At today’s session in Sarajevo, the Council of Ministers of BIH considered Information on a proposal package of projects for the Instrument of pre-Accession Assistance – Component I for Bosnia and Herzegovina for 2012 and 2013 for formulation phase. 

The Directorate for European Integrations is in charge to provide the package to the European Commission by July 13, 2012 comprised of agreed to project proposals.

All relevant institutions of the Council of Ministers of BIH are in charge to coordinate with other line ministries and other lower level institutions further harmonisation and preparation of still non-agreed and uncompleted projects.

The Council of Ministers is also to hold a thematic session before summer vacations to discuss the coordination mechanism concerning European integrations affairs.

Total EUR 102,670,995.50 is the amount available to BIH for IPA 2012 State Programme. Apart of funds for regional initiatives to be implemented through multi-beneficiary IPA, the available funds for IPA 2012 for the State Package and Programming are EUR 84, 770,995.50. As to year 2013, the available amount for IPA 2013 state package and programming should amount to EUR 87,090,000.00.

The Council of Ministers defined proposal basics for launching negotiations for conclusion of a Protocol on Cross-Border Surveillance between the Council of Ministers of Bosnia and Herzegovina and Government of Monte Negro.

This Protocol establishes an effective cooperation between two states in fight against a threat against public security and order, especially in oppression and prevention of criminal acts and their court processing.

The cross-border surveillance is an operation in which a surveillance operation in one state (“requesting state”) is being continued in the territory of other state (requested state). The cooperation will take place within the framework of state legislation of the contracting states, and in compliance with their international obligations, unless expressly defined otherwise under the Protocol.

This Protocol will not affect the reporting obligation towards the competent central state authority, nor the usual underlying procedures of international cooperation in fight against crime.

The Council of Ministers defined Proposal Basics for negotiations for conclusion of an Agreement between the Council of Ministers of BIH and Government of the Republic of Poland on cooperation in the area of culture, education, science, sports and youth.

Bosnia and Herzegovina and the Republic of Poland will, subject to the Agreement, act with a view at facilitating mutual knowing each other, learning and mutual cultural promotion by way of facilitating contact among people concerned with cultural, sport and art; support of cooperation among publishers, which would increase the number of publishing and translation initiatives; inclusion of authors of drama and music works of the other contracting party into their cultural institutions’ repertoires; support of cooperation in organisation of cultural and sports events, such as exhibitions, movie festivals, including music and dancing festivals. It calls for cooperation in the area of cinematography, film co-production, cooperation between film institutions and organisations, participation at international film festivals organised in the territory of other contracting state, subject to festivals’ regulations; exchange of publishing outputs among cultural institutions, such as books, magazines, music recordings, including support to cooperation of sports institutions and federations, museums, libraries and other cultural and sports institutions.

The Council of Ministers of BIH took a Decision on allocation of KM 100,000.00 from the Budget reserves for the operation of the Multi-Religious Council of Bosnia and Herzegovina.

Upon a proposal of the High Judicial and Prosecutorial Council, the Council of Ministers of BIH took a Decision on reimbursement in amount of KM 100 on annual rate for access to data base of court decisions of the centre for Judicial Documentation of the High Judicial and prosecutorial Council of Bosnia and Herzegovina.

According to data collected from the Bars of Republika Srpska and of the Federation of Bosnia and Herzegovina, the number of lawyers in June 2011 was 1,297, our of which in Republika Srpska 422, and in the Federation 875. In connection with that, a maximum amount of funds that could be collected from fees for access to court decisions data base is KM 129,700.00.

The Council of Ministers considered and adopted information of the Ministry of Defence on development of “Defence Review”, under the Planning and Revision Process (PARP) programme goal PG G 001.

The Defence Review is developed in order to provide a comprehensive analysis of the situation in Bosnia and Herzegovina defence sector, including review of capabilities of the BIH Armed Forces of in relation to defined defence challenges, tasks and missions, definition of basic vision and long-term development of the BIH Armed Forces, prospects for further process of Euro-Atlantic Integrations (EU, NATO.

The document is drafted in coordination with NATO commands in Sarajevo and Brussels, the MPRI Company and Ministry of Defence of the Kingdom of Norway. In order to get as high as possible quality of the document, cooperation was realised with the Royal United Services Institute from the Great Britain (RUSI) and Ministry of Defence of the Republic of Slovenia, which experiences would also benefit the preparation of the “Long-Term Modernisation Plan of the BIH Armed Forces”.

The Council of Ministers adopted the First Report of Bosnia and Herzegovina on implementation of measures and principles enshrined in the European Charter on Regional and Minority Languages, prepared by the Ministry of Human Rights and Refugees.

The Ministry for Human Rights and Refugees is in charge to deliver the Report to the Council of Europe Secretariat for European Charter for Regional and Minority Languages.

The fact is, reads the Report, that Bosnia and Herzegovina has made a progress in improving the status of minorities, especially Roma population, and following the census of population, indicators would become clearer about number of minorities. This would allow for a high quality assessment of needs for national minorities, including usage of minority languages in Bosnia and Herzegovina.

The subsequent report is to be issue in four years, and it would certainly contain more data on application of the European Charter on Regional and Minority Languages, as one-year as the reported period for the first report is too short time for an account on meaningful progress.

The Council of Ministers of BIH adopted an Analysis of procedures and application of the Law on Public Procurement in Bosnia and Herzegovina, prepared by the Agency for Public Procurement of Bosnia and Herzegovina.

The Agency is tasked to prepare, within 60 days, a Draft Law on Public Procurement for further procedure.

By this Analysis, the Agency presented a cross-section of the situation in the public procurement, including the issues on the ground. It prepared the Analysis in compliance with the conclusion of the Council of Ministers from its 2nd session of February 23, 2012.

The Council of Ministers of BIH granted its consent to the Rulebook on Internal Structure n of the Agency for Prevention of Corruption and Coordination of Fight against Corruption, with the adopted proposals presented at the session.

The Rulebook on Internal Structure of the Agency establishes the organisation units and their competences, management, programming and execution of tasks, authorisations and responsibilities of civil servants and employee, schedule and description of assignments by units, special education and other conditions, apprentices, and other issues relevant for the internal structure and operation of the Agency for Prevention of Corruption and Coordination of Fight against Corruption.

Upon a proposal of the Ministry of Foreign Affairs, the Council of Ministers of BIH granted tis consent to appointment of Colonel Eric Emeraux as a police attaché of the Republic of France in Bosnia and Herzegovina, with his seat in Sarajevo.
