Council of Ministers of BIH Holds Its 163rd Session

The Council of Ministers of BIH took a decision to adopt a Strategy of Intellectual Property Rights Implementation in Bosnia and Hercegovina in 2018-2022, which sets a foundation of for definition and establishment of a comprehensive and effective intellectual property rights implementation in compliance with requirements for accession to the World Trade Organisation (WTO) and European Union.
The adopti0on of the Strategy will contribute to economic, social and cultural development of BIH, in accordance with achievements of a modern, knowledge-oriented society.
The Strategy sets forth guidelines and measures implying development and promotion of legislative and institutional framework in BIH, in addition to launching a cross-institutional cooperation. This way, the Council of Ministers met with one more requirement under an Action Plan for realisation of priorities from the European Commission Early Warning for Bosnia and Herzegovina.
FIRST READING OF DRAFT BUDGET OF BIH INSTITUTIONS
The Council of Ministers tasked all Budget users to provide in written form their respective objections and suggestions about a Draft Law on Budget of Institutions of Bosnia and Herzegovina and International Obligations of Bosnia and Herzegovina for 2019 to the Ministry of Finance and Treasury in the next three days for consideration.
Following that, the Draft Budget will be considered at the shortest time possible at the Council of Ministers session, and sent to the BIH Presidency as the authorised Budget initiator.
The draft Budget starts form the 2019-2021 Global Framework of Fiscal Balance and Policies in Bosnia and Herzegovina.
The total revenues, receivables and finances of the BIH Institutions in 2019 are KM 966,000,000, which is for KM 16,000,000 higher than in 2018, while foreign debt servicing is KM 825,760,678, and is less for KM 178,301,651 in relation to the previous year.
BIH AND TURKEY BOOST THEIR COOPERATION IN PROTECTION OF NATURAL AND OTHER DISASTERS
The Council of Ministers of BIH defined a Proposal Platform for negotiations on an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Turkey on cooperation in protection from natural and other disasters.
The cooperation between state, government and non-government institutions is wanted to be improved in the area of protection from natural and other disasters, including, among other things, mutual assistance in case of natural and civilisation disasters and mitigating of their aftermaths, in addition to training, production of equipment and grants.
For the purpose of the Agreement implementation, the Ministry of Security of BIH and body for disaster management will be responsible in case of disasters in Republic of Turkey.
The Proposal Platform will be provided to the BIH Presidency, and the Minister of Security was proposed for the BIH signatory.
BIH SECURED KM 180k FOR BIH REPRESENTATION AT VENETIAL BIENNALE
The Council of Ministers of BIH took a decision, upon a proposal of the Ministry of Civil Affairs of BIH, to approve KM 180k to the Ars Aevi Sarajevo Contemporary Art Museum for the needs of Bosnia and Herzegovina’s participation at the Venetian Biennale.
BIH will be represented at the 58th Venetian Contemporary Art Biennale in 2019 with a project “Zenica - Trology” by artist Danica Dakić. The Public Institution Ars Aevi Sarajevo Contemporary Art Museum will be the institution-organiser, and commissioner-curator team will be made of Anja Bogojević, Amila Puzić and Claudia Zini.
COUNCIL OF MINISTES OF BIH: FOR DESERVING NAD TOP ATHLETES KM 100k
The Council of Ministers of BIH took a decision on the level of one-time cash award for deserving athletes of Bosnia and Herzegovina and a top athletes of an international ranking for 2018, and KM 100k grant was secured from the Ministry of Civil Affairs budget for 28 athletes.
According to the decision, 10 deserving athletes who won one of three first places ar Olympic/Paralympic games, world or European championships will be awarded with Km 4,000 each, and for 14 top athletes of international ranking (achieved A norm or placement at Olympic/Paralympic games) KM 3.500 award. Also four athletes of international class, who made a placement for World championship were awarded with KM 2,750.
The decision was made in compliance with a Regulation on categorisation of athletes at BIH level, earlier adopted by the council of Ministers of BIH.
THREE BIH-EU MEETINGS HELD
The Council of Ministers of BIH adopted separate information on three meetings between the European Union and Bosnia and Herzegovina, held within the Stabilisation and Accession Agreement between the European Communities and their members and Bosnia and Herzegovina.
Adopted were European Union recommendations from these meetings, including Operative Conclusions with a list of priority activities and a number of conclusions were taken for their fulfilment and achievement of further progress in the areas the meetings discussed.
These are the directorate for European Integrations information on the third meeting of Sub-Committee for Trade, Industry, Customs and taxation, third meeting for Sub-Committee for Economic and Financial Affairs and Statistics, and third meeting of the Sub-Committee for Internal Market and Competition, including health and consumer protection.
TO SECURE EQUALITY IN ACCESS TO EDUCATION FOR ROMA CHILDREN
The Ministry for Human Rights and Refugees will pass today’s Council of Ministers-adopted Information on Implementation of 2018-2022 Framework Action Plan on Education Needs of Roma in Bosnia and Herzegovina to competent Entity and Cantonal Ministries and other competent bodies.
It is a continuation of activities that were started to the end of securing a full equality in right of access to education of for Roma children in Bosnia and Herzegovina.
ADVISORY SERVICE IN AGRICULTURE SECTOR CONTINUES TO STRENGTHEN
The Ministry of Foreign Trade and Economic Relations will, in cooperation with competent Entity, cantonal and the Brčko District of BIH bodies, continue its activities for improvement of quality and increase of effectiveness and operability of agricultural advisory services in BIH.
The Council of Ministers of BIH previously adopted information on the status of advisory services in Bosnia and Herzegovina, which suggests, among other things, evident changes in the improvement of advisory activities, however, for certain measures it will take time to take hold in practice and show their effects.
A part of these activities will in future be directed at advises about economic development for all sub-sectors active in agriculture and rural development, with a focus at gradual reaching EU standards, in addition to international and other quality standards.
