finance and Treasury, will provide the Proposal Agreement to the Presidency of B-H for further procedure, and the Minister of Finance and Treasury is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined a Proposal Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Latvia on International Road Transport.

The proposer, Ministry of Communications and Transport, will provide the Proposal Agreement to the Presidency of B-H for further procedure, and the Minister of Communications and Transport is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined a Proposal Protocol between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Bulgaria on implementation of an Agreement between the European Community and Bosnia and Herzegovina on Readmission of Persons Non-Holders of Stay Permit. 

The proposer, Ministry of Security, will provide the Proposal Agreement to the Presidency of B-H for further procedure, and the Minister of Security is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined a Proposal Loan Agreement between Bosnia and Herzegovina, presented by the Ministry of Finance and Treasury, and Unicredit Bank Austria AG for a Project of Sanitation and Water Supply Development Project in the Municipality of Ćelić. 

The proposer, Ministry of Finance and Treasury, will provide the Proposal Agreement to the Presidency of B-H for further procedure, and the Minister of Finance and Treasury is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement on Border crossings between Bosnia and Herzegovina and  the Republic of  Croatia.  

The proposer, Ministry of Security, will provide the Proposal Basics to the B-H Presidency for further procedure.

The Council of Ministers of B-H defined Proposal basics for conclusion of an Amendment of the Agreement between Bosnia and Herzegovina and  the International Development Association – Swedish Trust Fund Grant No. TF 00073 (Agriculture and Rural Development Project Co-Financing Grant).

The proposer, Ministry of Civil Affairs, will provide the Proposal Basics to the B-H Presidency for further procedure, and the Minister of Finance and Treasury is proposed as the B-H signatory of the Amendment of the Agreement.

The Council of Ministers of B-H defined Proposal basics for conclusion of a Finance Agreement between Bosnia and Herzegovina and the Committee of European Communities for Cross-Border Cooperation Programme between Croatia and Bosnia and Herzegovina for 2010 under the IPA Component II – Cross-Border Cooperation.  

The proposer, Ministry of Civil Affairs, will provide the Proposal Basics to the B-H Presidency for further procedure, and head of the Directorate for European Integrations Nevenka Savić is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined Proposal Basics for conclusion of a Finance Agreement between Bosnia and Herzegovina and the Committee of European Communities for Cross-Border Cooperation Programme between Montenegro and Bosnia and Herzegovina for 2010 under the IPA Component II – Cross-Border Cooperation.  

The proposer, Ministry of Civil Affairs, will provide the Proposal Basics to the B-H Presidency for further procedure, and head of the Directorate for European Integrations Nevenka Savić is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined Proposal basics for conclusion of a Finance Agreement between Bosnia and Herzegovina and the Committee of European Communities for Cross-Border Cooperation Programme between Serbia and Bosnia and Herzegovina for 2010 under the IPA Component II – Cross-Border Cooperation.

The Council of Ministers of B-H considered and accepted an Initiative for negotiations for conclusion of Loan Agreement between Bosnia and Herzegovina and the Euroepan Bank for Reconstruction and Development for hte project of Brčko By-Pass.

In regard to that, the following delegation members are appointed:

-          Minister of Finance and Treasury, or an authorised person – head of the negotiating team; and

-          Bčko District Mayor, or authorised persons.

Following negotiations, the Ministry of Finance and Treasury will act in compliance with Article 39 paragraph (4) of the Law on Borrowing, Debt and Guarantees of Bosnia and Herzegovina (“Official Gazette of B-H”, Nos. 52/05 and 103/09).

The Council of Ministers of B-H is informed of a Decision of the constitutional court of Bosnia and Herzegovina on Admissibility and Merits No. AP-498/11, of July 15, 2011.

In regard to that, the Ministry of Justice is in Charge to implement obligations imposed by the Decision on the Council of Ministers, taking care of the ultimate deadline for informing the Constitutional Court of measures undertaken.

Upon a proposal of the Institute for Missing Persons, The Council of Ministers of B-H took, by majority vote, a Decision on reallocation of funds of the Institute for Missing persons of B-H to the account of the Prosecutor’s Office of B-H for the needs of exhumation and identification of remains of victims of war.

Upon a proposal of the Ministry of Finance and Treasury, the Council of Ministers of B-H took a Decision to set-up operative structures for implementation of the cross-border cooperation programme with the Instrument of Pre-Accession Assistance beneficiary countries.

Upon a proposal of the Ministry of Civil Affairs, the Council of Ministers of B-H took a Decision to amend the Decision on establishment of the Joint Board for Scientific and Technological Cooperation between the council of Ministers of Bosnia and Herzegovina and Government of the Republic of Slovenia and on appointment of the Joint Board members.

Upon a proposal of the Ministry of Civil Affairs, the Council of Ministers of B-H took a Decision to amend the Decision on appointing a President and two Vice-Presidents of the Committee for Cooperation of Youth Issues in B-H.

Upon a proposal of the Ministry of Civil Affairs, the Council of Ministers of B-H took a Decision to amend the Decision on appointing members of the Committee for Cooperation of Youth Issues in B-H.

Upon a proposal of the Ministry of Finance and Treasury, the Council of Ministers of B-H took a Decision on Issuing State Guarantees.

Under this Decision the state guarantees are issued to the European Bank for Reconstruction and Development (EBRD) under a Loan Contract between the B-H Deposit Insurance Agency and EBRD in amount of EUR 50 million.

Upon a proposal of the Agency of Staff Training and Expert Up-Grading, the Council of Ministers of B-H took a Decision on Supplements to the Decision on work time in the Council of Ministers of B-H, Ministries of B-H and other bodies of the Council of Ministers of B-H.

