PROTOCOL ON CONDUCT IN CASE OF PEER VIOLENCE TO BE A PART OF CURRICULUM 

The Council of Ministers of BIH will forward to the BIH Parliamentarian Assembly House of Representatives Information of state of affairs and incidents of peer violence and violence among children in Bosnia and Herzegovina, prepared by the Ministry for Human Rights and Refuges and Ministry of Civil affairs and accompanied by proposal set of measures, including, among other things, setting-up a peer violence data base.

On the basis of reports collected form education institutions in BIH, proposed was development of a protocol for proceeding in cases of peer violence and child violence prevention programme in the areas where it has not been done thus far, and its inclusion into curriculum. The proposal measures includes also better linking of government and non-government organisations dealing with children for the sake of uniform preventive action and prevention of peer violence.

Education institutions in BŽIH concluded that the peer violence is not a widely spread phenomenon, however certain preventive measures have been taken in order to prevent individual incidents of that kind.

 

MINISTRY OF FOREIGN AFFAIRS INFORMATION ON EU POSITIONS AS TO MIGRANT CRISIS ADPTED

 

The Council of Ministers of BIH took note of Information of the Ministry of Foreign Affairs concerning a conclusion of the Council of Ministers of Bosnia and Herzegovina from tis 23rd session of September 15, 2015.

This is a regular report on positions of the European Union institutions as to migrant crisis and situation in the Western Balkans countries, with an especial focus to BIH.

 

TO IMPROVE HARMONSIATION FFO BIH LEGILSATION WITH EU ACQUIS

 

The Council of Ministers of BIH adopted Information of the Directorate for European Integrations on an application of a Decision on instruments for harmonisation of legislation of Bosnia and Herzegovina with the acquis of the European Union in time between April 6, 2015 and April 6, 2016.

Ministries and other institutions in BIH and managers of administrative bodies, authorised to develop provisions are responsible to seek an expert assistance form the Directorate for European Integrations in the phase of de4velopment of a legal which needs harmonisation with the acquis of the European Union, i.e. to include representatives of the Dire4ctorate for European Integrations into relevant work groups and to get opinions form the Directorate for European Integrations on the harmonisation level of these regulations with the EU acquis.

Managers of administrative bodies are responsible for getting opinions of competent bodies during the preparation regulations, in compliance with Article 18 of the Law on Administration in BIH.

The Council of Ministers of BIH took these conclusions in order to improve the process of harmonisation of BIH legislation with the EU acquis.

 

RESTRUCTURING TO SECURE FUND FOR EXHUMATION

 

The Council of Ministers of BIH took note of Information of the Ministry of Finance and Treasury on a demand by the Chief Prosecutor’s Office f Bosnia and Herzegovina for funds from this year’s current reserves in order to finance expanses of exhumation in amount of KM 2 million.

The Council of Ministers of BIH understands and supports the request of the chief Prosecutor’s Office f BIH, but currently does not have available budget reserves to be directed to this purpose. The Council of Ministers of BIH is clearly decisive to prioritise this request if a it turns that funds would be possible to allocate for the mentioned purpose.
