DRAFT BUDGET 2015 DEFINED: CONTINUATION OF REFORMS AS PRIORITY 

The Council of Ministers of BIH adopted today a Draft Law on Budget of BIH Institutions and International Obligations of BIH for 2015, together with proposals, tabled at the session. The Ministry of Finance and Treasury will provide the Draft Budget Law to the BIH Presidency, responsible for proposing the Law.

Under the Draft Law, the Budget amounts KM 1,563,580,625.00, in which total revenues for financing of the institutions and receivables are at the same level as in 2014 and amount KM 950,000,000.00, while revenues for foreign debt servicing are KM 613,580,535.00 and are less for KM 232,812,343.00 compared to last year’s budget. The Budget structure is dominated by allocations from the Single Treasury Account in an identical amount of KM 750,000,000.00, as in 2014.

The projected Budge streamlines total expenditure to the level allowing for real revenues smooth inflow in the reform implementation. The priorities are development of state functions in relation to fulfilling of conditions for BIH’s approximation to the EU, and strengthening of judiciary, police and security conditions for combating terrorism and organised crime in BIH. Additional KM 750,000,000.00 was planned for the BIH Prosecutor’s Office for setting.-up Anti-Terrorist Division.

The Draft Budget is based on the 2015-2017 Global Framework of Fiscal Balance and Policies in Bosnia and Herzegovina, and it targets further implementation of austerity measures in BIH Institutions.

 

NEW DEADLINE FOR CONTRACITNG CROSS-BORDER COOPERATION PROJECTS OF BIH AND MONTENEGRO

 

The Council of Ministers of BIH defined a Proposal Supplement to an Agreement on Financing of Cross-Border Cooperation Programme of Bosnia and Herzegovina and Montenegro within the IPA component Cross-Border Cooperation in 2011, which prolongs the contracting of arrangements for the programme implementation for a year, so that the terminal contracting deadline will be November 27, 2015.

It is an IPA Programme worth total EUR 1.1 billion for 2011, of which BIH is allocated EUR 0,5 million, and Montenegro EUR 0,6 million.

The Ministry of Finance and Treasury will provide the Proposal Supplement to the Agreement and Basics for its conclusion to the BIH Presidency for further procedure, and Director of the BIH Directorate for European Integrations Nevenka Savić was proposed as the BIH signatory.
