PROPOSAL LAW ADOPTED FOR PREVENTION OF DISPOSAL OF ASSETS FOR TERRORISM PREVENTION

The Council of Ministers of BIH adopted unanimously a Proposal Law on prevention of disposal of property aiming prevention of terrorism, financing of terrorism and mass destruction arms proliferation, and will send it to the Parliamentary Assembly of BIH for consideration under urgent procedure. The purpose the Law is to set-up a reliable, timely and comprehensive mechanism for implementation of sanction measures.

The reform law, drafted by the Ministry of Security in cooperation with relevant institutions, removes a key systemic omission noted in the Experts Committee for evaluation of counter measures against money laundering and financing terrorism (MONEYVAL), which assessed BIH lacks a functional and complete system for implementation of international financial sanctions.

The law provisions secure urgent, immediate and effective implementation of decisions of the UN Security Council and its sanction committees, including decisions of the Council of Ministers of BIH and other measures, as well as a full harmonisation with relevant FATF recommendations, by which our country fulfils its international obligations and protects its financial system.

By systemic regulation of the temporary ban of  disposal  of property,  for the aim of prevention of financing terrorism and proliferation of arms of  mass destruction, along with compliance to principles of legality and legal security, as well as clear definition of procedures and responsible bodies, supervisory bodies and responsible individuals, a wider legal foundation is created for prevention of money laundering and financing of terrorism in BIH, The proposed law is of an extreme importance for preserving international reputation of BH and avoiding inclusion into FATF’s ICRG process (International Cooperation Review Group).

BIH PART OF REGIONAL AGREEMENT BOOSTING AIR TRAFFIC SECURITY

A text Agreement on cooperation and coordination in tracing and rescuing in air traffic, was defined, along with a Proposal Platform for its conclusion among the Council of Ministers of Bosnia and Herzegovina and Governments of the Republic of Bulgaria, Republic of Croatia, Republic of Hungary, Republic of North Macedonia, the Republic of Montenegro, Republic of Serbia, Republic of Slovakia and of the Republic of Slovenia, upon a proposal of the Ministry of Communication and Transports.

This way, Bosnia and Herzegovina joins country-signatories in strengthening regional cooperation in tracing and rescuing in case of aircraft accidents, in line with ICAO standards stemming from the Chicago Convention and annexes to it.

The Proposal Platform for conclusion of the Agreement and text Agreement will be sent to the BIH Presidency for further decision-making procedure and assignment to the Minister of Communications and Transport for signing thereof.

RATIFICATION OF DECISION ON APPLICATION OF VEINNA AND PARIS CONVENTIONS

The Council of Ministers of BIH defined a Proposal Decision on Ratification of a Joint Protocol on Application of Vienna Convention and Paris Convention, to be sent to the BIH Presidency for further procedure by the Ministry of Foreign Affairs.

The Joint Protocol links the Vienna Convention on civil accountability for nuclear damage and Paris Convention on third parties’ accountability in nuclear energy, enabling extended protection and mutual recognition of accountability between signatory countries.

9TH BIH-EU MEETING ON PUBLIC ADMINISTRATION REFORM

The session adopted the Directorate for European Integrations-tabled piece of information on holding of the nineth meeting of the Public Administration Reform Special Group between the European Union and Bosnia and Herzegovina, to be held in Brussels on April 24, 2026.

Both political and technical level discussions were planned for the meeting on the most important topics and issues relevant to implementation of the Stabilisation and Accession Agreement, under the public administration reform framework.

The meeting will be held in two sessions, and the Minister of Jsutice of BIH, who will be available to press for statement as to the meeting, will chair the BIH Delegation at the political level dialogue, and the Public Administration Reform Coordinator will be in charge for the technical part of the meeting.

NEW REGULATION ON CROSS-BORDER ARMS TRANSFER CONTROL

The Council of Ministers of BIH took the Ministry of Security-proposed Regulation on control of transfer of arms and ammunition across the state border, drafted by a Workl Group made of representatives of competent institutions of BIH, in line with obligations defined under the new Law on Border Control.

The Regulation sets forth control of transfer of arms and ammunition across the state border of Bosnia and Herzegovina, performed by the Border Police officers, as well as Customs officers belonging to the Indirect Taxation Administration on checking both BIH and foreign citizens.

Aa a part of the Regulation there are a request form for transfer of transfer of arms and ammunition across the state border and certification on acceptance of arms and ammunition for transfer.

2025 BIH FOREIGN TRADE ANALYSIS ADOPTED

The Council of Ministers of BIH adopted the Ministry of Foreign Trade and Economic Relations-tabled Analysis of Foreign Exchange of Bosnia and Herzegovina for 2025, which confirmed an increase of total goods exchange.

The total goods exchange in BIH last year was Km 46.93 billion, of which KM 16.97 bilion was value of exported goods, and KM 29,95 billion of imported goods, while the foreign trade deficit was KM 12.8 billion and was higher for 4.53 per cent relative to 2024, therefore the coverage of import by export was increased for 0.57 per cent and it was 56.67 per cent.

Bosnia and Herzegovina mostly exported electric power last year (KM 868.8 million), isolated wire/cables (KM 732.5 million), still or iron constructions and parts of them (KM 5578.9 million), spare parts and tools for motor and dragging vehicles (Km 541.9 million), and furniture and parts of it (KM 431.3 million).

At the same time, BIH imported mostly oil oils, except for rude ones (worth KM 2.18 billion), passenger vehicles (KM 1.36 billion), medicines (KM 786.1 million), and electric power (KM 629 million).

Bosnia and Herzegovina exported to the eu goods worth KM 12.40 billion, 5.56 per cent more than in 2024, which the import was KM 17.41 billion or 5.56 per cent more than in 2024. While the import was KM 17.41 billion and was higher for 2.69 per cent than a year before. A deficit in goods exchange was noted in 2025 with EU countries of KM five billion, or 3.7 less than 2024 deficit.

Export to CEFTA countries was KM 2.96 billion or 6.43 per cent more than year before, while the import was KM 3,66 billion or 6.17 per cent more than in 2024.

Export to ither countries was 9.46 per cent of total BIH export, while import from other countries makes 29.67 share of total BIH import.

CONSENT FOR APPOPINTEMNT OF OFFICIAL GAZETTE DIRECTOR

The Council of Ministers of BIH granted its consent to a decision on appointment of Dragan Prusina for Director of the “Official Gazette of Bosnia and Herzegovina” to a four-year term. (end)
