CoM ON EMPLOYING BIH CITIZENS IN REPUBLIC OF SLOVENIA 

The Council of Ministers of BIH defined a Proposal Agreement on Amendments and Supplements to the Agreement between the Council of Ministers of BIH and Government of the Republic of Slovenia on employment of citizens of Bosnia and Herzegovina in the Republic of Slovenia, in addition to a Proposal Protocol on Amendments and Supplements to the Implementation Protocol to the Agreement  between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Slovenia on employment of citizens of Bosnia and Herzegovina in the Republic of Slovenia.

This way conditions are to be created for a more effective implementation of the both Agreement and Protocol accompanying it, which would enable legal employment of BIH citizens in Slovenia and prevent irregular labour force migration, after amendments were made of the relevant Slovenian legislation in the area labour migrations and work of foreigners.

The Proposal Agreement and the accompanying Protocol will be provided to the BIH Presidency for further procedure, and the Minister of Civil Affairs was proposed as the BIH signatory.

 

TO FACILITATE BIH-HUNGARIAN COOPERATION IN TOURISM

 

The Council of Ministers of BIH defined a Proposal Agreement on Cooperation in Tourism between the Council of Ministers of Bosnia and Herzegovina and Government of Hungary, which sets-up a legal framework to facilitate cooperation in this area.

A joint Work Group for Tourism will be set-up, comprised of sector representatives of the two countries.

The Proposal Agreement will be provided to the BIH Presidency for further procedure, and the Minister of Foreign Trade and Economic Relations was proposed for the BIH signatory.

 

BIH ISSUED 7,485 BORDER PASSES IN COMPLIANCE WITH CROSS-BORDER TRADE AGREEMENT WITH REPUBLIC OF CROATIA

 

In the period from October 1, 2013 to September 30, 2015, Bosnia and Herzegovina issued 7,485 border passes, and the Republic of Croatia issued 759 border passes, indicates the Second Report of BIH representatives in a Joint Committee for implementation monitoring of the Cross-Border Trade Agreement between Bosnia and Herzegovina and the Republic of Croatia, adopted by the Council of Ministers of BIH.

Information exchange between the two states on the number of issued passes will be continued at the joint committees meetings.

The Council of Ministers of BIH also adopted a Report of a Joint Committee for implementation monitoring of the Contract between Bosnia and Herzegovina and the Republic of Croatia in border areas for the period of time between October 27, 2015 and March 31, 2016. Activities in the area are assessed as being intensified.

 

BIH TAKES SUBSTANTIVE MEASURES TO HARMONISE BIH LEGILSATION WITH WARSAW CONVENTION

 

The Council of Ministers of BIH adopted the Ministry of Justice information regarding an Evaluation Report of the Conference of CETS Country-Signatories No. 198 – Warsaw Convention. The Evaluation Report of the Conference of Signatories of the Council of Europe Convention on laundering, search, temporary and permanent seizure of material gains gained by criminal activities and financing of terrorism will be provided by the Ministry of Justice of BIH will provide to competent State, Entity and Brčko District of BIH institutions for the implementation of recommendations and conclusions of the Conference.

The Ministry of Justice will summon a meeting with representatives of relevant institutions for monitoring of the Conference recommendations and conclusions implementation, to the end of preparing a comprehensive report to be presented to the Conference next year.

The Information suggests that after its 7th session, the Conference of Signatories concluded that Bosnia and Herzegovina has taken a substantial steps to secure the harmonisation the state legislation with relevant provisions of the Warsaw Convention.

Competent authorities in BIH are recommended, among other things, to ensure an efficient application of provisions concerning seizure of property gained by criminal deeds, as well s concerning management of temporary and permanently seized property, harmonisation of criminal provisions on money laundering in all four Criminal Codes in BIH, and betterment of regulations in the area of international legal assistance.

 

SUSPICIOUS MINE CONTAMINATED AREAS REDUCED LAST YEAR TO 1,149.9 KM2

 

The Council of Ministers of BIH adopted the Ministry of Civil Affairs-proposed Activity Report of the Mien Action Committee in Bosnia and Herzegovina for year 2015 and a Report on Anti-Mine Action in Bosnia and Herzegovina in 2015, prepared by het Mien Action Committee of BIH.

According to the reports, the suspicious mine contaminated areas was reduced in 2015 to 1,149.9 km2, while suspicious mine and cluster munition contaminated area was reduced to 7.3 km2, of which 4.3 km2 is the suspicious combined mine and cluster munition  contaminated area.

For demining action in BIH totally spent was KM 35,143,199, of which KM 19,510,100 came from domestic resources and KM 15,633,099 were international donor funds.

Last year, one mine incident took place, in which, unfortunately, one life was lost.

 

LAST YEAR’S ANTI-MINE ACTIVITY REPORT ADOPTED

 

The Council of Ministers of BIH adopted the Ministry of Defence Report on implementation of anti-mine activities of the Armed Forces of Bosnia and Herzegovina in 2015.

According to the Report, the Ministry of Defence operated at 60 sites in 30 municipalities last year within tis anti-mine activities, and 40 demining sites were transferred to their users. Total 220 soldiers, 140 non-commissioned officers and 28 officers were engaged at demining activities. Among remained mines and explosive devices found there were 44 antitank mines, 495 infantry mines and 249 unexploded lethal devices. No demining accidents were reported.

 

YOUTH COMMITTEE TO PARTICIPATE IN SETTING-UP OF REGIONAL YOUTH BIH OFFICE

 

The Council of Ministers of BIH adopted an Activity Report of the Youth Affairs Coordination Committee in Bosnia and Herzegovina for 2015, proposed by the Ministry of Civil Affairs.

The Reports says that an Info Day was held in Mostar, organised by the Ministry of Civil Affairs and Youth Affairs Coordination Committee, aimed at the promotion of the EU Erasmus + Programme and training courses for the young people in preparing applications for receiving the Western Balkans fund available resources.

The Youth Affairs Coordination Committee is also included into activities of establishment of a regional youth cooperation office for the Western Balkans.
