RECONSTRUCTION OF HOSPITALS IN MOTAR AND KONJIC 

The Council of Ministers of BIH defined a Proposal Loan Agreement between Bosnia and Herzegovina and the Saudi Development Fund for construction and reconstruction of a number of hospitals in Bosnia and Herzegovina, worth UDS 19.5 million.

The Loan funds will be spent for the finalisation of construction and reconstruction of three hospitals in Mostar and Konjic, to secure modern medical services to patients in the “Safet Mujkić” Cantonal Hospital in Mostar, Konjic Hospital and University Hospital in Mostar.

The loan term is 25 years with five-year grace period and 2 per cent interest rate. The end of the project was planned for end 2022.

The Proposal Agreement with Basics for its conclusion will be provided to the BIH Presidency, and the Minister of Finance and Treasury was proposed for the BIH signatory

TURKISH GRANT TO DEFENCE MINISTRY

 

The Council of Ministers of BIH defined a Proposal Agreement on Military-Technical Assistance between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Turkey and a financial assistance-related Implementation Protocol between the Council of Ministers and Government of the Republic of Turkey.

It is about a grant of the Government of the Republic of Turkey worth TRL 11.111.000 to help the Armed Forces of BIH in dealing with the issues of equipment and capacity of the BIH defence system.

The Proposal Agreement will be provided to the BIH Presidency for further procedure, and the Minister of Defence was proposed for the BIH signatory.

 

SAUDI FUND ASSISTANCE TO SARAJEVO OLD TOWN MUNICIPALITY INFRASTRUCTURE

 

The Council of Ministers of BIH defined a Proposal Loan Agreement between Bosnia and Herzegovina and the Saudi Fund for Development for realisation of Sarajevo Old Town Municipality Infrastructure Development Project, worth USD eight million.

The funds will secure further social and economic development of the Sarajevo Old Town Municipality. The Municipal premises will be reconstructed, with added parking space and a number of school gyms, while the Municipal clinic facility construction will be finalised. The project is expected to be finished by year 2021.

OVER KM 4.4 MILLION FOR CULTURAL AND SPORTS INSTITUTIONS

 

The Council of Ministers of BIH took a decisions, proposed by the Ministry of Civil Affairs, on co-financing of projects proposed by cultural institutions for year 2017, under which KM 3,097,000.00 was made available to 132 stakeholders for co-financing of projects, following the ended public competition.

Under today’s decision of the Council of Ministers of BIH on criteria for distribution of funds under the current grant “Co-Financing of Sports events” for 2017, a grant of total value of KM 1,350,000.00 was approved. The right to funds, following the ended public competition procedure, will be to 144 stakeholders, among which the Olympic and Paralympic Committees of BIH, BIH and entity-level sports federations, sports federation of disabled persons at both State and Entity levels, as well as sports clubs and other sports organisations in BIH.

The Council of Ministers of BIH took a decision on one time cash award for a deserving athlete of Bosnia and Herzegovina and top athlete of international ranking for 2017, in accordance with a Regulation on Categorisation of Athletes at BIH Level, earlier adopted by the Council of Ministers of BIH.

 

TWO NEW HELICOPTERS FOR BIH ARMED FORCES

 

The Council of Ministers of BIH took a decision, proposed by the Ministry of defence, on multi-annual projects of purchase of helicopters for the Ministry of Defence and Armed Forces of Bosnia and Herzegovina, with KM 65 million.

The multi-annual project will be realised in 2018-2021 with a financial assistance by the US Government.

Thus the Ministry of Defence saves KM 6,2 million from its budget by, among other things, decreased charges for travel costs, transport, fuel, materials, and property and equipment rental. Simultaneously, USD five million will be secured by the USA through its grant under the assistance programme signed with the Council of Ministers of BIH in 2001.

Budget-originating financing pends on the adopted mid-term BIH Global Framework of Fiscal Balance and Policies.

Both the Council of Ministers and Presidency of BIH accepted the requests by the Ministry of Defence to provide for new aircrafts, specifically two new mid-sized transport helicopters - because the existing ones are old – in addition to two vessels for fire extinguishing for light multi-purpose helicopters.

