Council of Ministers of Bosnia and Herzegovina Holds Its 13th Session

The Council of Ministers of BIH defined and will send to the BIH Parliamentarian Assembly a Proposal of the State Strategy for Supervision over Narcotics, Prevention and Suppression of Narcotics Misuse in Bosnia and Herzegovina in 2018-2023, harmonised with the relevant international regulations.
The Council of Ministers thus reaffirms its intention to make systematic efforts for inclusion of all stakeholders in fight against narcotics misuse.
It is a very important strategic document which implies implementation of a set of preventive and repressive measures in order to limit and put under control the effects of narcotics misuse to population in Bosnia and Herzegovina.
The Strategy overarching aims are, among other things, keeping and improving health of citizens, prevention and decrease of misuse of narcotics and other substances causing addiction. Especially among children and youth, limiting of narcotics availability at all levels, and further development and networking of the system for suppression of narcotics misuse and fight against addiction at both national and local levels.
After the BIH Parliamentarian Assembly adopts the Strategy, the Ministry of Security will prepare and provide the Council of Ministers an Action Plan for its implementation.
The Ministry of Security-proposed Strategy was drafted by a work group comprised of representatives from health, education. Justice, police institutions, including those from non-government an international organisations in Bosnia and Herzegovina.
SUPPLEMENTED LAW ON MISDEMEANOURS
The Council of Ministers of BIH defined, by majority vote, a Proposal Law on Supplements to the Law on Misdemeanours, with a view at harmonising the regulations applied by authorised bodies and courts on sentencing criminal sanctions.
The Supplements to the Law are a step forward in removal of spotted deficiencies in connection with registering collected fines and improved tracing the collection with the issuer of the misdemeanour order.
Other than the Ministry of Justice the development of these new legal solutions included representatives of State-level Ministries of Finance and Treasury, Communications and Transport, Border Police, Indirect Taxation Administration, Identification Documents and Data Exchange Agency, and Directorate for Civil Aviation of Bosnia and Herzegovina.
The Ministry of Justice will provide the Proposal Law to the BIH Parliamentarian Assembly, together with obtained opinion from the Personal Data Protection Agency, for consideration under regular legislative procedure.
ACCOMMODATION OF 15 ISNITTUTIONS IN SARAJEVO SECURES OVER KM 1.2 MILLION ANNUAL SAVINGS
The Council of Ministers of BIH took two decisions on allocation of office space for accommodation of Institutions of Bosnia and Herzegovina in Sarajevo, which will make a new Budget savings for about KM 1.2 million at annual level.
Under the Decision on allocation of office space for accommodation of Institutions of Bosnia and Herzegovina in Sarajevo, 15 BIH-level institutions, which rented their respective office space, will get the permanent accommodation in the Union Bank, Jsc. Sarajevo, at the 6 Dubrovačka Street 6.
Criteria for selection of institutions were the level of rental fee, size and kind of rented space and the total number of employees.
These institutions were ordered to move to the new accommodated premises by the end of January, and therefore terminate their respective rental contracts.
Also a Decision was made on Amendments of Decision on allocation of office space in the 5 Đoke Mazalića Street building for accommodation of Institutions of Bosnia and Herzegovina, with some corrections made at the session.
INFORMATION ON PROGRESS ON AGREEING ON ANSWERS TO EC QUESTIONNAIRE
The Council of Ministers of BIH took note of Information on overall activities of the Directorate for European Integrations concerning management of the European integrations process and harmonising all answers to the European Commission Questionnaire for Bosnia and Herzegovina.
Chairman of the Council of Ministers of BIH Dr Denis Zvizdić briefed the BIH Presidency of the progress achieved.
NEW RULEBOOK ON OLBIGATIONS OF TRAVEL TRANSPORTER
The Council of Ministers of BIH took a Rulebook on obligations of transporters taking foreigners to border crossings of Bosnia and Herzegovina.
The rulebook following the relevant European standards and harmonises this area with the Law on foreigners. Transporter’ obligations and responsibilities were elaborated in detail for cases of denial of entry to BIH to foreigners, including the deadlines for their return, as well as an obligation of making-up costs of keeping them in BIH. Fines for perpetrators of the demeanour were increased.
The adoption of the Rulebook followed after the public consultations process, which the Ministry of Security conducted with the interested public last October.
VACCINATION OF PIGS AGAINST SWINE FEWER
The Council of Ministers of BIH took a regulation on Amendment of Regulation on measures for detection, suppression and extermination of classical swine fewer.
The Amendment of the regulation enables the continuation of vaccination of pigs against classical swine fewer by the end of 2018, for the reason of prevention of speeding the illness in our country.
WORK PROGRAMME ADOPTED
The Council of Ministers of BIH adopted the 2018 Work Programmes of the following Agencies: Agency for Anti-Doping Control; Agency for Insurance in BIH; and Foreigner’s Affairs Agency.
