Council of Ministers of Bosnia and Herzegovina Holds Its 116th Session

The Council of Ministers of BIH, upon a proposal of the Office of Council of Ministers’ Agent before the European Court for Human Rights, adopted a Report on decision of the Council of Europe Committee of Ministers concerning the implementation of the European Court for Human Rights ruling in case Sejdić-Finci against Bosnia and Herzegovina, and the decision was adopted on December 4, 2014 at the 1214th meeting of the Committee of Ministers in Strasbourg.
The Report indicates that the Committee of Ministers will further consider the issue at the next DH meeting scheduled for June 2015, devoted to human rights topic, also against up-dated inputs expected to be provided from authorities in Bosnia and Herzegovina.
BIH authorities are urged to make full use of readiness of the Council of Europe to extend all needed support and assistance to them and political leaders in Bosnia and Herzegovina in their efforts to implement the Decision.
DECISION ON SALES OF A BUILDING IN WASHINGTON
The Council of Ministers of BIH adopted a Report of the Ministry of Foreign Affairs on activities undertaken concerning a sale of a building in Washington, attained by BIH based on the succession form ex-SFRY and took a decision to sell the building in Washington for USD 650,000.00.
The best offer was accepted, put by buyer Enrique Lourenco through “Long&Foster” Agency.
BIH Ambassador in the USA Jadranka Negodić is authorised to sign sales contract.
MEMBERS OF WORK GROUP DESIGNATED
The Council of Ministers of BIH, upon a proposal of the Office of Council of Ministers’ Agent before the European Court for Human Rights, took a decision on setting-up of a Work Group for development and monitoring of Action Plan for implementation of general follow-up measures for a ruling of the European Court for Human Rights in case Muslia Adnan against Bosnia and Herzegovina.
The Work Group will be comprised of representatives of State and Entity Ministries of Justice, Prosecutor’s Offices and Ministries of Interior of the Federation of BIH, Republika Srpska and Brčko District Police Department.
The Work Group will prepare within a month time period an action plan for implementation of general follow-up measures concerning the ruling and provide it to the Council of Ministers of BIH for adoption.
BIH IN UNESCO FISCALIS 2020 PROGRAMME
The Council of Ministers defined Proposal Basics for conclusion of an Agreement between the European Union and Bosnia and Herzegovina on participation of Bosnia and Herzegovina in the EU Programme “Fiscalis 2020”, with a view at improvement of the BIH taxation system through cooperation with taxation administrations and their officers in the programme member states of the region and European Union.
The Programme may support combating fiscal frauds, fiscal evasion and other related activities, in addition to harmonisation with EU regulations and practices in the area of taxes and taxation policy. Simultaneously, membership in the Programme enables BIH to foster capacity, skills and proficiency of taxation officers, as a major step forward to further in the European integrations process. The total value of the Programme until 2020 is EUR 223,366,000.00.
The Ministry of Finance and Treasury will provide the proposal basics to the BIH Presidency for further procedure, and the Head of BIH Mission to the EU was proposed as the BIH signatory.
WATER SUPPLY PROJECT FOR GRADAČAC
The Council of Ministers of BIH defined a Proposal Contract on Grant (Water Supply Project in Gradačac) between Bosnia and Herzegovina and the Public Enterprise “Komunalac”, Gradačac, and European Bank for Reconstruction and Development, which refers to an investment grant from SIDA and EBRD Fund for Environmental and Climate Programmes, in amount of EUR 1.4 million, to be allocated to the Federation of BIH.
The grant accompanies an EBRD loan for the Municipality of Gradačac for extension of the existing water supply pipeline in southern part of the town, to connect 3,500 households to the pipeline. Waste waters collector facility will be funded from the grant.
The implementation of the project will start by summer 2015, and its completion is expected for end 2017.
The Ministry of Finance and Treasury will provide the Proposal Contract on Grant with Basics for tis conclusion to the Presidency of BIH, and the Minister of Finance and Treasury was proposed for its signatory.
DISTRICT HEATING PROJECT FOR PRIJEDOR
The Council of Ministers of BIH defined a Proposal Contract on Grant worth EUR two million for District Heating Project in Prijedor between Bosnia and Herzegovina and the European Bank for Reconstruction and Development, relating to an investment grant SIDA – EBRD Fund fro Environmental and Climate Programmes.
The grant to be allocated to Republika Srpska accompanies an EBRD loan worth EUR 7 million, to be used for construction of a new district heating boiler on biomass, and the grant funds will be used to finance measuring of heat spending after 2017, until when the project is expected to be completed.
The Ministry of Finance and Treasury will provide the Proposal Contract on Grant with Basics for its conclusion to the BIH Presidency for further procedure, while the Minister of Finance and Treasury was proposed for the signatory.
