COUNCIL OF MINISTERS 2025 ACTIVITY REPORT ADOPTED

The Council of Ministers of Bosnia and Herzegovina Activity Report, tabled by the Secretary-General, which includes the most relevant results of last year, was adopted.

The Report was drafted based on data form several reports on annual results of Institutions of Bosnia and Herzegovina, contributing too achievement of adopted strategic aims and priorities of the Council of Ministers, contained in the Strategic Framework of BIH Institutions to 2030 an Mid-Term 2025-2027 Work Programme of the Council of Ministers of BIH.

The results show an achievement in implementation of strategic aims focused at a transparent, effective and accountable public sector, ensuring of sustainable, smart economic development, and the equal chances society.

The Report will be presented to the Parliamentary Assembly of BIH.

LOAN CONTRACT; EUR 60 MIL. FOR FOČA – HUM ROAD

The Council of Ministers of BIH defined the Ministry of Finance and Treasury-proposed Proposal Laon Contract (Foča – Hum Road Project) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development, with basics for its conclusion, to be sent to the Presidency of BIH for further procedure with a proposal for the Minister of Finance and Treasury as the BIH signatory thereof.

It is an EUR 60 million loan, allocated to Republika Srpska - Public Company “Republika Srpska Roads”, intended for rehabilitation of the existing and construction of new parts of road along the cross-border communication Foča -Hum; the project is expected to be finalised by Dec. 31, 2029.

IMPLEMETNATION OF MULTI-ANNUAL CAPITAL PROJECT – PURCHASE, RECONSTRUCTION, ADAPTATION AND FURBISHING OF DIPLOMATIC CONSULAR FACILITIES OF BIH

The Council of Ministers of BIH adopted a piece of information on implementation of a multi-annual project – purchase, reconstruction, adaptation and furbishing of BIH diplomatic-consular facilities.

The total value of the approved 20198 multi-annual capital project (151st session of Aug. 1, 2018) amounts to KM 5, 252, 806.00, while total implemented funds were KM 4,872,310.89 and unspent part was KM 380,495.11 as at Dec. 31, 2025,

Within the project, improved were facilities of the diplomatic-consular network of BIH in Belgrade, Zagreb, London, Ottava, Aman, Brussels, Oslo, Budapest, and Madrid.

The Council of Ministers if BIH tasked both the Ministry of Foreign Affairs and Ministry of Finance and Treasury of Bosnia and Herzegovina to close the project in the Information System of Financial Management and transfer the unspent funds under the project in total amount of KM 380,495.11 to the project  “Purchase of Building for Diplomatic-Consular Network of BIH” (PPN 0601680).

APPLICATION OF DECISION ON HARMONISATION OF BIH LEGISLATION WITH EU ACQUIS IN 2025

The Council of Ministers of BIH adopted the Directorate for European Integrations-tabled piece of information on application of a Decision on process of harmonisation of Bosnia and Herzegovina legislation with the European Union acquis in time between Jan. 1 and Dec. 31, 2025.

The piece of information points at the Directorate issued total 160 opinions on harmonisation of regulations, offered 51 expert assistances to institutions in development of regulations and instruments for harmonisation, and participated in operations of 32 work groups, in the course of 2025.

By review of regulations published in the “Official Gazette of BIH”, 21 regulations relevant for the European integrations process was fund taken and published without prior obtained opinion from the Directorate for European Integrations.

The Council of Ministers tasked all Ministries and other institutions of Bosnia and Herzegovina, as managers of administrative bodies responsible for regulations development, to stick to obligations prescribed under the Decision on harmonisation of Bosnia and Herzegovina legislation with the EU acquis. That implies submission of regulations to the Directorate for check and confirmation of harmonisation with the EU acquis, all implementation regulations stemming from the EU acquis and regulations which help meet obligations from documents relevant for the BIH integration to the EU.

HOLDING OF THE NINETH MEETING OF SUB-COMMITTEE FOR INTERNAL MARKET AND COMPETITION

The Council of Ministers of Bih adopted a piece of information on holding of the nineth meeting of the Sub-Committee for Internal Market and Competition, including health and consumer protection.

The Council of Ministers tasked the Directorate for European Integrations to take all needed actions, in cooperation with institutions of Bosnia and Herzegovina and services of the European Commission responsible for holding of the nineth meeting od the Sub-Committee, scheduled to take place in Brussels on June 9 , 2026.

Bosnia and Herzegovina Delegation Chair Brankica Pandurević should present in her introductory speech the importance and urgency of challenges and issue-solving of road transporters and professional drivers from Bosnia and Herzegovina in the European Union. She should be also available for media inquiries as to the meeting.

REPORT ADOPTED

The Council of Ministers of BIH adopted the Ministry of Justice-tabled Report from the Central Data Base on serious criminal acts in Bosnia and Herzegovina committed in 2025.

The Council of Ministers o BIH tasked the Ministry of Justice to make the report available to the Centre for Education of Judges and Prosecutors of the Federation of Bosnia and Herzegovina and Centre for Education of Judges and Prosecutors of Republika Srpska, for the sake of information or possible use of data in development of training programmes for holders of judicial positions.

ANALYSIS OF DIRECT FOREIGN INVESTEMNTS IN BIH IN2024-25

The Council of Ministers of BIH adopted an Analysis of Direct Foreign Investments to Bosnia and Herzegovina in 2024 and 2025, with a comparative analysis of Bosnia and Herzegovina and counties of the region in international organisations’ reports.

PIECE OF INFORMATION ON 9TH MEETING OF SUB-COMMITTEE FOR TARNSPORT, ENERGY, ENVIROMENT AND REGIONAL DEVELOPMENT BETWEEN EU AND BIH

The Council of Ministers if BIH adopted a piece of information on holding of the nineth meeting of the Sub-Committee for Transport, Energy, Environment and Regional Development between the European Union and Bosnia dan Herzegovina and tasked the Directorate for European Integrations to take all needed actions, in cooperation with responsible institutions of Bosnia dan Herzegovina, for holding of the meeting.

Bosnia and Herzegovina Delegation Chair Mirza Hujić should, in his introductory speech, underline the importance and urgency of problem solving of road transporters and professional drivers from Bosnia and Herzegovina in the European Union; he should be available to media for inquiries as t the meeting.
