TO IMPROVE ROAD SECURITY AND TRANSPORT COMPETITIVENESS 

The Council of Ministers of BIH at the first part of the 163rd session, which started today in Sarajevo, defined Proposal Basics for endorsing regulations adopted at a Western Balkans Ministers of Transport meeting , held on April 25, 2018in Ljubljana, and adopted a report from the meeting.

It is about a Declaration on Road Traffic Security and Joint Declaration on Borders and Joint Border-Crossing Points, which was supported by Transport Ministers/representatives of the Western Balkans countries.

The Declaration on Road Traffic Security has the aim a reduction of mortal and other serious injuries in road traffic, and taking up concrete measures to improve security, with intensification of national and regional action, in addition to strengthening of cooperation in Europe.

The Joint declaration on Borders and Joint Border-Crossing Points is for strengthening of cooperation for reducing administrative procedures on crossing state borders, in order to mitigate economic losses of transporters and improve regional competitiveness.

The Ministry of Communications and Transport will provide the Proposal Basics to the BIH Presidency for further approval procedure.

 

BIH TO GET MORE THAN KM 4.2 MIL. FROM JOINT SALES OF EX-SFRY EMBASSY IN TOKYO

 

The Council of Ministers of BIH took a Decision, upon a proposal of the Ministry of Foreign Affairs, onto approve joint sales of Embassy/residence building of ex-SFRY at 316-37 Kit Shinagava 4-chome, Shonagawa Ward, Tokyo, Japan.

The Council of Ministers was informed of the sales and escrow contract, necessary for finalisation of joint sales procedure.

The sales of the building, within implementation of the Annex B of the Succession Agreement, Bosnia and Herzegovina will get 15 per cent, which amounts to KM 4,243,930.00.

BIH Ambassador in Japan Borislav Marić was authorised to co-sign the Sales contract, which was scheduled for the first half of January 2019.

 

TO REFRESH SIPA STAFF

 

The council of Ministers of BIH took a Decision, upon a proposal of the Ministry of Security, on amendment of the decision on plan of employment of cadets into police agencies at the level of Bosnia and Herzegovina Institutions in 2018.

Under the amendment of the Decision, the State Agency for Investigations and protection (SIPA) is enabled to admit 15 cadets, junior inspectors. No additional resources are needed for the plan implementation.

This enabled timely and adequate responding to security challenges, in accordance with SIPA competences, including migrant crisis.

 

MINISTRY OF DEFENCE TO REALISE TWO IMPORTANT PROJECTS BY 2021

 

The Council of Ministers of BIH took a decision, upon a proposal of the Ministry of Defence, to amend a Decision on multi.-year project “Provision and improvement of operability of motor vehicles of the Armed forces of Bosnia and Herzegovina in 2016-2018”, in order to extend the deadline for project implementation by 2021.

The session adopted a Decision on amendment and supplements to a Decision on multi-year project “Provision of Helicopters for the ministry of Defence and Armed forces of Bosnia and Herzegovina”.

The Ministry of Defence made additional savings from tis budget in amount of Km 1.3 million by way of, among other things, decreasing of benefits for travel costs, transport, fuel, office supplies and rental of immovable and equipment. These saved funds will be joined by earlier secured budget resources in amount of KM 6.2 million.

 

MIGRANT SITUATION

 

The Council of Ministers of BIH took note of Information of the Ministry of Security on situation on the areas of migrations in Bosnia and Herzegovina concerning an increased inflow of migrants.

The Foreigners’ Affairs Service registered 23,789 illegal migrants, from the beginning of the year till December 25; 22,398 individuals showed their intention to apply for asylum, while 1,358sought asylum. The major number of migrants come from Pakistan (7,764), Iran (3,662), Syria (2,986), Afghanistan (2,778), and Iraq (2,165). Other more represented groups of migrants are from Libya (876), Palestine (745), Algeria (465), Bangladesh (450), and India (410).

The session considered Information of the Ministry of Security on implementation of an Action Plan of Urgent Measures, to be taken focusing at illegal migrants and border permeability, primarily with Eastern neighbours of Bosnia and Herzegovina, also showing indices on a number of juvenile unescorted migrants.

Out of total 73 planned activities, 49 was implemented, 14 was partially implemented, which accounts for 85 per cent of total planned activities under the Action Plan. Amon these, there are 29 activities in a continuous implementation.

Most of activities, 19 in number, were implemented in realisation of the first priority, referring to strengthening of BIH Border police to the end of better border control and for prevention of illegal migrant entries into Bosnia and Herzegovina.

The Foreigners’ Affairs Service, in time between January 1, 2018 and December 5, 2018, detected or taken up from other organisations 145 under-aged persons without escort, while an intention to seek asylum was stated by 136 of them, while eight of them or 0.59% have applied for asylum.

 

NUMBER OF REGISTERED UNEMPLOYED PERSONS IN OCTOBER LESS FOR 8.5%

 

The Council of Ministers of BIH took note of Information by the Directorate for Economic Planning on macro-economic trends for January-October 2018, which suggests that the economic growth continued after the first half of the year.

Other than industrial production, a growth trend was witnessed within foreign exchange of goods.

So, for the first 10 months of the year an increase of goods exchange was 8.1 per cent, while import and export of goods were increased for 7.6 per cent. Continued was a growth trend of retail sales for about eight per cent.

Over the reported period of time were increases of public revenues from direct taxes for 9.2 per cent, while net indirect taxes revenues were increased for 8.4 per cent, in relation to the same period last year.

The number of registered unemployed persons in BIH in October 2018 was 437.800 and was decreased for 8.5 per cent in relation to the same month last year.

 

TRANSLATORS NETWORKING AND IMPROVEMENT OF TRANSALTIONS FOR EU INTEGRATIONS

 

The Council of Ministers of BHI adopted Information on building translation capacities in the Institutions of Bosnia and Herzegovina needed for the process of accession to the European Union.

The directorate for European Integrations was in charge to take appropriate activities on capacity building for translation and professional editing, in order to secure quality of translations in the European integrations process.

All institutions delating with the European integrations issues are tasked to cooperate with the Directorate for European Integrations for the aim of building and networking of translation capacities in the BIH Institutions.

These conclusions were made in order to plan in a long-term development of translation structures to meet professional translation standards in the European integrations area.

 

The continuation of the 163rd session of the Council of Ministers of BUH was planned for Thursday, January 10, 2019, when a 2018-2019 Annual National Programme of Bosnia and Herzegovina w will be on the agenda for consideration.
