Council of Ministers of Bosnia and Herzegovina Holds Its 30th Session

The Council of Ministers of BIH defined a Proposal Finance Contract between Bosnia and Herzegovina and European Investment Bank (EIB) for Modernisation of Roads of the Federation of Bosnia and Hercegovina, worth EUR 050 million, with Basics for its conclusion.
The Project presumes construction of new sections and slow tracks, renewal of pavement layer, redesign of risky parts of road and rehabilitation of tunnels and bridges, in order to improve traffic safety at 35 road sections in the Federation of Bosnia and Herzegovina of total length of 290 km.
Total project costs are estimated at EUR 150 million, and it would be funded from IFIs, out of which the portion of EUR 50 million will be financed by the EIB funds.
The loan was allocated to the Federation of BIH, and it will be repaid in 20 years, including five-year grace period.
The Proposal Contract with Basics for its conclusion will be provided to the BIH Presidency for further procedure, and BIH signatory will be the Minister of Finance and Treasury.
TO INCREASE COMPETITIVENESS IN AGRICULTURE AND ENABLE PLACEMENT TO MARKETS
The Council of Ministers of BIH endorsed an initiative of the Ministry of Finance and Treasury and designated a negotiating delegation for conclusion of a Finance Agreement for Rural Areas Competitiveness Development Programme (RCDP) between Bosnia and Herzegovina and the International Fund for Agricultural Development, targeting poverty reduction in rural areas in Bosnia and Herzegovina.
The EUR 13,710,000.00 worth project will cover the poor, non-commercial farmers, not linked with market, and will simultaneously support their entry into the chain of supply, so that they might become competitive agricultural producers.
These loan funds will be allocated to the Federation of BIH in a share of EUUR 7,930,000.00 (58 %) and to Republiak Srpska in EUR 5,780,000.00 (42%) share. The loan would be repaid in 18 years, including a three-year grace period and IFAD referent interest rate.
The loan is accompanied by a grant worth 360,000.00 SDRR, allocated to the Federation of BIH and Republika Srpska in shares identical for the loan proceeds, i.e. 58% to the Federation of BIH and 42 % to Republika Srpska, respectively.
Upon the completion of negotiations, the Ministry of Finance and Treasury will, pursuant to the Law on Borrowing, Debt and Guarantees , provide a Draft Agreement to the Council of Ministers of BIH with Basics for its conclusion.
KM 2,750,000.00 FOR HOUSING, EMPLOYMENT NAD HEALTH CARE OF ROMA POPUALTION
The Council of Ministers of BIH took a decision on criteria for allocation of funds for solving issues of the Roma population in the areas of housing, employment and health care in 2015, for which purposes a grant of the Ministry for Human Rights and Refugees was secured in total amount of KM 2,750,000.00.
Out of the amount, the housing segment of the Roma population will receive KM 1,670,000.00, employment segment will receive KM 700,000.00 and health care segment will receive KM 350,000.00, including allocations for Roma neds information up-dating, in amount of KM 30,000.00.
Other than the above criteria, the decision defined a procedure for allocation of funds for housing of the Roma in 2015.
TO REFLECT ON AMENDMENTS OF LAW ON SALARIES AND EMOLUMENTS FOLLOWING DETAILED CONSDIERATION
The Council of Ministers of BIH took note of a Proposal Law on Amendments and Supplements to the Law on Salaries and Emoluments in the Institutions of BIH, prepared by the Ministry of Finance and Treasury, having regard of the Salaries and Emoluments Policy in the BIH Institutions.
Ministers will consider the Proposal Law carefully, and possible suggestions will be provided to the Ministry of Finance and Treasury, so that the Council of Ministers might reflect on the Proposal Law at one of next sessions.
ABOUT KM 4 MILLION FOR SPORTS, CULTURE, INNOVATIONS AND PROJECT PREPARATION FOR EU FUNDS
The Council of Ministers of BIH took a Decision, on an initiative of the Ministry of Civil Affairs, on allocation of funds from current grant “Co-Financing of sports events” in 2015, which planned funds in total amount of KM 9520,000.00
KM 936,000.00 will be distributed to 122 sports associations of the State and Entities and to sports clubs throughout Bosnia and Herzegovina, and KM 15,000.00 will be secured for State sports awards.
The BIH Olympic Committee and BIH Paralympic Committee and BIH and Entity sports associations will receive KM 500,000.00, while the remaining KM 437,000.00 will go to sports clubs in BIH and other organisations dealing with sports exclusively.
The Council of Ministers took a decision to allocate funds from the current grant “Co-Financing of BIH Cultural Institutions’ Projects” in 2015, under which, KM 2,197,000.00 will be allocated to 169 cultural institutions in BIH for specific projects, aiming preservation of their capacities and cultural tradition contents.
