ADOPTED NATIONAL BIH MEDITERRANEAN AREA ACTION PLAN 

The Council of Ministers of BIH adopted a Ministry of Foreign Trade and Economic Relations.-proposed National BIH Mediterranean Area Action Plan.

By the adoption of this strategic plan document, the Council of Ministers of BIH fulfilled its international obligations stemming from the BIH membership in the Mediterranean Action Plan (MAP), and created conditions for financial support to future projects in the area.

The National Action Plan (NAP) consists of 12 priority investment projects in the Mediterranean area in BIH, to be implemented for the aim at reducing pollution of the Adriatic Sea, and it covers the basin area of the Adriatic Sea (conflux of the Rivers Neretva and Trebišnjica) and the coastal area of Neum.

The Action Plan for protection of the sea coast environment and sustainable development of the coastal areas includes 21 Mediterranean countries and the EU, while BIH jointed them in 1997.

 

HIHGLIGHTED IMPORTANCE OF FREEDOM OF SPEECH AND FREEDOM OF MEDIA

 

The Council of Ministers of BIH adopted a repot of the Ministry for Human Rights and Refugees on freedom of speech and the media freedom situation in Bosnia and Herzegovina, which highlights the importance of freedom of peach and media, in accordance with the international standards of professional ethics in journalism.

In development of the report, the Ministry for Human Rights and Refugees consulted the profession, so three workshops with journalists and NGO representatives were held last year in Teslić, Sarajevo and Međugorje, where discussed were relevant international and domestic regulations, codex, recommendation of international bodies, provided to Bosnia and Herzegovina, as well as relevant practical experiences concerning the freedom of speech and media freedoms in Bosnia and Herzegovina.

The report includes information of the state-level Ministries and Justice, Security and of Human Rights and Refugees on the state of freedom of speech and media freedoms in Bosnia and Herzegovina, together with data from international organisations and other stakeholders in time period from 2010 to 2016.

The report will be forwarded to the Parliamentarian Assembly of BIH, which requested the drafting thereof. The Ministry for Human rights and refugees will  forward the report to the Joint Committee for Human Rights for the purpose of organising a thematic session.

 

DEI CONTINUES ACTITITIES ON TRANSLATION OF ANSWERS TO EC QUESTIONNAIRE

 

The Council of Ministers of BIH tasked the Directorate for European Integrations to organise the translation process of the answers to the European Commission Questionnaire in accordance with the dynamics of confirmation of chapters and/or harmonised answers at relevant levels of authority, in line with their internal procedures.

The answers to the EC Questionnaire are being translated by 143 translators from throughout Bosnia and Herzegovina, selected through a public call.

 

CHINESE GRANTS FOR PROEJCTS IN BIH

 

The Council of Ministers of BIH defined a Proposal Agreement on Economic-Technical Cooperation for Non-refundable assistance between the Council of Ministers of Bosnia and Herzegovina and Government of the People’s Republic of China.

It is a grant of the Government of the People’s Republic of China worth CNY 20 million, to Bosnia and Herzegovina for realisation of projects that representatives of the two states will agree and conclude a separate agreement on.

The Proposal Agreement with Basics for its conclusion will be provided to the BIH presidency for further procedure, and the Minister of Finance and Treasury was proposed as he BIH signatory.

 

IN STRASBOURG BIH MARKS 15 YEARS OF ITS MEMBERSHIP IN CE

 

Bosnia and Herzegovina will mark 15 years of its membership in the CE by a solemn reception and a concert by artists for Bosnia and Herzegovina, which will be held in Strasbourg in the end this year.

Upon a proposal of the Ministry of Foreign Affairs, the Council of Ministers took a Decision to approve KM 10,000.00 form the current Budget reserve for organising the event.

 

REALISATION OF RECOMMENDATIONS

 

The Council of Ministers of BIH adopted Information on Realisation of Recommendations 18, 20 and 23 of Concluding Remarks of the Committee for Forcibly Disappeared, which the Ministry for Human Rights and Refugees will provide to the Committee.

Information provides a breakdown of activities of all competent institutions in BIH, taken with a view at realising the recommendations in connection with the improvement of search process and work of the Institute for Missing Persons, in addition to the establishment of the national preventive mechanism.

The Third Periodic Report of Bosnia and Herzegovina on Rights of Migrant Workers and their Families was adopted, which the Ministry of Human rights and Refugees will provide via the Ministry of Foreign Affairs BIH Mission in Geneva to the UN Council for Human Rights in Geneva.

In time between 2012 and 2016, a certain improvement was achieved in implementation of an International Convention for Protection of Rights of all Migrant Workers and Their Families, which refers to legal and other measures undertaken by Bosnia and Herzegovina.

Bosnia and Herzegovina has fully realised 28 recommendations and 10 partially, out of total 42, while four recommendations of the UN Committee for Protection of Rights of all Migrant Workers and Their Families will be realised in the coming period of time.

 

INCERASED NUMBER AND VALUE OF CONTRACTS IN PUBLIC PROCUREMENT PROCEDURES

 

The Council of Ministers of BIH took note of a report of the BIH Public Procurement Agency on awarded contracts in the public procurement procedures in 2016, which shows the public funds spending in BIH, in accordance with the transparency principle.

Total 2,290 contracting bodies were registered for reporting in the public procurement procedures in the E-procurement IT system. It is for 237 or 11.54 per cent more contracting bodies than in 2015, when 2,053 were registered.

The total value of the awarded contracts in Bosnia and Herzegovina last year was KM 2,382,987,203.21, which is more for KM 914,704,912.73 or 63 per cent compared to 2015. Simultaneously, increased was the total number of awarded contracts for 47,455 or 45.02 per cent and their number was 152,867. As for the objects of purchase, the most contracts refer to goods, 53.18 per cent, followed by services 16.47 per cent.

The share of public purchase in the total nominal GDP last year was 7.84 per cent, as increased relative to year 2015, when it was 5.02 per cent.                                                      (end)
