Council of Ministers of Bosnia and Herzegovina Holds Its 114th Session

The Council of Ministers of BIH defined a Proposal Amendment I to the Law on Supplements to the Law on Salaries and Emoluments in Institutions of Bosnia and Herzegovina, which lists BIH officials having no right to a jubilee award.
The right to cash award is not to be extended to elected and appointed officials in the Institutions of Bosnia and Herzegovina, such as Members of the Presidency of Bosnia and Herzegovina, Deputies in the House of Representatives and Delegates in the House of Peoples of the Parliamentarian Assembly of BIH, Chairman of the Council of Ministers of Bosnia and Herzegovina, Ministers and Deputy Ministers.
This way, differing positions should be avoided about who is deemed the elected and appointed official in the Institutions of Bosnia and Herzegovina as per a conclusion of the House of Peoples of the Parliamentarian Assembly of BIH.
On considering the Supplements to the Law on Salaries and Emoluments in the BIH Institutions, the House of Peoples sought more precise elaboration of the provision.
The Ministry of Finance and Treasury will forward the Proposal Amendment to the Parliamentarian Assembly of BIH.
CoM BIH INFOMRED ON ACTIVITIES WITHIN EUROPEAN INTEGRATIONS PROCESS
The Council of Ministers of BIH took note of Information of the Directorate for European Integrations on relevant activities within the European Integrations process in BIH, taking into consideration the completed and unfulfilled obligations concerning the preparation of answers to the European Commission Questionnaire.
SUPPLEMENTED DECISION ON ADMINISTRATIVE FEE TARIF IN PROCEDURES BEFORE MINISTRY OF JUSTICE OF BIH
The Council of Ministers of BIH took a Decision on supplementing tariff of administrative fees, paid in procedures before the Ministry of Justice of BIH, for the reason of bringing it in conformity with the relevant laws. It is about the harmonisation with laws on associations and foundations, on registration of legal persons established by Institutions of Bosnia and Herzegovina, on freedom of religion and legal status of churches and religious communities, as well as the Law on use and protection of name Bosnia and Herzegovina.
The Supplement of the Decision defines fees in relation for entry into registers of BIH and international associations and foundations and other non-profit organisations, legal persons founded by institutions of Bosnia and Herzegovina, churches and religious communities, their associations and organisation forms in BIH.
TO IMPROVE INSTITUTIONAL COOPERATION IN EDUCATION AND LABOUR
The Council of Ministers of BIH took note of Information of the ministry of Civil Affairs on harmonisation of educational curricula with needs of the labour market, and it will be forwarded to the House of Representatives of the BIH Parliamentarian Assembly for the needs of realisation of a conclusion from the 45th session of the House.
Information contains data by competent education authorities on harmonisation of education plans and curricula and study programmes with the labour market, with a proposal measures, and gives a breakdown of documents adopted by the Council of Ministers of BIH, conclusive with the Action Plan for Drafting and implementation of a qualification framework in BIH by the end of 2020, which contributes significantly to connecting the labour market with the education sector.
It is necessary to improve cooperation among the institutions competent in education and labour at the levels of Bosnia and Herzegovina, Entities and the Brčko District of Bosnia and Herzegovina, since there is no clear cooperation and data exchange mechanism, suggests Information, with an assessment that the coordination of education, labour and employment policies is very poor.
TO CONDUCT FIRST RESEARCH ON NUTRITITION HABITS OF CHILDREN IN BOSNIA AND HERZEGIVINA
The Council of Ministers of BIH granted its consent to the BIH Food Safety Agency to organise and conduct, in accordance with the European Food Safety Agency (EFSA) methodology, a research on nutrition habits of children in Bosnia and Herzegovina in 2018-2023.
The Food Safety Agency of BUIH should prepare relevant documentation and complete a digital application to an EFSA tender.
By this, BIH joins the European Union countries taking part in the research of nutrition habits of children that would provide a detailed picture of consumption of certain food by age groups of population. The Research will cover tree groups of children of age from three months to nine years, and will be conducted as per the EFSA methodology.
