The Council of Ministers of Bosnia and Herzegovina considered and granted its consent to a Specific Agreement between Bosnia and Herzegovina and Sweden on Municipal Programme for Solid Waste Management in Bosnia and Herzegovina, and authorised the Minister of Foreign Trade and Economic relations for its signatory on behalf of Bosnia and Herzegovina. 

The Council of Ministers of B-H defined a Proposal Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of France concerning Youth Mobility, and adopted the Official Minutes from the negotiations.

The proposer, Ministry of Security, will provide the Proposal Agreement to the Presidency of B-H for further procedure, and the Minister of Security is proposed for the B-H signatory of the Agreement.

The Council of Ministers of B-H defined Proposal basics for negotiations and conclusion of a Readmission Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Chile.

The proposer, Ministry of Security, will provide the Proposal Agreement to the Presidency of B-H for further procedure.

The Council of Ministers of B-H defined Proposal basics for negotiations for conclusion of an Air Traffic Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of Canada.

The proposer, Ministry of Transport and Communication, will provide the Proposal Agreement to the Presidency of B-H for further procedure.

The Council of Ministers of B-H defined Proposal basics for negotiations for conclusion of an Air Traffic Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of South Africa.

The proposer, Ministry of Transport and Communication, will provide the Proposal Agreement to the Presidency of B-H for further procedure.

The Council of Ministers of B-H defined Proposal basics for negotiations for conclusion of an Air Traffic Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of Sudan.

The proposer, Ministry of Transport and Communication, will provide the Proposal Agreement to the Presidency of B-H for further procedure.

The Council of Ministers of B-H defined Proposal basics for conclusion of an Agreement on Non-Repayable Assistance, based on the support from the Netherlands, between the Ministry of Finance and Treasury of Bosnia and Herzegovina and Ministry of Foreign Affairs of the Netherlands for financing of the Project No. KGS10/BA/3/1.

The proposer, Ministry of Finance and Treasury, will provide the Proposal Basics to the B-H Presidency for further procedure, and the Minister of Finance and Treasury is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined Proposal basics for negotiations for conclusion of a Memorandum of Understanding for Establishment of Fund for Implementation of B-H Justice Sector Reform Strategy.

The proposer, Ministry of Finance and Treasury, will provide the Proposal Basics to the B-H Presidency for further procedure, and the Minister of Justice is proposed as the B-H signatory of the Memorandum.

The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement on Scientific-Technical Cooperation between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Turkey.

The proposer, Ministry of Civil Affairs, will deliver the Proposal Agreement to the B-H Presidency for further procedure, and Minister of Civil Affairs is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined Proposal basics for negotiations for conclusion of a Protocol on Cooperation in Education between the Council of Ministers of B-H and Government of the Republic of Slovenia.

The proposer, Ministry of Civil Affairs, will provide the Proposal Basics to the B-H Presidency for further procedure, and the Minister of Civil Affairs is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined individual proposal decisions for ratification of the following Agreements, Contracts and Memoranda:

- Proposal Decision on Accession of Bosnia and Herzegovina to the Patent Law Treaty of the World Intellectual Property Organisation (WIPO);

- Proposal Decision on Ratification on an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Croatia on construction of inter-state bridge over the Sava River near Svilaj, and the border connecting road sections of motorway on Corridor Vc;

- Proposal Decision on Ratification of Memorandum of Understanding between the Council of Ministers of the Republic of Albania and Council of Ministers of Bosnia and Herzegovina, Government of the Republic of Macedonia, Government of the Republic of Serbia, Government of the Republic of Slovenia, Government of the Republic of Croatia, and Government of the Republic of Montenegro on Settlement of Debt of the Republic of Albania concerning a commodity exchange balance between the Republic of Albania and ex-Socialist Federative Republic of Yugoslavia.

The proposer, Ministry of Foreign Affairs, will provide the Proposal Decisions to the B-H Presidency for adoption.

The Council of Ministers of B-H considered and accepted an Initiative for negotiations for conclusion of a Finance Agreement between Bosnia and Herzegovina and the International Development Association (IDA) (additional financing of the Health Sector Project).

In regard to that, the following delegation members are appointed:

-                     Minister of Finance and Treasury, or an authorised person – head of the negotiating team;

-                     Federal Minister of Finance, or an authorised person;

-                     Minister of Finance of Republika Srpska, or an authorised person;

-                     Federal Minister of Health, or an authorised person;

-                     Minister of Health and Social Welfare of Republika Srpska, or an authorised person.

Following negotiations, the Ministry of Finance and Treasury will act in compliance with Article 39 paragraph (4) of the Law on Borrowing, Debt and Guarantees of Bosnia and Herzegovina (“Official Gazette of B-H”, Nos. 52/05 and 103/09), and will deliver the Draft Finance Agreement and basics for conclusion of the Finance Agreement to the Council of Ministers.

The Council of Ministers of B-H is informed of a Decision of the Constitutional Court of Bosnia and Herzegovina on Admissibility and Merits No. AP-14/08 of Dec. 21, 2010.

