The Council of Ministers of BIH took unanimously a Provisional Decision on Setting Registration Areas for Single Identify Numbers in Bosnia and Herzegovina, which allows for temporary issuance of single identify numbers of citizens and registration of new-borns into births and also allows the issuance of personal ID and other documents. 

The Decision takes force as at the day of tis adoption, and a final solution will be adopted at the Parliamentarian Assembly of BIH.

This Provisional decision does not prejudice a solution in future amendments and supplements to the Law on Single ID Number in BIH a, and it will be applicable for 180 form tis date of adoption, at longest.

Its implementation is the responsibility of competent authorities of both Entities, competent cantonal and Brčko District authorities, along with the ID Documents, Data Exchange and Evidence Agency of BIH (IDDEEA) and the Ministry of Civil Affairs.

The Council of Ministers of BIH adopted a report of the Ministry of Finance and Treasury on Budget Execution of BIH Institutions and BIH International Obligations in Q1 2013.

Total realised revenues, finances and receivables in January-March 2013 amounted to KM 217,521, 193, and expenditures amounted to KM 202,174,666. A drop in expenditure for salaries and remunerations of employees in total amount of KM 4.4 million are the result of decrease of baseline salary and of all remunerations of employees in the BIH Institutions.

All foreign debt liabilities were serviced regularly in Q1 2013 in total amount of KM 101.3 million, of which KM 85.32 million for principal and KM 15.99 million for interest and service fees.

Institutions at BIH level have met their agreed requirements from the Letter of Intent for the implementation of the IMF Stand-By Arrangement.

The Council of Ministers of BIH adopted an Analysis of Foreign Trade exchange of Bosnia and Herzegovina in Q1 2013, which indicates that the trade deficit was decreased for 9.27 per cent relative to the same period last year, and it amounted to KM 1.49 billion.

According to the Ministry of Foreign Trade and Economic Relations, goods worth total Km 3.43 billion were imported in Q1 2013, which is 0.57 per cent more than in the same period last year. At the same time, total export amounted to KM 1.97 billion, 9.7 per cent more than in the same period 2012. So, coverage of import by export was 56.46 per cent. A favourable export trend continues through the first five months of this year, as it is notable especially in energy and special purpose industry, provided that positive developments are evident in the agriculture sector, as well.

The Council of Ministers of BIH defined a Proposal Joint Declaration on cooperation in engagement of armed police officers on air flights between Bosnia and Herzegovina, which improves security in civil air traffic between the two states.

The Declaration defined the engagement of armed police officers, who will, in agreement with pilots, maintain security and order in airplanes.

The Ministry of Security will provide the proposal Joint Declaration to the BIH Presidency, and Security Minister Fahrudin Radončić is proposed for the BIH signatory.

The Council of Ministers of BIH defined Proposal basics for negotiations for conclusion of a Contract between the Council of Ministers of Bosnia and Herzegovina and govermnt fo the republic fo Turkey on veterinary cooperation, for the facilitation of trade with animals and products of animal origins and promotion of bilateral cooperation in this sector. The Contract will enable import and export of living animals and products of animal origin, with a fulfilment and compliance with all relevant and applicable veterinary health requirements of importing country or transit country by way of issuing permits and accompanying veterinary health certificate.

The Ministry of Foreign Trade and Economic Relations will provide the Proposal Basics to the BIH Presidency for further procedure, and Minister Mirko Šarović is proposed as the BIH signatory.

The Council of Ministers of BIH adopted Proposal Basics for initiating procedure for conclusion of a Finance Agreement between Bosnia and Herzegovina and the European Commission on Cross-Border Cooperation Programme Bosnia and Herzegovina - Serbia within the IPA 2012 Programme Cross-Border Cooperation Component.

Under the Agreement, total EUR 2,352.942 provided for, will be split at 50% for BIH and Serbia each. Out of total EUR 1.176.471 for Bosnia and Herzegovina, IPA will secure EUR one million grant, and the programme beneficiaries are to secure EUR 176.471 from their own resources.

The aim of the programme is to get people, communities and economies closer so that they would jointly contribute to cooperation between the two states.

The Ministry of Finance and Treasury will provide the Proposal Basics to the BIH Presidency, and Director of the Directorate for European Integrations Nevenka Savić is proposed as the BIH signatory.

The Council of Ministers of BIH defined Proposal basics for initiating of procedure for conclusion of an Agreement in Defence and Security Areas between the Council of Ministers of Bosnia and Herzegovina and OSCE, which defines frameworks for technical cooperation in these areas.

The Agreement, among others, improves procedures for storing armament and ammunition, and decreases a risk of procurement of small and light arms, which contributes to the security of citizens.

The State Ministries of Defence and Security, together with the OSCE, are responsible for the implementation of the Agreement

The Ministry of Defence will provide the Proposal Basics to the BIH Presidency, and Minister Zekerijah Osmić is proposed as the BIH signatory.

Upon a proposal of the Ministry of Communications and Transport, the Council of Ministers of BIH took a Decision on Amendments of Decision on use of transferred special purpose funds paid for issued permits for Universal Mobile Telecommunication Systems in 2011, and related revenues earned in 2012, under which KM 2,.4 million unused for the construction of the Svijal border-crossing will be directed for the construction of the Bijača border-crossing, which is a priority project now.

Also, the Council of Ministers of BIH took a Decision on use of special purpose funds paid for the issuance of permits for Universal Mobile Telecommunication Systems in 2013, in amount of KM 17,602,470.00, of which KM 2,640,370.50 (15%) was intended for the telecommunications sector development, and KM 14,962,099 (85%) for funding multi-year capital projects. So, KM 2.5 million will be allocated for the construction of the Gradiška inter.-state bridge, on Banja Luka – Gradiška – Okučani Motorway, and KM 7,048,231.00 will go for the construction of the Svijal inter-state bridge on the Motorway along the corridor V c, in addition to KM 1.6 million for the construction of the Bijača border-crossing, and KM 3,813,865,50 for co-financing of improvements of access roads at Gradiška border-crossing.

Earlier, Ministers took a Decision on Amendment and Supplement to the Decision on distribution of funds paid for issuance of Universal Mobile Telecommunication Systems, which specifies the amounts to be directed for the construction of the road infrastructure in BIH.  

The Council of Ministers of BIH took a Decision on procedures and forms for notifying on state aid and state aid monitoring, as prepared by the State Aid Council of BIH in order to implement the Law on State Aid System.

The Decision sets forth procedures for notification on state aid and for state aid monitoring, and defines contents of both notification and monitoring forms.

The Council of Ministers of BIH adopted Information of the Ministry of Foreign Trade and Economic Relations on signed to Protocol between of the Ministry of Foreign Trade and Economic Relations of BIH and Ministry of Health of the Republic of Serbia on mutual recognition and acceptance of documents issued by accredited laboratories for supervising goods.

Signing the Protocol will remove the challenges faced by BIH entrepreneurs exporting their to the Republic of Serbia, which, among other things, refer to excessive sample taking and their expensive analysis, which often causes delays in BIH goods import.

The Council of Ministers of BIH considered a BIH 2012 Report on Agriculture, which the Ministry of Foreign Trade and Economic Relations will forward to the Parliamentarian Assembly for adoption.

The Report contains a review and assessment of the situation in the agriculture sector, food and rural development, including sector policy measures undertaken in 2012 and proposal measures for the next year.

Upon a proposal of the Ministry of Civil Affairs, the Council of Ministers of BIH took a decision to admit into the BIH citizenship Ermin Bičakčić, citizen of the FR Germany, soccer player and prospective member of “A” National selection of Bosnia and Herzegovina.
