Council of Ministers of Bosnia and Herzegovina Holds Its 118th Session

BOOK OF RULES IN EFFECT – APRIL 15, 2015 AS TERMINAL DEADLINE FOR LICENCE ISSUANCE 

The Council of Ministers of BIH took note of a request of Republika Srpska for finding solution to contentious issues on conditions for issuance of licences and drivers’ qualification cards, and endorsed conclusions adopted at today’s meeting of Minister of Transport and Communications of BIH Damir Hadžić with Minister of Transport and Communications of Republika Srpska and representatives of the relevant Federal Ministry.

The meeting with Minister Hadžić unanimously found that the existing Book of Rules on conditions for issuance of licences and drivers’ qualification cards (“Official Gazette of BIH”, No. 77/14) is compliant with the 201 Law on International and Inter-Entity road transport, adopted under a regular legal procedure, and that it should stay in effect, except for provisions dealing with deadlines for  licence issuance.

Having regard of all circumstances after taking effect of the Book of Rules, a 90-day deadline was left (until April 15, 2015), as a terminal date  for completion of licence issuance procedures  by the Ministry of Transport and Communications of BIH. It practically means that earlier issued licences will be valid at all levels in BIH, while the final deadline for sending applications  at the state level for licence and drivers’ quality cards issuance will be until April 5, 2015, because, only licences issued at the state level will be valid as at April 15, 2015.

The Ministry of Transport and Communications will form a work group, to be comprised of representatives of this and relevant Entity Ministries and of the Brčko District of BIH Chamber of Commerce, in order to analyse and amend or supplement,  as appropriate,  the existing Book of Rules for issuance of licences and drivers’ qualification cards.
