Council of Ministers of Bosnia and Herzegovina Holds Its 116th Session

BIH AND NETHERLANDS TO PROMOTE THEIR COOPERATION IN SOCIAL SECURITY

The Council of Ministers of BIH defined a proposal Platform for negotiations on a Convention on Social Security between Bosnia and Herzegovina and the Kingdom of Netherlands and will send it to the BIH Presidency with a proposal for the Minister of Civil Affairs as the BIH signatory thereof.

By conclusion of the Convention on Social Security the two countries regulate social security rights for the first time, which includes health insurance, pension and disability insurance, taking regard of protection of basic rights and interests of the insured and beneficiaries, and implementation bodies.

The two countries strengthen their cooperation, as harmonised with contemporary international standards and practice, since the Convention on Social Security currently in effect is between ex-SFRY and Netherlands, with the Final Protocol from 1979, taken up based on the Succession Agreement.

BIH PROGRESSES IN FULFILMENT OF GRECO RECOMMENDATIONS

The Council of Ministers of BIH adopted the Ministry of Security-tabled piece of information in adoption of the Fourth Temporary Report on Harmonisation of Bosnia and Herzegovina with GRECO recommendations from the fourth round of evaluation.

The Report adopted by GRECO this June, at tis 103rd plenary session, stresses that the current level of harmonisation with the recommendations is not “globally unsatisfactory”, therefore no rule applicable to underperforming members will apply, which speaks of an affirmative outcome of the evaluation.

According to GRECO Report, Bosnia and Herzegovina implemented six out of 15 recommendations, the remaining eight were partially implemented, while one was unimplemented.

Still expected are harmonisation, implementation and application of legislation on conflict-of-interest throughout the country, setting-up clear mechanisms for publishing asset cards and effective monitoring, in addition to development of rules on action of state-level MPs towards the third parties.

The GRECO Report will be sent to responsible institutions and will be published on the official web site of the Ministry of Security of BIH.

NEW RULEBOOK ON CATEGORIWSATION OF SPORTSPERSONS AT BIH LEVEL

The Council of Ministers of BIH took the Ministry of Civil Affairs-proposed new Rulebook on Categorisation of Sportspersons at the level of Bosnia and Herzegovina in a new text and with some corrections made at the session. The Rulebook sets categories of sportspersons with a simplified procedure and way of implementation of their rights.

A relevant amendment in the new Rulebook is that categorisation of sportspersons will be made through calendar year, so stakeholders will not be limited by a short application deadline set in a public call, which used to be an issue for them if they were in a sports competition.

Provisions of the current Rulebook define that sportspersons with special credits may enjoy their right to money award after they retire under the Law on Pension-Disability Insurance, while the new Rulebook provides for the category of sportspersons to enjoy their right to money cash after cessation of their active taking part in competitions.

The new Rulebook facilitates application, as the required documentation is reeuced.

DECISION ON SETTING TEMPORARY ACCOMODATION CENTES INEFFECTIVE

The Council of Ministers of BIH took the Ministry of Security-tabled Decision on cessation of validity of a Decision on Setting Temporary Accommodation Centres for Migrants.

So, the temporary accommodation centre at “Borići” Pupils’ Home in Bihać is not in use anymore. After a decrease of number of beneficiaries, capacities of the temporary accommodation centre “Lipa” meet needs for accommodation of migrants, therefore the temporary accommodation centre “Borići” in Bihać is not in function since August 2025.

The Decision takes effect as of its adoption and will be published in the “Official Gazette of BIH”.

PUBLIC FINANCE MANAGEMENT IMPROVEMENT STRATEGY IN INSTITUTIONS OF BIH

The Council of Ministers extended the validity of 2021-2025 Public Finance Improvement Strategy to Dec. 31, 2026, enabling continuity of the strategic framework for a more transparent planning, spending and budget resources control.

The Ministry of Finance and Treasury should continue coordination of activities on development of the new strategic framework of Bosnia and Herzegovina public finances management for 2027-2031, in cooperation with international partners, towards its adoption by the end of 2026.

Although the Council of Ministers of BIH appointed a Work Group for development og the Strategy, relevant activities were not completed within the deadline, end QI2026.

