Council of Ministers of Bosnia and Herzegovina Holds Its 99th Session

The Council of Ministers of BIH at today’s session in Sarajevo accepted a proposal of the European Commission on allocation of EUR 42.24 million from IPA for 2011-2013 now intended for various projects of assistance to Bosnia and Herzegovina, which might be directed to rehabilitation form floods aftermaths in Bosnia and Herzegovina by the end of June. The Directorate for European Integrations of BIH will advise the European Commissions on endorsement of the proposal.
The implementation of 11 different projects financed by the IPA founds for 2011-2013 does not follow the scheduled dynamics, due to which the funds would not be utilised in this year.
USD 57 MILLION FOR FLOODED AREAS
The Council of Ministers of BIH accepted an initiative of the Ministry of Finance and Treasury of BIH and appointed a delegation for negotiations on a Finance Agreement between Bosnia and Herzegovina and the International Development Association for Emergency Flood Recovery Project worth USD 57 million.
The Loan term is 20 years with 10 year grace period with concessional IDA terms, while the proceeds will be allocated to the flooded areas in the Federation of BIH in amount of 60 per cent and to Republika Srpska in amount of 40 per cent.
IMPLEMENTATION OF COUNCIL OF MINSITERS’ CONCLUSIONS
At its ninth session held since May 15 this year, the Council of Ministers of BIH considered the status of implementation of its conclusions form tis 96th session concerning the current situation caused by natural disaster in Bosnia and Herzegovina – May 2014.
The Council took note of individual information prepared by state institutions on activities undertaken during the floods and on rehabilitation from their aftermaths.
Ministers were informed that the Identification Documents, Evidence and Data Exchange Agency (IDDEEA) prepared a Proposal Regulation on Amendments and Supplements of the Regulation on price of individual identity documents for persons who lost or got damaged their IDs in floods, to enable their free of charge reissuance under shortened procedure and with appropriate protective measures against eventual misuses. The Regulation will, after receiving needed opinions from competent institutions, be sent to the Council of Ministers of BIH for adoption.
In the demining activity, a list of 33 municipalities covered by floods and landslides encountering mine problems is made and priorities are in the process of defining for rehabilitation measures in the area. In cooperation with the US Embassy BIH will make an assessment of situations of mine suspicious areas covered by floods and landslides.
Under this item, the Council of Ministers of BIH considered a report of the Ministry of Security on the state, consequences and protection and rescue and mitigation measures after the natural disaster in BIH as at May 31 this year, which states that 60 cities and municipalities were flooded, with difficult situation still in the Municipalities of Šamac, Orašje, Brčko and Bijeljina, due to high waters, despite the withdrawal of waters in general.
Traffic is difficult or fully stopped on 11 highways and regional roads in BIH. Some unofficial data suggest that out of 49,822 evacuated people, them 20,508 are accommodated in collective accommodation centres and four military barracks.
Considering the current situation after the floods and landslides in Bosnia and Herzegovina, the Council of Ministers of BIH reiterated the importance of transparency in funds collecting and spending.
IMPLEMETNATION OF HOUSE OF REPRESENTATIVES’ CONCLUSIONS
The Council of Ministers of BIH will prepare urgently, within its competences, materials needed for the implementation of conclusions of the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina made at the discussion on a Report of the Chairman of the Council of Ministers of BIH on natural disaster aftermaths in Bosnia and Herzegovina.
The Secretariat-General of the Council of Ministers will, taking due care of its competences, provide the relative concussions of the House of Representatives to all Ministries for consideration and implementation.
CONCLUSIONS OF BIH PRESIDENCY
The Council of Ministers of BIH concluded that the implementation is currently on-going of all conclusions made at the 68th session of the Presidency of Bosnia and Herzegovina, held on May 20, 2014, which the Council of Ministers of BIH has earlier considered and incorporated into their nine conclusions, the realisation of which is being reported to each Council of Ministers session.
Chairman of the Council of Ministers Vjekoslav Bevanda will brief the BIH Presidency on the implementation of their conclusions on June 4, 3214.
CoM SUPPORTIVE OF “PARTNERSHIP FOR OPEN GOVERNMENT” INITIATIVE
The Council of Ministers of Bosnia and Herzegovina is informed of a “Partnership for Open Government” Initiativ, and endorsed it.
The Ministry of Justice is in charge to cooperate with the Office for Legislation and other institutions, in urgent preparation of a proposal to the Council of Ministers of BIH and presenting it to the BIH Presidency on accession of BH to the “Partnership for Open Government” Initiative.
The Council of Ministers of BIH confirms its full support to the principles of transparency, combating corruption, empowering of citizens and use the benefits of new technologies, for an ultimate goal of all-level government bodies to be more effective and accountable to produce a higher quality public services provision.
