Council of Ministers of Bosnia and Herzegovina Holds Its 98th Session

The Council of Ministers of BIH accepted a proposal for concluding of an agreement on cooperation of the Republic of Croatia, Republic of Serbia and Bosnia and Herzegovina for undertaking disinfestation measures from the air in flood-affected areas in these three states. This way the Council of Ministers accepted to cover costs of flights over Bosnia and Herzegovina for spraying against mosquitos in the flooded areas.
The Ministry of Foreign Affairs is authorised to inform immediately inform line Ministries of the republic of Croatia on acceptance of the project. The Ministry of Civil Affairs will coordinate Entity Health Ministries and the Brčko District of BIH Health Department for defining the exact surface for spraying in Bosnia and Herzegovina.
The joint Croatia-Serbia-BIH spraying project in flooded areas in these three countries is in relation to the European Union, since the European Union might fund the project by considerable resources.
NEW ASSISTANCE OF REPUBLIC OF CROATIA TO BIH
The Council of Ministers of BIH considered Information of the Ministry of Foreign Affairs on readiness of the Government of the Republic of Croatia to send humanitarian aid to Bosnia and Herzegovina from its commodity stocks. The Ministry of Foreign Affairs is authorised to send a request for aid and expressions of thanks to the Government of the Republic of Croatia for donations of humanitarian aid from its commodity stocks worth EUR 100,000, to be distributed in Bosnia and Herzegovina as appropriate.
INITIATIVE FOR REALOCATING HUMANITARAIN AID TO FLOODED AREAS
The Council of Ministers of BIH accepted an Initiative of the Ministry for Human Rights and refugees on redirecting earlier donation of the People’s Republic of China to Bosnia and Herzegovina in agricultural machinery and equipment to flood-affected areas in Bosnia and Herzegovina.
The Ministry of Human Rights and Refugees is tasked to obtain opinions from the Ministry of Justice and Office of legislation of the Council of Ministers for defining legal grounds for redirection of grant to flooded areas. The grant consists of 180 tractors with connecting machinery, 70 moto-cultivators, 100 chainsaws, 50 milking kits and 40 milk cooling tanks and 20milk analyser units.
CoM WAITS FOR HOUSE OF REPRESENTATIVES’ CONCLUSIONS
The Secretariat-General of the Council of Ministers is responsible to distribute, immediately upon their receipt, yesterday’s conclusions of the Parliamentarian Assembly House of representatives to all Ministries as to allow the Council of Ministers to reflect on these.
IMPLEMENTATION OF COUNCIL OF MINISTERS’ NINE CONCLUSIONS
The Council of Ministers of BIH considered at today’s session the implementation of nine conclusions form its 96th session concerning the current situation after floods in Bosnia and Herzegovina in May 2014. Today’s session is the eight session of the Council of Ministers of BIH, staring from May 15 this year, since when the Council of Ministers of BIH is in constant session and adjusts its priority tasks to assistance needs of citizens in flooded areas in Bosnia and Herzegovina.
The outcome is that the conclusions cornering the arranging of a donor conference and possibilities of seeking assistance from the EU and financial institutions should be in continuous implementation and under planned dynamics.
The Secretariat-General is tasked reiterate to all Ministries and other BIH Institutions a need to undertake appropriate measures within their respective competences for operations under extraordinary circumstances caused by the floods. All Ministries and other BIH Institutions should report the implementation of such measures to the Secretariat-General of the Council of Ministers of BIH.
The Council tasked the Ministry of Security to seek from the competent Entity, cantonal and Brčko District institutions information on the exact number of flood victims and provide it to the Council of Ministers of BIH.
The Council of Ministers took note of the finalisation of the appointment process for an Inter-Sectorial Work Group - to be comprised of representatives of the Ministry for Human Rights and Refugees, Ministry of Finance and treasury and Ministry of Communications and Transport, and two Entity and one Brlko District representatives - responsible for preparation of proposal criteria for distribution of aid in Bosna and Herzegovina, affected by floods in May 1014.
The Council of Ministers took note that the European Union, together with the World Bank and UN, has started the process of damage assessment, exercised by international experts in cooperation with local authorities on the grounds, which should be finalised by June 18 and the results of it reported to the BIH Institutions. All authorities are urged again to join the damage assessment activities within their competences.
BIH JOINS COSME PROGRAMME FOR ENTERPRISE COMPETITIVENSS AND SUSTAINABILITY STRENGTHENING
The Council of Ministers of BIH adopted Information of the Ministry of Foreign Trade and Economic Relations on a proposal for launching a procedure for joining of Bosnia and Herzegovina to the COSME Community Programme – SMEs Competitiveness.
Minister of Foreign Trade and Economic Relations of Bosnia and Herzegovina Boris Tučić is tasked to send a letter to the Directorate General for Entrepreneurship and Industry in Brussels.
The purpose of the COSME Programme is to foster competitiveness and sustainability of enterprises, especially small and medium ones, with support of the culture of entrepreneurship and promotion of SMEs establishment and growth. Total programme budget for2014-2020 is EUR 2,298 billion.
