Scope of Work

The Ministry of Finance and Treasury enforces laws and other regulations through their direct application, resolution of administrative matters within administrative procedures, administrative oversight, and by performing other administrative duties within its jurisdiction.

The Ministry prepares and proposes to the Council of Ministers of Bosnia and Herzegovina and the Parliamentary Assembly of Bosnia and Herzegovina laws, other regulations, and general acts within its jurisdiction, and performs other duties determined by special laws and other regulations.

The Ministry also prepares and submits to the Council of Ministers of Bosnia and Herzegovina and the Parliamentary Assembly of Bosnia and Herzegovina analyses, reports, and information on the situation in the areas and activities falling under its jurisdiction.

The Ministry monitors the situation in its areas of responsibility, especially the implementation of laws and other regulations, takes authorized measures, or gives recommendations to the competent authorities to ensure the enforcement of those laws and regulations.

Responsibilities

The Ministry is responsible for:

  • Principles of tax policy, duties, and regulations;

  • Relations with international and domestic financial institutions;

  • Preparing contracts, agreements, and other acts through which Bosnia and Herzegovina undertakes loan and other financial obligations with other countries and international organizations;

  • Planning and managing the public debt of Bosnia and Herzegovina, and fulfilling international financial obligations;

  • Policy on new borrowing both domestically and abroad;

  • Preparation of the state budget of Bosnia and Herzegovina and the final account;

  • Coordinating activities to secure budgetary resources for Bosnia and Herzegovina;

  • Execution of the state budget and ensuring the financing of Bosnia and Herzegovina institutions;

  • Activities related to the succession of the former SFRY’s property;

  • Banking regulations related to the functioning of the Central Bank of Bosnia and Herzegovina;

  • Management of property owned by the institutions of Bosnia and Herzegovina;

  • Compiling, distributing, and publishing consolidated general government fiscal data;

  • Coordinating international economic assistance to Bosnia and Herzegovina, excluding the part related to EU assistance;

  • Regulating internal control of budget users according to internationally recognized standards, and providing guidelines for establishing and maintaining internal control systems;

  • Developing, managing, and coordinating internal audit in the institutions of Bosnia and Herzegovina;

  • Financial development planning in the institutions of Bosnia and Herzegovina, including management of public investments and medium-term planning, monitoring, and reporting.