Bosnia and Herzegovina has not conducted such researches thus far. BIH applied to the EFSA public call for the first time last year for research of nutrition habits of adults in Bosnia and Herzegovina. The project was approved and a contact with EFSA signed for the realisation thereof.
BIH IN EIGHT EU PROGRAMMES
Bosnia and Herzegovina participates in eight programmes within the 2014-2020 European Union programme cycle, says Information of the Directorate for European Integrations on BIH participation in the EU programmes, considered by the Council of Ministers of BIH. The Council of Ministers of BIH gave its support to BIH applicants to the programmes.
In 2014, Bosnia and Herzegovina joined: Erasmus + Programmes (partial participation in education, training, youth and sports); Horizon 2020 (science and innovations); Creative Europe (culture and audio-visual works). Simultaneously, BIH is the member of the Europe for Citizens Programme (civil society) since 2016, Fiscalis 2020 (finances) and Carino 2020, and in 2017, it joined COSME (entrepreneurship) and Health for Development Programmes.
BIH participants withdrew EUR 1,377,321.00 in 12 projects in 2016 from the Horizon Programme, which is a considerable increase relative to 2014 when EUR 165,875.00 was withdrawn. Bosnia and Herzegovina paid EUR 158,153.00 as co-financing of membership in the programme in 2016.
For seven projects in the area of youth, BIH applicants were approved EUR 378,061.49 from the Erasmus + Programme, while 91 project in the area of high education, whose participants are from BIH.
Participants from BIH withdrew EUR 445,412.00 for total 12 projects approved within the Creative Europe Programme last year, and the European Commission approved addition EUR 59.986 for the Programme promotion and support to prospective BIH applicants. The co-financing of the Programme membership fee of EUR 41,000 was paid from the BIH Budget.
FIPA VISITED 55 COMPANIED LAST YEAR
The Council of Ministers of BIH adopted a Post-Investment Investor Support Programme Report (aftercare activities), proposed by the BIH Foreign Investment Promotion Agency for 2016, with recommendations for improvement of business environment in Bosnia and Herzegovina.
Within the Aftercare Programme, FIPA visited 55 companies last year, and its staff made total 520 visits to companies in BIH in time from 2007 to January 2017.
The Report indicates that 52.8 per cent companies plan new investments in total amount of EUR 407.3 million reinvestments, and 69.8 per cent companied plan to increase employment over the next three years.
FIPA recommendations to the state level refer to the improvement of the state of affairs in three areas assessed as important to investors, and these include customs and customs policy, business-making in free zones, excises, public procurement, work force mobility, foreigners’ stay and employment , electronic business-making, labour market, energy and international and bilateral relations.
For the implementation of recommendations for the improvement of business environment in Bosnia and Herzegovina, the Council of Ministers invites all competent institutions to continue their active cooperation with the FIPA, which includes data exchange, meetings organisation and other forms of cooperation.
ADOPTED REGULATON ON EVALUATION AND AUTHORISATION PROCESSES FOR GMO LABORATORIES
The Council of Ministers of BIH took a Regulation on Evaluation and Authorisation Processes for Laboratories for Inspection, Control and Monitoring of Genetically Modified Organisms (GMO) or GMO Made, Containing or Originating Products.
The Regulation covers all competences of the food safety system institutions as to the authorisation of laboratories for GMO, and drawing a single list of these laboratories. As it is about a single process of obtaining authorisations, the Regulation refers to food, fodder, reproduction material in agriculture and forestry and phytosanitary means.
The Ministry of Agriculture, Forestry and Water Utility of Republika Srpska, Federal Ministry of Agriculture, Water Utility and Forestry and Department for Agriculture of the Brčko District of BIH, as competent institutions authorise inspection laboratories for control, inspection and monitoring of GMO and GMO made, containing or originating products.
Competent bodies-taken resolution on authorisation to laboratories is to be sent to the BIH Food Safety Agency, which will enter them into a single GMO inspection laboratories list in BIH. The list will be published in the “Official Gazette of BIH” and posted on the Agency’s web page.
