FIRST MID-TERM COUNCIL OF MINSITERS WORK PROGRAMME ADOPTED

 

The Council of Ministers of BIH adopted the first Mid-Term Work Programme of the Council of Ministers 2016-2018, tabled by the Directorate for Economic Planning, which secures high quality management of development, in compliance with competences of the Council of Ministers and other BIH-level institutions.

The Council of ministers, following the European Union practice, links the BIH development with development principles from both “Europe 2020” and “South-East Europe 2020” Strategies, referring to an integrated, smart and sustainable inclusive growth and growth-oriented governance.

The Mid-Term Work Programme relies on the Reform Agenda of the Council of Ministers and it contains general mid-term strategic goals and programmes to be realised by 57 institutions at the BIH level, reporting to the Council of Ministers of BH, and it sets for the first time the planning system, necessary for EU funds and other development partners’ resources withdrawal.

The aim is to secure, among other things, macroeconomic stability, to promote competitive economic surrounding, increase industrial competitiveness, secure faster and more effective agricultural development and balanced regional development, enabling increased employment opportunities, reducing poverty and social exclusion, developing environmental infrastructure and energy potentials and increasing energy efficacy.

 

CoM TAKES DECISION ON PURCHASE OF FACILITIES FOR ACCOMODAITON OF BIH INSTITUTIONS IN SARAJEVO AND SOLVES THE ACCOMODATION ISSUE OF THE ANTI-CORRUPTION AGENCY

 

The Council of Ministers took a decision to approve purchase of a 7-000-8.000 m3 surface building for accommodation of the Institutions of Bosnia and Herzegovina in Sarajevo, which should unburden the Budget of BIH Institutions and avoid a major part of expected annual rental expenditures currently reaching about KM 10 million.

The General Affairs Service and Purchase Procedures Committee are responsible for the realisation of the decision.

Funds in amount of KM 9,000,000.00 for the purchase of the building have been earlier reserved in 2015 BIH Budget, and are planned in the multi-year capital investors of BIH for 2016-2018. The Ministry of Finance and Treasury, in cooperation with the Office of Chairman of the Council of Ministers, will simultaneously define a method to secure total required funds for the  decision implementation.

Also, the Council of Ministers of BIH took a decision to allocate office space for accommodation of the BIH Institutions in East Sarajevo, under which the office premises of 407.09 m3 surface at 26-28 Dabobosanska St., purchased for the accommodation of BIH Institutions, is fully allocated to the Agency for Fight against Corruption and Coordination of Anti-Corruption Actions of BIH, in accordance with a conclusion of the BIH Parliamentarian Assembly House of Representatives.

 

REMOVAL OF BARRIERS FOR FUTHER TRADE GOWTH AMONG “CEFTA 2006” COUNTRIES

 

The Council of Ministers od NIH defined Proposal Basics for negotiations on Additional Protocol 5 to the Agreement on Amendment and Accession ot Central-European Free Trade Agreement, with certain corrections proposed a the session, with an aim at enabling further  growth of mutual trade.

The Additional Protocol sets a mandatory legal framework for simplification of clearance and inspection surveillance procedures in cross-border trade and on data exchange among CEFTA 2006 countries-signatories.

The corrected Proposal Basics will be provided to the BIH Presidency for further procedure, and the Minister of Foreign Trade and Economic Relations was proposed as the BIH signatory.

 

AUTHORISATION FOR MINERAL FERTILISERS INSPECTION

 

The Council of Ministers of BIH took a decision, upon a proposal of the Ministry of Foreign Trade and Economic Relations, on authorising the Federal Agro.-Mediterranean Institute in Mostar for analysis as a part of official quality inspection of mineral fertilisers in the transitional period until December 31, 2017, as it meets required conditions.

Following the deadline, the Institute or other laboratory will be able to conduct analyses for official quality inspection of mineral fertiliser only for parameters under accredited methods of the Accrediting Institute of Bosnia and Herzegovina (BATA), in compliance with the standards in effect.

The decision was made in accordance with the Law on Mineral Fertilizers and Regulation on conditions to be fulfilled by certified laboratories for mineral fertilizers quality inspection.

 

NUMBER OF EMOPLOYED IN ICNREASE

 

The Council of Ministers of BIH adopted a report of the Ministry of Civil Affairs on BIH 2010-2014 Employment Strategy implementation evaluation for 2013-2014.

The Ministry of Civil Affairs will work, in cooperation with competent institutions, on development of a new employment strategy for 206-2020, in order to define systematic measures for improvement of the employment processes in BIH.

According to the report, a growth trend of the last five years of registered unemployment was terminated, and number of employed in 2014 was in a constant increase at both monthly and annual levels.

About KM 103 million was spend in BIH in 2013 and 2014 for implementation of active employment policies and mediation in employing for about 59,000 employees, and this included employment and self-employment programmes, training, information distribution and other related services.

 

SUCCESSION AGREEMENT ANNEX C IMPLEMENTATION BRINGS KM 11,088,240.00 LAST YEAR

 

The Council of Ministers of BIH took note of information of the Ministry of Finance and Treasury on implementation of Annex C of the Agreement on Succession Issues, which regulated the issue of allocation of financial assets and liabilities of ex-SFRY.

In 2014, Bosnia and Herzegovina had an inflow of EUR 4,371,648.39 and USD 1,645,091.73, or equivalent KM 11,088,240.00 in a whole.

The authorised BIH representative in the Joint Committee of Successor Countries for Annex C of the Agreement of Succession Issues of ex-SFRY was tasked to take needed actions to protect BIH interests  in the liquidation process of the Beogradska Banka IBU (Nicosia), as well as to protect BIH interests in the outstanding ex-SFRY debt settlement.

 

INORMATION BY MINISTRY OF FORIENG TRADE AND EOCNOMIC RELATIONS

 

The Council of Ministers of BIH tasked the Ministry of Foreign Trade and Economic Relations to continue its activities concerning the continuation of procedures related to conclusion of a Protocol on Establishment and Operation of National Office of the Standing Work Group for South-East Europe Regional Rural Development in Bosnia and Herzegovina.

The Standing Work Group Headquarters will be defined subsequently, taking care of securing the best possible conditions for its operation.

The conclusion of the Protocol will promote the rural policy development in BIH, and better regional cooperation in the area, which would secure for Bosnia and Herzegovina the fulfilment of one among requirements on its European integrations road.

 

10TH REPORT ON AGRICULTURAL PRODUCTS EXPORT ROAD MAP ADOPTED

 

The Council of Ministers adopted the Ministry of Foreign Trade and Economic Relations’ 10th Report on Road Map Implementation for creation of conditions for export of products of animal and herbal origin.

The Ministry of Foreign Trade and Economic Relations was tasked to cooperate with all competent institutions in the food safety chain of the entities, cantons and Brčko District of BIH in order to intensify the road Map activities classified as priority.

These activities concern preparation and agreement on proposals amendments and supplements law on Food, Law on Veterinary Service and Law on Agriculture, Nutrition and Rural Development.

The Road Map contains 13 activities to be implemented by competent institutions at BIH, Entity, cantonal and Brčko District of BIH level in the food safety chain of BIH.
