MINISTRY OF SECURITY REPORT ON SREBRENICA EVENTS ADOPTED 

The Council of Ministers of BIH adopted a report, prepared by the Ministry of Security , of July 11, 2014 events in Srebrenica, Potočari and a supplement report.

The Council of Ministers expressed, among other things, dismay with the level of coordination of police and other BIH security sector bodies.

The Ministry of Security is tasked to prepare normative and other set of measures for the improvement of coordination

The Council of Ministers expects relevant institutions (police bodies, prosecutors, courts) to implement their legally prescribed competences in this and other cases in view of prevention, detection and processing.

 

CNY 8 MILLION CHINESE GRANT TO BOSNIA AND HERZEGOVINA

 

The Council of Ministers of BIH defined Proposal Basics for conclusion of a Note Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the People’s Republic of China on provision of grant assistance worth Chinese Yuan 8 million (about KM 2.2 million).

These funds will be used for realisation of projects the two states will define subsequently and sign an agreement thereon.

The Ministry of Finance and Treasury will provide the Proposal Basics to the BIH Presidency for further procedure, and Foreign Minister Igor Crnadak was proposed for the BIH signatory.

 

BIH INSTITUTIONS ACCOMMODATION IN SARAJEVO MAKES ANNUAL BUDGET SAVING OF KM 812,672.00

 

The Council of Ministers of BIH, upon a proposal of the General Affairs Service of BIH, took a Decision on distribution of premises in 9A Maršala Tita Street in Sarajevo, which would allow for saving of budget funds at the annual level of KM 812,672.00, as much as was rental price of premises of these institutions.

In the reconstructed building of 3.012 square meter size offices will be arranged for the Ministry of Finance and Treasury of BIH, Committee for Preservation of National Monuments, Public procurement Agency, Phytosanitary Administration, Directorate for Economic Planning of BIH, BIH Insurance agency, and General Affairs Service of BIH Institutions.

 

WORLD BANK – BIH PARTNERSHIP

 

The Council of Ministers adopted a Framework Partnership Plan of the World Bank with Bosnia and Herzegovina for 2016-2020.

 

SMALL AND LIGHT WEAPON CONTROL STRATEGIC AIM REALISED

 

The Council of Ministers of BIH, upon a proposal of the Ministry of Security, adopted a information of the Coordination Board for Small and Light Weapon Control in BIH (salw) on realisation of a strategic aim from the strategy for small and light weapon control in BIH -mutual harmonisation of relevant laws and their alignment with international standards.

A recommendation was made to relevant bodies in Republika Srpska, cantons and the Brčko District to harmonise their respe4ctive legislation on procurement, keeping and carrying of arms and ammunition with international standards in terms of four key issues, namely: definition, weapon categorisation, looks of weapon certification and sanctions.

The SALW Coordination Board is tasked to monitor the implementation of these conclusions and distribute its information to all competent bodies in BIH for its realisation.

These conclusions came as a result of work of a cross-sector expert work group for harmonisation of weapon-related legal provisions in BIH, comprised of experts from all police agencies at the State, Entity and Brčko Dstrict levels, including representatives of hunters associations in BIH.

 

FOREIGN TRADE IN ARMS AND MILITARY EQUIPMENT IN 2013 AND 2013 REPORTS ADOPTED

 

The Council of Ministers of BIH adopted a report of the Ministry of Foreign Trade and Economic Relations on issued certificates for foreign trade of arms and military equipment and products for dual and special purposes in 2014 and report on realisation of foreign trade of arms, military equipment and products for dual and special purpose in 2013.

The total value of the foreign trade, as per issued certificates for export and import of arms, military equipment and goods of dual and special purposes, based on preliminary invoices accompanying the certificate applications amounted to EUR 247,032,542.00 in 2014. Last year, 136 licences were issued for export in 38 countries and 87 licences for import from 26 countries.

According to the report, total value of realised foreign trade of arms, military equipment and products for dual and special purposes in 2013 amounted to EUR 81,883,398.00. Issued export licences were 127 export licences in 39 countries, and 83 import licences from 18 countries.

 

BASKET PLAYER RENFORE ADMITTED TO BIH CITIZENSHIP

 

The Council of Ministers of BIH took a decision on granting citizenship of Bosnia and Herzegovina to Gregory Alexander Renfroeo, US citizen to play with Bosnia and Herzegovina basket national selection.

The Council of Ministers of BIH supported development of amendments and supplements of legislation on a broad basis, including the law on salaries and emoluments in the BIH Institutions, which would rationalise spending and decrease reimbursements for engagement in management, supervisory and other types of bodies within the competences of the BIH Institutions.

The rationalisation of spending in the BIH Institutions will be a priority of the Policy of salaries and emoluments in the BIH Institutions for 2015-2018, to be considered by the Council of Ministers of BIH, in the light of the adopted reform agenda.

It is a constitutive part of an Opinion defined by the Council of Ministers of BIH, upon a proposal of the Ministry of Finance and Treasury, to a Proposal Law on Supplements to the Law on Salaries and Emoluments in the BIH Institutions, sought by the House of Representatives of the Parliamentarian Assembly of BIH.

The Ministry of Finance and Treasury is tasked to provide the opinion to the Parliamentarian Assembly of BIH.

 

MINE ACTION CENTRE MANAGER ENDS HIS MANDATE

 

The Council of Ministers of BIH, took a resolution, upon a proposal of the Ministry of Civil Affairs, to release Dušan Gavran from his duty of Manager of the Mine Action Centre in Bosnia and Herzegovina, because of expiry of his mandate, which includes also the expiry of deadline for appointment of a Secretary with Special Assignment. The next session will appoint the Acting Manager until the completion of relevant appointment procedure.

 

DEMINING COMMITTEE APPOINTED

 

The Council of Ministers of BIH took a decision, initiated by the Ministry of Civil Affairs, to establish a Demining Committee in BIH under the Ministry of Civil Affairs competences, responsible for demining-related activities.

The Committee, with its seat in Sarajevo, will have three members to be appointed by the Council of Ministers under a special decision for a two-year term, upon a proposal of the Minister of Civil Affairs.

As at the date of the decision, the 2002 Decision on Establishment of Demining Committee   becomes null and void.

 

GMO COUNCIL MEMBERS APPOINTED

 

The Council of Ministers of BIH took a decision on appointing following members of the Council for Genetically Modified Organisms: prof. Vojisav Trkulja, Ph.D.; porf. Dalibor Ballian, Ph.D.; prof. Rifet Terzić, Ph.D.; prof. Ahmed Džubur, Ph.D.; prof. Ivan Ostojić, Ph.D.; prof. Faruk Čakalovica, Ph.D; and prof. Stojko Vidović, Ph.D. for a four-year term.

The Council would, among other things, provide its opinions on use of GMO in administrative and other procedures upon request of competent bodies, it would issue opinions and proposals in development of regulations on use of GMO, and monitor developments in use of genetic technology and GMO use.

 

COMMITTEE FOR NATO INTEGRATION PROCESS IN BIH APPOINTED

 

The Council of Ministers of BIH took a decision to establish a Committee for NATO Integration Process of Bosnia and Herzegovina, and appointed Deputy Foreign Minister Josip Brkić for its Chair and Deputy Defence Minister Emir Suljagić for Deputy Chair.

The Committee will, among other things, define priorities in realisation of Bosnia and Herzegovina’s obligations stemming from BIH participation in NATO “Partnership for Peace” Programme and commitments in connection a full membership in NATO. (end)
