Public Announcement of Chairman Zvizdić regarding Adoption of a Proposal for Organisation of Referendum in RS

On the occasion of yesterday's adoption by the National Assembly of RS of a proposal for organisation of a referendum on state-level judiciary and powers of the High Representative, I express my concern due a blatant violation and endangering of the Dayton Peace Agreement. 

I deem the Decision of RS authorities as irresponsible and most directly threatening stability of the state and to-date achieved results on the European road BIH moved on. Such decision- making is not and may not be the competence of the National Assembly of Republika Srpska, and it shows readiness of authorities to undermine, for the sake of their own interests and political gain, the constitutional order of BIH in the most irresponsible way contradictory to democratic standards, thus threatening the general stability and taking RS into even deeper crisis and insecurity.

The same authorities, leading Republika Sprpska, haves an active and equal part in the Structural Dialogue, commenced in 2011, and well as in other reform processes, which creates all necessary presumptions and obligations to express most directly their relevant suggestions within the reform processes.

I would like to remind that the Law on Court of BIH and Law on Prosecutor's Office of BIH were taken by the Parliamentarian Assembly of BIH by votes of SNSD deputies, therefore it is necessary for both domestic and international institutions to get involved in curbing-up this negative and harmful process which contravenes the General Framework Agreement for peace.

I urge authorities of Republika Srpska to a pro-active participation in the continuation of the Structural Dialogue on Judiciary and in all other launched reform processes on the road to the EU, I call them upon an institutional adoption of the reform agenda they agreed to, as it is, for the end of well-being of BIH and RS citizens, the only legitimate and democratic way of work.