The Council of Ministers took a decision to allocate KM 300,000.00 for projects within international cultural cooperation in 2015, which will be distributed to 82 beneficiaries in amounts ranging from KM 1,500.00 to KM 20,000.00.
The Council of Ministers of Bosnia and Herzegovina, took a decision, upon a proposal of the Ministry of Civil Affairs, to allocate KM 444,000.00 from the grant “Programmes for Preparation of Projects and Potential Candidates for EU Funds under EU-FP7”.
Out of this amount, KM 404,000.00 will be allocated to 42 beneficiaries for preparation of their respective projects, while KM 40,000.00 was approved to the Ministry of Civil Affairs for projects aiming preparation of participation at a new EU programme for science and research “Horizon 2020”.
The Council of Ministers of BIH took a decision to allocate KM 117,000.00 from the current grant for co-funding of projects in “Support to Technical Culture and Innovations in Bosnia and Herzegovina” in 2015. The grant was intended for 20 beneficiaries dealing with innovations and faculties for certain technical projects in individual amounts ranging from KM 2,000 to KM 20,000.00.
All grant beneficiaries are obliged to provide their reports to the Ministry of Civil Affairs on the regular funds spending.
BIH – GERMANY COOPERATION FOR CONSTRUCTION OF HYDRO POWER PLANT AND FOR RENEWABLE SOURCES F ENERGY
The Council of Ministers of BIH endorsed an initiative of the Ministry of Finance and Treasury for negotiations on an Agreement between the Government of the Federal Republic of Germany and Council of Ministers of BIH on financial cooperation in 2013, in total amount of EUR 75 million of concessive loan and EUR 1,5 million of grant funds for financing of projects in the area of development of hydropower and renewable sources of energy and energy efficacy.
BIH concludes separate agreements with the KfW for realisation of this agreement. The loan with lower interest rate is being approved within the inter-State cooperation in development.
Following the completion of negotiations, i.e. formal note thereof, the Ministry of Finance and Treasury will, subject to the Law on Borrowing, Debt and Guarantees of BIH, provide to the Council of Ministers a Draft Agreement with Basics for its conclusion.
TURKISH GRANT WORTH TRY 3,3 MILLION FOR PROCUREMENT OF SPECIAL PURPOSE INDUSTRY GOODS
The Council of Ministers of BIH defined both a Proposal Basics for negotiations on an Agreement on Military-Financial Cooperation between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Turkey and Implementation Protocol concerning the financial assistance between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Turkey.
These are the grant funds worth TRY3,3 million equivalent to US Dollars that the Republic of Turkey set aside for BIH in 2015 for procurement of goods, intended primarily for the Turkish special purpose industry.
The Proposal Basics will be provided to the BIH Presidency for further procedure, and the Minister of Defence was proposed as the BIH signatory.
BIH PROSECUTOR’S OFFICE BUDGET REALLOCATION
The Council of Ministers of BIH took a decision, upon a proposal of the BIH Prosecutor’s Office, to reallocate funds for BIH Prosecutor’s Office in 2015, under which KM 383,000.00 from previously approved budget will be spent for salaries and emoluments payment to prosecutors engaged in IPA 2012/2013 project, which is possible thanks to savings made and rearranged budget schedule.
SIPA MANAGER APPOINTED
The Council of Ministers of BIH took a decision, upon a proposal of the Ministry of Security, on appointment of Perica Stanić for Manager of the State Investigations and Protection Agency (SIPA) for a four-year term of office.
BHANSA MANAGEMENT APPOINTED
The Council of Ministers of BIH took separate decisions on appointment of Davor Primorac, traffic engineer – air traffic for maManager of the BIH Air Navigation Services Agency, VLado Ćućilo, electro engineer for Deputy Manager and Manager of Operations, Technical and Services Department, and Nudžeim Rečica for Deputy Manager – Manager of Support Department of the BHANSA, all for a five-year term of office.
The appointed officers are the best ranked candidates for posts of Manager and Deputy Managers from the list of successful candidates after the completed public job vacancy procedure.
Simultaneously, the Council of Ministers of BIH adopted a BHANSA Work Programme and Financial Plan for 2015, and took a decision on the level of reimbursements to members of the BHANSA Council.
APPOINTED DEPUTY MANAGER OF IDDEEA
The Council of Ministers of BIH appointed Radivoje Trbić for Deputy Manager of the Identification Documents, Evidence and Dara Exchange Agency of Bosnia and Herzegovina, after completed public job vacancy procedure.
Simultaneously, separate decisions were made on termination of office of previous Manager and Deputy Manager of IDDEEA.
TO PUBLIC JOB VACANCY AD FOR NEW MANAGEMENT OF DRIECTORATE FOR DRUGS
The Council of Ministers of BIH tasked the Ministry of Civil Affairs of BBIH to publish job vacancy ad for posts of Manager and Deputy Managers of the Directorate for Drugs and Medical Aids of BIH.