In regard to that, the Ministry of Finance and Treasury is in charge to implement the obligations of the Council of Ministers stemming from the Decision.

Upon a proposal by the Ministry of Civil Affairs, the Council of Ministers of B-H took a Decision to adopt the Basics of Qualification Framework in Bosnia and Herzegovina.

Upon a proposal by the Ministry of Civil Affairs, the Council of Ministers of B-H took a Decision on presenting the State Sports Awards of Bosnia and Herzegovina.

According to the Decision, the first award goes to tennis player Damir Džumhuir (KM 10,000.00), second to OK of Disabled Persons “Phantoms“ (KM 6,000), and the third award goes to judo coach Branislav Crnogorac (KM 4,000).

The Council of Ministers of B-H considered and adopted Information on the Implementation of the “Capacity Building and Institutional Strengthening of Science and Research in Bosnia and Herzegovina Project”, and in regard to that it concluded the following:

- the Ministry of Civil Affairs is in charge to deliver the Guidelines for Science, Technology and Innovation Statistics in B-H to the B-H Statistics Agency and Entity Statistics Bureaus, with a recommendation for the B-H Statistics Agency to launch and  coordinate its activities with Entity statistics bureaus to result in harmonised forms of annual reports on science, technology and innovations, including the introduction of methodology, in line with EUROSTAT requirements, all that with an aim to establish a continuous statistical monitoring in the area of science, technology and innovation in B-H;

- the Ministry of Civil Affairs is in charge to deliver the Guidelines for Science, Technology and Innovation Statistics in B-H to Entity and cantonal Ministries competent for science, including to the Brčko District relevant authorities.

The Council of Ministers of B-H did not come out on Information prepared by the Ministry of Security, on implementation of a civil-military exercise “Joint resistance 012”, planned to take place in May 14-18, 2012.

The Council of Ministers of B-H considered and adopted Information on realisation of obligations under SAA Article 110 - Regional Local Development.

The Ministry of Foreign Trade and Economic Relations is in charge to report semi-annually on regional development related activities.

The Council of Ministers also concluded that the Ministry of Foreign Trade and Economic Relations serves as a coordinator of regional development activities implemented at the Council of Ministers of B-H level.

The Council of Ministers of B-H considered a Report on Status of Implementation of the Interim Agreement (Stabilisation and Accession Agreement) for the period of Feb. 17, 2010 to Dec. 31, 2010, and charged the Directorate for European Integrations to translate the document into English language and deliver it to the European Commission for review.

The Council of Ministers of B-H considered and adopted Information on the third meeting of the Transitional Sub-Committee for Agriculture and Fishery, with the proposed conclusions.

The Council of Ministers of B-H considered and adopted Information on the third meeting of the Transitional Sub-Committee for Transport, Energy, Environment and Regional Development, held in Brčko on Feb. 8 and 9, 2011, with the proposed conclusions.

The Council of Ministers of B-H considered and adopted Information on the third meeting of the Transitional Sub-Committee for Internal Market and Competition, held in Mostar on March 16 and 17, 2011, with the proposed conclusions.

The Council of Ministers of B-H considered and adopted Information on use of the TAIEX Instrument of EU Assistance to B-H Institutions in 2010, and in regard to that it concluded the following:

- the appointed TAIEX coordinators are in charge to report regularly the Directorate for European Integrations on the training completed and effective participation at the training;

- the Directorate for European Integrations is in charge to organise review meetings, in cooperation with TAIEX coordinators so to achieve maximal use of TAIEX assistance.

The Council of Ministers of B-H considered and adopted Information on preparation of an Attachment of B-H Institutions to the B-H Regular 2011 Annual Progress Report under the European Integrations Process, with a proposed Action Plan, and in connection to that the Directorate for European Integrations is in change for the following:

- to develop a Draft Attachment of B-H Institutions for the Regular Annual Progress Report of B-H under the European Integrations Process, in accordance with European Commission requirements and deliver it to coordinators for European Integration for confirmation of the contents and accuracy of information and for supplementing it with new relevant data;

- to inform the Committee for Civil Society of all relevant data concerning the development of the Draft Attachment of B-H Institutions to the Regular Annual Progress Report for 2011, and to invite it to deliver its comments to the Draft Attachment;

- to translate the Attachment of B-H Institutions to the Regular Annual Progress Report and deliver it to the European Commission by May 2, 2011.

The Council of Ministers of B-H considered and adopted Information on defining international provisional and restrictive measures by European Union institutions towards the persons indicted before the International Criminal Tribunal for Former Yugoslavia, who are not available to the Court, including their assistants in avoiding availability to the Court, as prepared by the Directorate for European Integrations.

The Council of Ministers of B-H considered and adopted Information on results of a public opinion survey concerning membership in the European Union and European Integrations process in Bosnia and Herzegovina, including comparative results of 2010/2009/2008/2007 public opinion surveys. In regard to that, the Directorate for European Integrations is in charge for the following:

- to make Information and a public opinion survey available to the holders of Communication Strategy for Public Information on B-H Accession to EU;

- to publish Information and Public Opinion Survey on web page of the Directorate, in order to make it broadly available.

