Council of Ministers of Bosnia and Herzegovina Holds Its 29th Session

The Council of Ministers of BIH adopted and will provide to the BIH Presidency a report of the Directorate for European Integrations on readiness of Bosnia and Herzegovina for submission of an application for membership in the European Union, in line with a conclusion form the 13th regular session of the Presidency of Bosnia and Herzegovina and subject to other required procedures in the process.
The dynamics of the measures implementation under the Reform Agenda was found satisfactory, and the institutions included in the reform Agenda measures implementation will continue to meet relevant action plans and related deadlines from the “Reform Agenda implementation action plan at the BIH Council of Ministers level”, which would create conditions for submission of a credible application for membership in the EU by the end of this year.
EUR 12.3 MILLION GRANT FOR LONG-TERM ACCOMMODATION OF DISPLACED PERSONS
The Council of Ministers of BIH defined a Proposal Grant Agreement between the Council of Europe Development Bank and Bosnia and Herzegovina in connection with a Regional Housing Programme, with Basics for its conclusion.
The EUR 12.3 million worth grant was intended for a long-term solving of the housing issues for 438 refugees and internally displaced families in BIH. The project envisages construction of residential buildings with total 438 apartments, aimed for local integration of refugees and internally displaced families. So, in the Brčko District a building will be constructed for eight displaced persons, in the Federation of BIH it will be nine buildings with 178 apartments for the same number of families, and in Republika Srpska it will be nine buildings with 252 apartments for the same number of locally displaced families. The domestic contribution to this project is KM 2,027,412.00 and relevant Entity Ministries and competent department for displaced persons of the Brčko District are included into the project implementation.
The Agreement stemmed from the Regional Housing Programme (RSP), joint partner programme of Bosnia and Herzegovina, Republic of Croatia, Montenegro and Republic of Serbia. The Programme plans joint housing of 74,000 people or 27,000 families in these four countries, with five-year expenditures of about EUR 584 million.
The Proposal Agreement with Basics for its conclusion will be provided to the BIH Presidency for further procedure, and the Minister of Finance and Treasury was proposed for the signatory.
STRIKE IN BIH INSTIUTTIONS AS FINAL WAY OF LABOUR DISPUTE-SOLVING
The Council of Ministers of BIH defined a Proposal Law on Strike in the Institutions of Bosnia and Herzegovina, under which Bosnia and Herzegovina, as a member of the International Labour Organisation, brings this area in line with the ratified relevant international conventions and international law.
The Law regulates mutual rights and obligations of employees and BIH Institutions as employers concerning strike. The Law recognises a strike as a final resort for solving labour disputes impossible to solve amicably in the BIH Institutions.
Employees may not start a strike before defining a minimum labour process to be defined under decision of the Council of Ministers of BIH in cooperation with trade union, for the sake of protection of public and general interest of citizens and for security, taking due care of securing smooth conditions of work and movement of people, goods and services.
The Ministry of Justice will provide the Proposal Law on Strike to the BIH Parliamentarian Assembly for consideration under regular procedure.
TO CONTINUE ACTIVITIES FOR FULL APPLICATION OF LAW ON TOBACCO
The Council of Ministers adopted Information on implementation of the Law on Tobacco in Bosnia and Herzegovina, and tasked the Ministry of Foreign Trade and Economic Relations to continue activities on establishing a committee for defining marks of tobacco products and classification of cigarettes, establishing of a registers, to create preconditions for a full implementation of stipulations of the Law on Tobacco in Bosnia and Herzegovina.
Following formation of the committee, registers, provided for by the Law, will be formed, and the responsibility for the establishment, keeping and administration of which is on Entity Ministries of Agriculture (three registers) and Ministry of Foreign Trade and Economic Relations of BIH.
A full implementation of the Law on Tobacco, adopted in 2010, will ensure tobacco control at the BIH market, in accordance with free trade principles.
ACTIVITIES ON ESTABLISHEMENT OF OPERATIVE STRUCTURE IN COMPLIANCE WITH IPARD STANDARDS
The Council of Ministers of BIH adopted Information on perspectives for use of a new instrument of pre-accession assistance of the European Union for agriculture and rural development in 2014-2020 (IPARD), and tasked the Ministry of Foreign Trade and Economic Relations of BIH to cooperate with relevant Entity, Brčko District and cantonal institutions in continuation of tis activities in order to define a model of an Operative structure for IPARD II Programme implementation. The BIH Institutions competent for the area of agriculture and riral development will work on finding a model of IPARD Operative Structure.
Thr EU announced that the assistance to the rural sector n Bosnia and Herzegovina will be continued under the IAP II package.
BIH PROGRESSED IN IPAP IMPLEMENTATION
The Council of Ministers of BIH adopted October 8, 2015 Information of the Ministry of Foreign Affairs on a visit of a NATO expert team for assessment of a degree of readiness for implementation of the Individual Partner Action Plan 2014-2016 for the period 2014 - September 2015.
Information says that the NATO expert team noted considerable progress of BIH in all area in relation to planned obligation concerning the nominated BIH activities under IPAP.
Since the beginning of October, total 18 sites were registered and 20 locations are in the process of registering in BIH. The registration process of perspective immovable military property, in accordance with principles from a NATO April 2010 Tallinn decision, is now in judiciary-technical phase not burdened by political concerns.
TO IMPROVE TRANSPARENCY OF BIH INSTITUTIONS
The Council of Ministers of BIH took note of a Performance Review on “the Transparency of Operations of BIH Institutions”, prepared by the BIH Institutions Audit Office.
All Institutions of BIH are tasked to improve their communication with data users, as well as to conduct periodically expert analyses of consumer satisfaction by information provided by BH Institutions on their respective operations.
The review showed that for an efficient exercise of right to access to information requires certain amendments of the existing regulations, in view of harmonisation with other laws, as well as in view of proactive approach to exercise of the right to access to information. The report indicated that out of total 2,887 received requests in 2024, the BIH Insertions approved the access to information in 2,500 requests, i.e. 87 per cent of requests.
A questionnaire for collection of needed data on transparency of work and free access to information was set to addresses of 74 institutions, budget-users, in 2014. The fulfilled questionnaires were turned back by 69 institutions, while five of them failed to answer.
IDDEEA MANAGER APPOINTED
The Council of Ministers of BIH took note of a report of the Ministry of Civil Affairs on the completed procedure for selection and appointment of a Manager fo the Identification Documents, Evidence and Data Exchange Agency of Bosnia and Herzegovina (IDDEEA). Edim Nesimi was appointed Manager of IDDEEA, as the first ranked on the list of successful candidates, following the completion of public job vacancy procedure.
ACTING MANAGER OF AGENCY FOR LABOPUR AND EMPLOYMENT APPOINTED
Upon a proposal of the Ministry of Civil Affairs, the Council of Ministers of BIH appointed Dr Asim Ibrahimagić for Acting Manager of the Agency for labour and Employment of Bosnia and Herzegovina, upon completed procedure for manager appointment of the manager.
