Council of Ministers of BIH Holds Its 167th Session

The Council of Ministers of BIH defined a proposal Agreement on Economic Cooperation between Bosnia and Herzegovina and the Republic of North Macedonia, which improves their bilateral relations.
The aim of the bilateral Agreement is to strengthen economic relations and create better possibilities for advanced cooperation between economic entities and joint access to the third markets.
The intensification of economic cooperation is eventually to contribute to a growth of national economies and enlargement of foreign exchange between the two stares. Various activities were defined for realisation of these aims, and they are primarily directed to the strengthening of cooperation between government and non-government institutions and contacts among entrepreneurs and their joint participation at international exhibitions and fairs, including establishment of joint ventures, intensification of cooperation at the international level in connection to issues of a common interest.
The Proposal Agreement with accompanying negotiations report will be provided to the BIH Presidency, and the Minister of Foreign Trade and Economic Relations will be proposed for the BIH signatory thereof.
BIH IN REGIONAL AGREEMENT ON DECREASE OF ROAMING PRICES FOR WESTERN BALKANS COUNTIRES
The Council of Ministers of BIH adopted Information of the Ministry of Communications and Transport on participation of Bosnia and Herzegovina in a regional Agreement on Western Balkan Countries Roaming Price Decrease.
It was concluded that BIH will sign the Agreement in early April at a Digital Summit in Belgrade. Bosnia and Herzegovina will ask for a prolongation of the application thereof till December 31, 2019.
The Agreement will, in the long-run, enable the strengthening of telecommunications market in BIH, consumer protection, better competitiveness and transparency of electronic communications, in addition to continuation of advancement and cooperation concerning further roaming services price decrease in the region, based on equality and mutual benefit, increased market competition and drop of roaming prices for users.
TO PROTECT BIH PROPERTY IN CROATIA IN ACCORDANCE TO SUCCESSION AGREEMENT
The Council of Ministers of BIH took note of Information on activities undertaken for protection and return of property belonging to citizens and other legal entities from Bosnia and Herzegovina in the Republic of Croatia, which Information the Secretariat-General of the Council of Ministers will provide to the BIH Presidency for further procedure.
Other than a report by the head of the BIH negotiating team in the standing joint committee of high representatives of successor-states of ex-SFRY, the above information includes reports from the Ministry of Justice and State Attorney’s Office of BIH.
HARMONISATION WITH EU REGULATIONS
The Council of Minsters of BIH took a regulation on defining rules for prevention, control and termination of transmissible spongiform encephalopathy and for attaching an EI mark, confirming the harmonisation with relevant EU legislation.
The Regulation defines rules for prevention, control and termination of transmissible spongiform encephalopathy with animals.
This way it regulates the monitoring system of diseases with bovines, sheep and goats, procedure for dealing with specific risky material, disease control and supression, feeding of animals, trading and export of bovine, sheep and goats and products made of these animals, as well as sampling and methods of laboratory analyses.
IMPROVED STATSTICS ON POVERTY AND SOCIAL EXCLUSION IN BIH
The Council of Ministers of BIH defined a proposal TFSCB Grant Agreement No, TF0A5397 (SILC Pools for Bosnia and Herzegovina Project) between Bosnia and Herzegovina and the Intentional Bank for Reconstruction and Development, worth USD 246k.
It practically gives a support to the Statistics Agency of BIH and Entity statistics bureaus for conducting a pool for the increase of relevance and timeliness of statistics on poverty and social exclusion, as well as the for the interaction between statistic procedures and statistics users in these areas.
The Proposal Agreement with basics for its conclusion will be provided to the BIH Presidency, and the Minister of Finance and Treasury was proposed for the BIH signatory.
BORDER BETWEEN BIH, MONTENEGRO AND SERBIA DEFINED
The Council of Ministers of BIH defined a Proposal Protocol on marking a three-side border point between Bosnia and Herzegovina, Serbia and Montenegro.
The three-side joint border point is the border between the cadastre Municipalities of Sočice (Republic of Serbia), Poblaće (Montenegro) and Đaovići/Zaborak (Bosnia and Herzegovina), which is located at Zelena Glava location, where an appropriate three-side border point mark was set-up.
The three-side border was established based upon a documentation on former inter-Republic borders, at disposal to signatories to the Protocol.
The Ministry of Civil Affairs will provide the Proposal Protocol with a report on finalised negotiations to the BIH Presidency for further procedure.
AMENDED DECISION ON BIH CoM AGENT BEFORE EUROPEAN COURT FOR HUMAN RIGHTS
The Council of Ministers of BIH took the Ministry for Human Rights and Refugees-proposed Decision on Amendment of the Decision on Representative/Agent of the Council of Ministers of Bosnia and Herzegovina before the European Court for Human Rights and the Agent’s Office.
For the purpose of harmonisation with the Law on Civil Service in BIH Institutions and Decision on classification of work posts and criteria for job description for work posts in the BIH Institutions, individuals who graduated from law school and passed judicial exam, experienced in representing before courts in BIH or before other judicial bodies for at least five years, experienced in human rights and freedoms protection, and possessing an active knowledge of English or French language may be appointed to the post of Agent.
Monika Mijić, Belma Skalonjić and Vanja Bjelica-Prutina were appointed acting Agents.
PURCHASE OF BUILDING FOR ACCOMODATION OF AUDIT OFFICE IN SARAJEVO
The Council of Ministers of BIH took a decision to approve a purchase of building for the needs of accommodation of the Audit Office of Institutions of Bosnia and Herzegovina in Sarajevo, upon a proposal of the General Affairs Service of BIH Institutions.
Under the decision approved was the purchase of a building for the needs of accommodation of the Audit Office of BIH Institutions of minimal surface of 1.200m2, of purchase value of KM 5,000,000.00.
For the decision implementation a committee was appointed for the implementation of the purchase procedure.
PROTECTION OF DOMESTIC PRODUCTION IN AGRICULTURE AND FOOD INDUSTRY
The Ministry of Foreign Trade and Economic Relations will continue its activities on the improvement of foreign policy measures and protection of domestic production in the area of agriculture and food industry.
This was indicated in Information on measures undertaken for the improvement of conditions of foreign trade operations and protection of domestic production in the areas of agriculture and food industry, adopted by het Council of Ministers of BIH.
The Ministry of Foreign Trade and Economic relations has worked, together with the competent Entity institutions, BIH Veterinary Office, Phytosanitary Administration of BIH, and in cooperation with BIH Food Safety Agency, on the improvement of conditions of export of agricultural products of herbal and animal origin to the EU market and third markets, primarily the Russian Federation and Republic of Turkey.
This was proved by the arrival of international inspection teams to the end of securing the export of milk and dairy products and poultry products, particularly export of meat to Turkey and export of fruit and vegetables to the Russian federation.
CONTINUATION OF 167 SESSION ON MONDAY
The session will be continued on Monday, March 4, 2019, for when information on migrant situation in BIH and 2019 Council of Ministers Work Programme were scheduled for consideration.
Also proposals two decisions referring to the beginning of operation of the “state prison” and termination of work of the project implementation unit for construction of the Institution for execution of criminal sanction, detention and other measures of Bosnia and Hercegovina and the steering and supervisory boards thereof.