The Council of Ministers of B-H considered and adopted an Annual Review of Implementation of Action Plan for Realisation of Priorities under the European Partnership with Bosnia and Herzegovina for the period July 1, 2010 – December 31, 2010.

In regard to that, the Directorate for European Integrations is in charge to translate the Annual Review of Implementation of Action Plan for Realisation of Priorities under the European Partnership with Bosnia and Herzegovina for the period July 1, 2010 – December 31, 2010 and deliver it to the European Commission.

The Council of Ministers of B-H is informed of end of term of managing civil servant Samir Omerhodžić, Secretary with Special Task in the Insurance Agency of Bosnia and Herzegovina.

In regard to that, the Agency for Civil Service is in charge to publish a job competition for the post of manager of the Insurance Agency of B-H.

The Council of Ministers of B-H is informed of end of term of managing civil servant Oran Tešanović, Secretary with Special Task in the Institute for Standardisation of Bosnia and Herzegovina.

In regard to that, the Agency for Civil Service is in charge to publish a job competition for the post of manager of the Institute for Standardisation of B-H.

The Council of Ministers of B-H considered and adopted Information on Establishment of Digital Tariff System, prepared by the Agency for Identification Documents, Evidence and Data Exchange of Bosnia and Herzegovina, and in regard to that it concluded the following:

- The Ministry of Transport and Communication is in charge to start implementation of activities on establishment of digital tachographs, pursuant to public procurement procedures, in coordination with the Agency for Identification Documents, Evidence and Data Exchange of Bosnia and Herzegovina and other competent bodies;

- the Agency for Identification Documents, Evidence and Data Exchange of Bosnia and Herzegovina is in charge to propose a decision for the Project of Digital Tachographs to be adopted as a multi-year capital project, with a financing projection for 2011-2014:

- the Ministry of Transport and Communication is in charge to, in cooperation with the Agency for Identification Documents, Evidence and Data Exchange of Bosnia and Herzegovina,  plan funds for accession and annual fee to Tachonet and to report semi-annually the Council of Ministers on the implementation of the Project of Digital Tachographs, starting from the date of adoption of this Information.

The Council of Ministers of B-H granted its consent to a specification of work posts for the secondary level of education as classified by salary categories in the B-H Administration for Protection of Health of Herbs.

The Council of Ministers of B-H gave its consent also to the specification of work posts for the secondary level of education as classified by salary categories for the General Affairs Service of B-H Institutions, with an obligation for this specification to be harmonised with an opinion of the Ministry of Finance and Treasury.

The Council of Ministers of B-H is informed of a Decision of the Presidency of B-H on suspension of issuing of permits for exports of armament and military equipment from Bosnia and Herzegovina.

Also, the Ministry of Foreign Trade and Economic Relations is in charge to prepare, within 45 days and deliver to the Council of Ministers for adoption a new Regulation on Criteria for Issuing Permits for Internal and Foreign Trade with Armament and Military Equipment.

The Council of Ministers of B-H took a Decision on Amendment and Supplements to the Decision on Establishment of a State Commission for Integrated Border Management.

Upon a proposal by the Ministry of Foreign Trade and Economic Relations, the Council of Ministers of B-H granted its consent to a proposed composition of a negotiating team of Bosnia and Herzegovina for free trade negotiations between Bosnia and Herzegovina and EFTA member countries.

The Council of Ministers of B-H granted its consent to the representative of the Council of Ministers of B-H before the European Court to accept, on behalf of Bosnia and Herzegovina, an amicable settlement prepared by the European Court for Human Rights for all three applications from the file Muratspahić and others vs. Bosnia and Herzegovina.

The Council of Ministers of B-H is informed of a request by the Delegation of European Union for issuance of visa for a Kosovo citizen on a separate sheet, for his participation at a regional meeting on Fostering Regional Cooperation in Meteorology, Hydrology, Climate Changes and Crisis Management in Catastrophes though IPA funding.

In compliance with the Conclusion from the 86th session of the Council of Ministers, held on may 7, 2009, taken in relation to the position of the Presidency of B-H on legality of documents owned by Kosovo citizens, the Council of Ministers authorises the Ministry of Foreign Affairs to issue entry visas on a separate sheet for Mr. Sile Tahirsilai for the purpose of his participation at the meeting to be held on March 28 and 29, 2011.

The Secretariat General of the Council of Ministers is in charge to provide the above conclusion to the Ministry of Foreign Affairs of B-H for further procedure.

The Council of Ministers of B-H took a Decision that the Chairman, Ministers and Deputy Ministers reserve one per diem for assistance to Japan, and proposed to all other employees in B-H Institutions to do the same.

Also, it was concluded that on 2011 Budget adoption a decision will be made on a concrete support to Japan.
