Council of Ministers Holds its 6th Session

The Ministry of Finance and Treasury and Ministry of Defence are in charge to prepare a Draft Base Law on Service in Armed Forces of Bosnia and Herzegovina, so that these laws would be considered jointly and sent to the parliamentarian procedure.
The aim of these actions is to regulate the rights of soldiers whose contract terminated in a way the rights of similar categories in Entities are regulated pursuant to Entity legal regulations.
The Council of Ministers of BIH held a debate on a newly-created situation concerning a “white” strike of the BIH Border Police. The Ministry of Security is in charge to ask from all police agencies’ managers an urgent evaluation of security-political situation in BIH from the viewpoint of the newest developments, to be provided to the Council of Ministers of BIH.
The Council of Ministers of BIH defined a Proposal Amendment of Agreement on Amendments and Supplements to Financing Contract between Bosnia and Herzegovina and the European Investment Bank – Road Projects for Bosnia and Herzegovina (Sarajevo By-Pass) FIN0 20.515BA Serapis N0 1998-2395.
The Proposal Amendment will be forwarded to the Presidency of BIH for further procedure, and Minister of Finance and Treasury Nikola Špirić is proposed as BIH signatory.
This Amendment extends the deadline by March 20, 20313 for the utilisation of the remaining EUR 13.5 million loan of the European Investment Bank, it amends repayment schedule and sets new evaluated deadlines for the finalisation of the projects, December 31, 2015.
According to the Contract concluded with Bosnia and Herzegovina in 2000 for financing road projects in BIH (Sarajevo By-Pass), the European Investment Bank allocated loan proceeds in a total amount of EUR 60 million.
The Council of Ministers of BIH defined proposal basics for negotiations for conclusion of an agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Serbia on construction of an inter-state bridge across Drina River and construction of border crossing points in the Bačevci-Fakovići location.
The agreement will regulate the basics of cooperation and joint construction of the bridge over Drina River in Bačevici (Bajina Bašta) – Fakovići (Bratunac), as well as the coordination of preparations for the construction of connecting border sections and border crossings.
The subject of negotiations will be the harmonisation of dynamics of construction of the bridge, border crossing and functional part of border sections, including concrete activities and deadlines for implementation.
The funds for the bridge construction are to be provided by the Republic of Serbia, while BIH’s obligation is to provide for funding for the construction of access roads and border crossing with the accompanying infrastructure.
Upon a proposal of the Ministry of Foreign Trade and Economic Relations, the Council of Ministers of BIH took a Decision on ban of import to Bosnia and Herzegovina of certain delivery originating from Albania.
The Decision puts a ban on import of live bivalve molluscs, echinoderms, tunicates, marine gastropods in any form and live fish and bivalves.
The Decision was taken in order to prevent entry of harmful matters and animal contagious diseases to BIH, as the Republic of Albania cannot offer sufficient guarantees for a successful control of live animals and products of animal origin, so that certain fishery products pose a risk to public health.
The Decision is in conformity with measures the European Union took concerning imports from the Republic of Albania.
The Council of Ministers of BIH took a Decision to amend a Decision on Designation of BIH Council of Ministers Members for preparation of Amendments and Supplements to the Election Law of BIH, Law on Funding of Political Parties, and Law on Conflict of Interest in BIH Institutions.
Under this Decision, Minister of Communications and Transport Damir Hadžić, instead of Safet Halilović is designated into the inter-sector work group for preparation of the Draft Amendments of Laws, which is comprised also of Ministers Sredoje Nović and Bariša Čolak.
Upon a proposal of the Ministry of Finance and Treasury, the Council of Ministers of BIH took a Decision on designation of competent person for accrediting, by which Minister of Finance and Treasury Dr Nikola Špirić is appointed as the person responsible for accrediting in the Decentralised System of IPA Management.
Upon a proposal of the State Committee for Integrated Border Management, the Council of Ministers of BIH took a decision on identifying border crossings in BIH.
The Decision identifies border crossings in Bosnia and Herzegovina, their category and work time, including the competent bodies for controls of intended crossings of the state border.
Under the Decision, the international border crossings in air and waterways transport will be identified for the first time, including border crossings with the neighbouring countries in compliance with international standards.
The decision takes effect on the day of its publication in the Official Gazette of BIH.
The Council of Ministers of BIH adopted Information on development of an Attachment of BIH Institutions for the Regular Annual BIH Progress Report in the European integrations process for 2012, with a proposed action plan.
The Directorate for European Integrations is in charge to develop the Draft Attachment of BIH Institutions for the Regular Annual Progress Report of BIH in the European integrations process, in line with the European Commission requests, and to provide it to competent institutions of BIH involved in its preparation for confirmation of its contents and amendments, as appropriate.
Also the Directorate for European Integrations is tasked to translate the Attachment and provide it to the European Commission as early as possible.
The Council of Ministers of BIH adopted Information of the Ministry of Finance and Treasury on BIH guarantee-based liabilities.
The Ministry of Finance and Treasury of BIH has been realised and continues to realise five guarantees, four with the European Bank for Reconstruction and Development and one with Export-Import Bank of Hungary.
The total value of guarantees is EUR 235,800,000.00 exclusive of accompanying costs.
Out of this amount, three Guarantee Contracts worth total EUR 60, 800, 00.00 are in effect, and the remaining two Guarantee Contracts are in the process of approval and issuance, and their value of EUR 175,000,000.00.
The Council of Ministers of BIH adopted Information of the Ministry of Finance and Treasury on implementation of a Platform for Distribution of Diplomatic-Consular Posts of Ex-SFRY.
The Council of Ministers of BIH designated Minister of Foreign Affairs of BIH Zlatko Lagumdžija as authorised negotiator for Annex B, and tasked him to set-up a Foreign Ministry work group for the Platform preparation and implementation.
Competent Ministries are in charge to provide, by the next Council of Ministers session, proposal designations for the remaining Annexes.
The authorised negotiator for the Annex B is responsible to undertake needed activities, together with the competent BIH institutions, in order to implement the principles of distribution of the DCP property of ex-SFRY, as defined in the Agreement of Succession Issues of Ex-SFRY, in addition to positions and options of BIH, as determined in the Platform on Distribution of the DCP Property of Ex-SFRY.
The Council of Ministers of BIH adopted Information of the Ministry of Civil Affairs concerning an invitation for accrediting for departure of representatives of the Council of Ministers of BIH to the 2012 Olympic Games in London.
Minister of Civil Affairs Sredoje Nović, as the highest ranking official in charge of sports in BIH, is designated to represent the Council of Ministers of BIH at the Olympic Games to take place in London from July 27 to August 12, 2012.
Funds for travel and accommodation costs of the Minister of Civil Affairs of BIH at the Olympic Games in London will be allocated from the Ministry of Civil Affairs Budget.
The Council of Ministers of BIH considered a proposal of the Ministry of Security concerning the visa issuance to Kosovo citizens.
In regard to that, the conclusion is that other than relevant authorisations given in line with the previous conclusion, the following authorisation is also given to the Ministry of Security Service for Foreigners’ Affairs, to:
