Council of Ministers of BIH Holds Its Extraordinary Phone Session

The Council of Ministers of BIH defined a Proposal Loan Agreement on EUR 15 million worth Pump-Accumulation Hydro Power Plant Čapljina Rehabilitation and Modernisation Project, to be sent by the Ministry of Finance and Treasury to the BIH Presidency for further procedure, while the Minister of Finance and Treasury was proposed for the BIH signatory thereof.
It is an agreement between the KfW, Frankfurt am Main (KfW) and Bosnia and Herzegovina, represented by the Ministry of Finance and Treasury (Borrower), Federation of Bosnia and Herzegovina, represented by the Federal Ministry of Finance, and Power Utility of the Croatian Community of Herzeg-Bosnia, JSC Mostar (EPHZHB) (Project Implementation Agency). The Loan term is 15 years, including five-year grace period.
The aim of the project is to prolong of operability of the Pump-Accumulation Hydro Power Plant, i.e. to replace old equipment and modernise the 40-year old facility for the goal of increasing its reliability and availability level.
An increase of power generation is expected because of lesser blockages due to equipment failures, together with increase of hydro power plant availability for offering accessory services to the power generation system (EES) of BIH and Serbia/Croatia/BIH block.
The indirect benefit of the project will be to the local community, as well as to all EES users in Bosnia and Herzegovina.
EUR 19 MILLION FOR FLOOD PROTECTION IN REPUBLIKA SRPSKA
The Council of Ministers of BIH defined a Proposal Financial Contract in amount of EUR 19 million for the realisation of a Flood Protection Project in Republika Srpska, with a repayment term of 25 years and five-year grace period.
The Contract is to be concluded by Bosnia and Herzegovina, Republika Srpska and the European Investment Bank (EIB).
It is the second phase of realisation of the Flood Protection Measures Project in Republika Srpska, within which embankments building for the aim of considerable increase of floods resilience in the priority areas will be continued.
The total value of this Project phase is estimated at EUR 41.83 million, funded by EUR 19 million EIB loan funds, while the remaining EUR 22.08 million will be provided from domestic budgets and other sources.
The Proposal Contract will be sent by the Ministry of Finance and Treasury to the BIH Presidency for further procedure, with a proposal for the Minister of Finance and Treasury as the BIH signatory thereof.
EUR 20 MILLION FOR TRAM TRAFFIC INFRASTRUCTURE DEVELOPMENT IN SARAJEVO CANTON
The Council of Ministers of BIH defined a Proposal Loan Contract (GrCF2 V2 – Sarajevo Public Transport Project, Part II) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development (EBRD) in amount of EUR 20 million intended to development of tram traffic development in the Sarajevo Canton.
The funds will be used for the rehabilitation of 19.5 km long two tract tramway line in the Sarajevo Canton, which will improve the quality of public transport, in addition to environmental protection consideration, particularly improvement of air quality.
The loan term is 15 years, including three-year grace period.
The Proposal Contract will be sent to the BIH Presidency by the Ministry of Finance and Treasury for further procedure, along with a proposal for the Minister of Finance and Treasury as the BIH signatory thereof.
ENDORSEMENT FOR INFRASTRUCTURE AND WATER SUPPLY REHABILITATION PROECT IN 34 MUNICIPALITIES IN RS
The Council of Ministers of BIH endorsed an initiative for negotiations towards conclusion of a Financial Contract (Water Supply and Sewage System in Republika Srpska - II) between Bosnia and Herzegovina, Republika Srpska, and the European Investment Bank (EIB), in amount of EUR 30 million.
The project pertains to construction and rehabilitation of infrastructure for water supply, waste and storm waters in the area of 34 municipalities in Republika Srpska, in time period from 2020 to 2024.
The aim of the Project is to ensure proper services of water supply and sewage-system for more than 216.000 citizens.
ENDORSED EUR 140 MILLION MOROTWAY CONSTRUCTION PROJECT POPRIKUŠE-NEMILA AND TARČIN-IVAN ON CORRIDOR V c
The Council of Ministers of BIH endorsed an initiative for negotiations on conclusion of a Finance Contract (Construction of Motorway Section Poprikuše-Nemila and Tarčin-Ivan on Corridor V c) between Bosnia and Herzegovina and the European Investment Bank (EIB).
It is a loan worth EUR 140 million, with 25 repayment term and six-year grace period. These funds are to co-finance Poprikuša-Nemila and Tarčin-Ivan motorway sections on the Corridor V c.
At the Poprikuša-Nemila section 5-5 km of motorway is planned for construction, including 3.6 km Golubinja tunnel and two viaducts and bridges, in addition to an overpass and loop at Poprikuše. The construction of the road infrastructure will shorten considerably the traffic distance between Žepče and Zenica.
The Tarčin-Ivan section includes the construction of about 6.9 km of motorway with two about 1.1 km-long bridges, rest stop, Ivan tunnel 1.8 km long and temporary connection to the M 17 highway. This will shorten considerably the time of travel between Sarajevo and Mostar.
REPRESENTATION OF CoMBIH BEFORE EUROEPEAN COURT FOR HUMAN RIGHTS
The Council of Ministers of Bosnia and Herzegovina took a resolution on appointing Acting Agent of the Council of Ministers of Bosnia and Herzegovina before the European Court for Human Rights. The aim is to secure the representation of the Council of Ministers of BIH before the European Court for Human Rights and prevent detrimental consequences to Bosnia and Herzegovina.
For the Acting Manager of the Representative’s Office appointed was Monika Mijić and for Acting Agents appointed were Vanja Bijelica-Prutina and Belma Skalonjić, respectively. The appointment term lasts until the end of a job vacancy procedure, for three months at longest, as at November 26, 2019.
SUCCESSION AGREEMENT
The Council of Ministers took a Decision amending the Decision on appointment of members of both joint bodies and negotiating teams for implementation of the Agreement on Succession Issues. The Amendment of the Decision on a member of the Joint Committee on Issues from Annex C appointed Minister of Defence Marina Pendeš, instead of the Ministry of Defence representative resigning because of taking a new post.
The Joint Committee for Succession of Movable and Immovable Property announced its first meeting for December 3, 2019.
MONEYVAL DEELGATION OF BIH
The Council of Ministers of BIH took a Decision, proposed by the Ministry of Security, on appointment of a Delegation of Bosnia and Herzegovina with the Council of Europe Anti-Money Laundering and Counter Terrorist Financing Evaluation Expert Committee (Moneyval Committee).
The BIH Delegation at the Moneyval, as a temporary, cross-sector and expert body of the Council of Ministers of BIH, will, among other things, represent Bosnia and Herzegovina and take part in the Moneyval Committee operations, in addition to performing other activities aiming the implementation of international obligations of BIH in the area of fight against money laundry and financing of terrorist activities.
The appointed Head of BIH Moneyval Delegation is Nezir Pivić from the Ministry of Justice of BIH, and members are representatives of the competent State, Entity and Brčko District of BIH institutions.
