The Fiscal Council of Bosnia and Herzegovina held a phone session today, which discussed 2026-2028 Global Framework of Fiscal Balance and Policies (GFO).
Since a deadline for reflection passed and no quorum was secured at the session, pursuant to the Rulebook of the Fiscal Council, the relevant document was not adopted.
Previously, all steps available have been taken to convene and hold the Fiscal Council session, for the aim to fulfil all legally required preconditions for timely adoption of both Entity and BIH Institutions’ Budget.
Despite the developments, the Entities continued adopting Entity Budgets without previously defined GFO, while by non-reflection to the proposed document within the deadline, Prime Minister of the Federation of Bosnia and Herzegovina Nermin Nikšić made it impossible to adopt the Fiscal Council decision, thus blocking further budget process at the level of Bosnia and Herzegovina Institutions.
Such act draws direct and serious consequences to functioning of institutions at Bosnia and Herzegovina level, as the non-adoption of the Global Framework of Fiscal Balance and Policies blocks the adoption of Budget of BIH Institutions, while the budget adoption processes at the Entity level unfold smoothly. This deepens additionally both institutional and fiscal asymmetry and bring into question the regular functioning of BIH Institutions.
The adoption of budget and fiscal documents within legally defined deadlines is of a key importance for regular functioning of institutions, fulfilment of legally defined obligations, as well as for keeping fiscal and wider economic stability in Bosnia and Herzegovina. (end)