ABOUT 85 % INSTITUTIONS HARMONISED THEIR ROLEBOOKS

The Council of Ministers of BIH adopted the Ministry of Justice-tabled piece of information on harmonisation of Rulebooks on Internal Organisation (chart) of administrative bodies with decisions on principles for defining internal organisation of administrative bodies of Bosnia and Herzegovina and on classification of work posts per assignments description in Institutions of BIH.

 According to the piece of information, 41 institutions of BIH (64.4%) harmonised their charts with these decisions, 13 institutions (20.31) submitted their reconciliated Rulebooks to the Council of Ministers of BIH for consent., and 10 institutions have not completed the harmonisation procedure.

Institutions of Bosnia and Herzegovina failing to harmonise their charts should take urgently without delay needed activities for harmonisation of their charts with provisions of the two decisions.

The Ministry of Justice Administrative Inspectorate should make necessary inspection surveillance in these Institutions of Bosnia and Herzegovina which failed to harmonise their Rulebooks or send their proposal Rulebooks to the Council of Ministers of BIH for consent and will report the inspection.

KM 137.74 MILLION SPENT TO 110 PROJECTS LAST YEAR

The Council of Ministers of BIH adopted the Ministry of Finance and Treasury-tabled piece of information on spending resources in 2025, financing projects in 31 institutions of BIH, included in 2025-2027 Public Investment Programme/Development-Investment Programme of Institutions of Bosnia and Herzegovina.

The piece of information covers data on 110 projects, worth total KM 1 billion and 272.48 million, and in the course of 025, total KM 137.74 million was spent for these projects, resulting in 40.49% of the planned realisation for the last year.

Implementation of funds from foreign sources was 127.70 %, while implementation of funds from domestic resources was considerably lower, 10.87 per cent.

USE OF CURRENT BUDGET RESERVES IN QI 2026

The Council of Ministers of BIH adopted a piece of information on distribution and use of budget current reserve funds in I-III 2026, to be send to the Parliamentary Assembly by the Ministry of Finance and Treasury.

According to the report, out of planned KM 11,685.000 of budget current reserve funds, the approved funds were total KM 1,221,599, of which implemented was KM 435,073.01

Within the remaining KM 10,983,926.99, there is KM 796,426.99 approved by the council fo Ministers but not implemented.

Within an intervention current reserve disposed by members of the Council of Ministers and Parliamentary Assembly both Chambers, funds were planned in amount of KM 697,500, and implemented thus far under several decisions was KM 421,500.

REGULAR PROCEDURE

The Council of Ministers took a procedure under which Vanja Malidžan, member of the Council of Ministers Competition Council, was appointed its president for one year term, staring from July 26, 2025.

Under the Law on Competition Council, the Council of Ministers should appoint the Competition Council President, upon a proposal by the Competition Council from among its members each year.

PUBLIC JOB VACANCY AD FOR STATE AID OF BIH

The Ministry of Foreign Trad and Economic Relations-tabled decision was made on criteria for appointment of a member of the Council for State Aid of Bosnia and Herzegovina, to be appointed by the Council of Ministers of BIH.

Under the Decision, other than general requirements, special requirements are to be met by a candidate, including university degree, with at least 240 ECTS under Bologna system, in economy or law, five-year relevant work experience, with non-linkage to any duty or function that may threaten its independence. A candidate must fulfil conditions prescribed by the Law on Prevention of Conflict of Interest, must not be criminally sentenced not be subject to any criminal procedure.

The Ministry of Foreign Trade and Economic Relations should draw an ad text 15 days from taking the present decision at least and publish it in official gazettes of BIH and the Brčko District of BIH and in at least one daily newspapers with high circulation.

The Council od Ministers took a decision to appoint a committee for implementation of the job vacancy procedure, comprised of three representatives from the Ministry of Foreign Trade and Economic Relations and two independent experts.

MANDATE EXPIRY BY THE END OF YEAR

The Council of Ministers of BIH took note of a piece of information by the Civil Service Agency of BIH on a mandate expiry to Selim Babić (on Dec. 17, 2026) and Dragan Slipac (on Dec. 31, 2026), managing civil servants, Secretaries with Special Assignment, in the General Affairs Service of Institutions of Bosnia and Herzegovina.

The Civil Service Agency should publish a job vacancy ad.

CONSENT TO APPOINTMENT

The Council of Ministers granted its consent to appointment of Captain Krisztian Torok as Military Attaché under the Embassy of Hungary. (end)