 

AID TO DOMESTIC ENTREPRENEURS

 

The Council of Ministers of BIH took a decision, proposed by the Ministry of Foreign Trade and Economic Relations, on temporary suspension and temporary decrease of customs tariffs for import of certain goods until December 31 2018.

The decision covers 52 tariff marks for raw materials used by BIH producers which cannot be purchased in BIH. The decision is very important for it improves business conditions for entrepreneurs, eventually keeping the existing and creating new jobs.

This way, domestic entrepreneurs in food, textile, footwear, electro and metal industries are enabled to realise already agreed business projects and to plan new ones, including the entry to new markets.

The Ministry of Foreign Trade and Economic Relations was tasked by the Council of Ministers of BIH to prepare a comprehensive analysis by April 30, 2018 showing relevant indices by companies of the economic measure effectiveness.

 

BIH CUSTOMS TARIFFS HAROMISED WITH COMBINED EU NOMENCLATURE

 

The Council of Ministers of BIH took a decision, proposed by the Ministry of Foreign Trade and Economic Relations, on defining the customs tariffs for year 2018, which are to be adopted at an annual level adjusted to the European Union Combined Nomenclature.

By fulfilling its obligation as to harmonisation of BIH nomenclature of goods with the Combined Nomenclature of the European Union, conditions are being created for more successful foreign trade businesses between BIH economic subjects and those in the CEFTA countries, i.e. EU countries.

 

 KM ONE MILLION FOR ROMA HOUSING

 

The Council of Ministers of BIH took a decision to allocate KM one million worth grant for solving the housing issues of the Roma in BIH for year 2017, to be disbursed from the Ministry for Human rights and Refugees budget.

Under the decision, the funds were approved to the Brčko District of BIH in amount of KM 60,000.00, Republika Srpska KM 313,400,000 for projects in four Municipalities, namely, Bijeljina, Lopare, Srebrenica and Šamac, and to the federation of BIH KM 625,600,000 for housing of Roma in Kakanj, Donji Vakuf, Stolac, Goražde, Visoko, Živinice. Bugojno and Kiseljak.

The Council of Ministers of BIH took a decision on allocation of grant funds from the Ministry for Human Rights and Refugees of BIH for year 2017 in amount of KM 313,684.40. The grant funds are intended to non-government organisations included in protection of human trafficking victims for year 2017 in amount of KM 60,000.00, for support to disabled persons KM 40,000.00 and for support to national minorities’ associations in BIH in amount of KM 50,000.00 Also, a grant worth KM 80,000.00 was approved to families of missing persons in BIH, while for KM 66,315.60 of unused funds a public announcement will be published. Human rights organisations in BIH were approved KM 50,000.00 grant.

 

CoM BIH ADOPTED PLAN ON LABOUR MARKET POLICY GUIDELINES AND ACTIVE EMPLOYMENT MEASURES

 

The Council of Ministers of BIH took a decision, proposed by the Ministry of Civil Affairs on adoption of Labour Market Policy Guidelines and Active Employment Measures Plan in Bosnia and Herzegovina, drafted in 2017 by the Agency for Labour and Employment, in cooperation with the Entity Labour Institutes.

The document represents, among other things, guidelines for policies in the labour market and active measures for employing, planned by responsible State and Entity institutions, with a view at creating conditions for the improvement of quality and competitiveness of the labour market offer, inciting employment of difficult employable categories with employees or self-employment, inciting of employment of youth and demobilised soldiers.

According to statistics, included into the Plan, a fall of unemployment was noted last year, so the average number of unemployed in 2016 was 521,357 and was less for 20,460 persons in relation to year 2015.

 

RETIREMENET

 

The Council of Ministers accepted individual requests for release form duty of Secretary-General of the Council of Ministers of BIH Zvonimir Kutleša and two Deputy Directors, namely of the Border Police of BIH  Zijad Srabović and of Directorate for Coordination of Police Bodies in BIH Mile Jurić, because of their retirement. The Legislation Office of the Council of Ministers of BIH will prepare the required resolutions.