Upon a proposal of the Ministry of Foreign Affairs, the Council of Ministers of B-H took a Decision on Amendment of the Decision on granting its consent to acceptance of Mirko Cvetinović for an Honorary Consul of Ukraine in Bosnia and Herzegovina and for opening of the Honorary Consular Office of Ukraine in Banja Luka.

The Council of Ministers of B-H considered and adopted a Supplement Attachment of B-H Institutions for the Regular Annual Report on B-H Progress in European Integrations Process in 2011.

In regard to that, the Directorate for European Integrations is in charge to provide the Supplement Attachment to the European Commission, as early as possible.

Upon a proposal of the Ministry of Civil Affairs, the Council of Ministers of B-H adopted an Action Plan for implementation of the Cultural Policy Strategy in B-H.

The Council of Ministers of B-H considered and adopted Information of the Ministry of Civil Affairs on the 2010 Recommendation concerning HIV and AIDS in the world of work No. 200, and in regard to that it concluded the following:

- the 2010 Recommendation concerning HIV and AIDS in the world of work No. 200 by hte ILO is accepted; and

- The Ministry of Civil Affairs is tasked to provide the 2010 ILO Recommendation concerning HIV and AIDS in the world of work No. 200 to the Parliamentarian assembly of B-H for information, including to other competent institutions in B-H, social partners and relevant organisations for consideration, and to report on activities undertaken in view of hte implementation of the Recommendation provisions.

Upon a proposal of the Ministry of Security, the Council of Ministers of B-H made a conclusion on an extension of the term of office of the liaison officer of B-H in SECI Centre in Bucharest.

The Council of Ministers of B-H considered and adopted Information of the Office of B-H Representative before the European Court for Human Rights on a Decision of the ECHR in case Hadžić and Suljić vs. Bosnia and Herzegovina - App No.39446 and 33849/08.

In regard to that, the Ministry of Justice of B-H is tasked to provide, without delay, information to eth Office of B-H Representative before the ECHR on measures undertaken towards refurbishing of the Psychiatric Hospital Sokolac facilities, or possibly other measures undertaken for the purpose of accommodation of psychiatric patients, in addition to regular reporting the Office of such measures.

The Council of Ministers of B-H considered and adopted Information of the Ministry of communications and Transport on the issue of contentious parts of Motorway section along the Corridor V c.

In regard to that, the Ministry of Communications and Transport is in charge to provide this information with conclusions to the Government of the Federation of B-H, with a proposal to hold a new discussion on both the “Analyse of Hydro-geological Features of Ground on the corridor V c near Blagaj” and multi-criteria analysis of variant for solution to the part of motorway near Blagaj, with the following authorised representatives:

-          Designers of the Master Project of Motorway section on the Corridor V c LOT 4 (previous LOT 5 and LOT 69;

-          Spatial planning officers of the Hercegovačko-Neretvanski Canton and City of Mostar;

-          Consultants for Master project development for LOT 5 and LOT 6; and

-          Investor, Ministry of Communications and Transport of B-H.

The Council of Ministers of B-H considered and adopted n Activity Report of the Committee for Salaries and Reimbursements in B-H Institutions, for the period of Jan 1-Dec 31, 2010, with proposed conclusions.

The Council of Ministers of B-H considered and adopted a Report on implementation of Strategy for Prevention and Fight against Family Violence in B-H for the period 2009.-2011, in 2010.

The Council of Ministers of B-H considered and adopted a Report on implementation of an Action Plan for implementation of the UNSC resolution 1325 “Women, Peace and Security” in B-H for 2011, for the period of July 27, 2010 – July 27, 2011.

The Council of Ministers of B-H considered and adopted a Report of the Ministry of Foreign Trade and Economic Relations on free trade negotiations between Bosnia and Herzegovina and the European Free Trade Association (EFTA).

The Council of Ministers of B-H considered and adopted a Semi-annual Activity Report of the Public Administration Reform Coordinator Office for the period Jan.1-June 30, 2011.

The Council of Ministers of B-H considered and adopted an Annual Financial Report of the Public Administration Reform Fund for 2010, and adopted it.

The Council of Ministers of B-H considered and adopted a Final Report on Implementation of the Project titled “Strengthening of B-H Strategic Management Capacities and Action Policy Development”, provided by the Public Administration Reform Coordinator Office, with proposed conclusions.

The Council of Ministers of B-H took an Amendment of Article 9 of the proposal Law on Amendments and Supplements to the Law on Domicile and Stay of B-H Citizens.

Acting upon a Conclusion of the Constitutional Committee of the House of Peoples of the Parliamentarian Assembly of Bosnia and Herzegovina, No. 02-50-6-16-4/11, of July 28, 2011, the Council of Ministers defined a proposal Amendment of Article 9 of the Proposal Law on Amendments and Supplements to the Law on Domicile and Stay of B-H Citizens, which will become a part of the Proposal Law on Amendments and Supplements to the Law on Domicile and Stay of B-H Citizens.

The ministry of civil Affairs is in charge to provide the Proposal Amendment to the Parliamentarian Assembly of Bosnia and Herzegovina.

The Council of Ministers of B-H was informed of a request for issuance of entry visas to Kosovo citizens for the purpose of their attendance of the ceremony of Beatification of Drina Martyrs, on September 24, 2011. 

In compliance with the Conclusion from the 86th session of the Council of Ministers, held on may 7, 2009, taken in relation to the position of the Presidency of B-H on legality of documents owned by Kosovo citizens, the Council of Ministers authorises the Ministry of Foreign Affairs to issue entry visas on a separate sheet for persons referred to in the request for the purpose of their attendance of above event, on September 24, 2011, for the period of the event. 

The Secretariat General of the Council of Ministers is in charge to provide the above conclusion to the Ministry of Foreign Affairs of B-H for further procedure.
