USERS’ REGISTRATION TO PREVENT MISUSE OF TELECOMMUNICATIONS RESOURCES
The Council of Ministers of BIH defined unanimously a Proposal Law in Supplements to the Law on Communications, regulating a right of users of publicly available prepaid telecommunication service, for the aim of suppression or complete disabling misuse of telecommunications for committing criminal acts.
Taking the Supplement to the Law was initiated by the Chief Prosecutor’s Office of Bosnia and Herzegovina, High Judicial and Prosecutorial Council of Bosnia and Herzegovina, Communications Regulatory Agency, Federal Ministry of Interior and Ministry of Interior of Republika Srpska.
The Initiatives point at an increase of crime rate done by using, i.e. misusing telecommunication means (electronic mail, VPN card, prepaid card and similar.), for dispatching false reports on planted explosive devices, for sending SMS or phone threats to citizens of Bosnia and Herzegovina and to holders of political, judicial and other offices in Bosnia and Herzegovina. Telecommunication means are also used for committing criminal acts, which affects efficacy of investigations, since those criminal acts are being perpetrated by unknown perpetrators, who poses telecommunication means legally and anonymously.
The Law amendments were south for the aim of suppression or full elimination of misuse of telecommunication means for committing criminal acts.
The Ministry of Communications and Transport will send the Proposal Law on Supplements to the Law on Communications to the Parliamentary Assembly of BIH for consideration under a regular procedure.
UNDISTRIBUTED UNICREDIT BANK REVENUES TO DIRECTORATE FOR CIVIL AVIATION
The Council of Ministers of BIH took the Ministry of Communications and Transport-proposed decision on putting undistributed revenues of the UniCredit Bank to disposal of the Directorate for Civil Aviation of Bosnia and Herzegovina, thus realising the Audit Office of BIH recommendation.
The undistributed revenues in amount of KM 1,083,772 for the Directorate for Civil Aviation of BIH, include revenues from their own operation made in 2002.-2014 in amount of KM 991,091, interest to assigned revenue in 2003-2023 in amount of KM 59,346, and other revenues made in 2002-2011 in amount of KM 33,335
The funds will be used pursuant to both a Decision on fee level for services from the Directorate for Civil Aviation responsibility and Rulebook on base costs and fee unit price for service provision in an air navigation on route.
This helps implementation of 2022 Audit Office of BIH recommendation, requiring the Directorate for Civil Aviation of BIH to take needed activities, in cooperation with the Ministry of Finance and Treasury, to solve the issue of funds availability with the UniCredit Bank.
PROPOSED CANCELLATION OF CONVENTION ON UNEMPLOYMENT
The Council of Ministers of BIH defined a proposal platform for cancellation of a Convention on Unemployment, 1919 (No.2), which will be sent to the BIH Presidency by the Ministry of Civil Affairs for the aim of decision-taking on cancellation.
According to the International Labour Organisation, Tripartite Work Group for Standard Revision Mechanism (SRM TWG), and Special Tripartite Committee (STC), it is about the obsolete convention, which will be considered for annulment in the course of 2026.
RECOGNITION OF ACCELERATED RETIREMENT FOR BIHMAC EMPLOYEES
The Council of Minsters of BIH adopted a piece of information on filled claims and awards taken, in which employees with the Mine Action Centre in Bosnia and Herzegovina (BHMAC) are recognised right to accelerated retirement.
The Chief Attorney’s Office of BIH should cooperate with BHMAC and Ministry of Finance and Treasury to investigate justifiability of making deals on on-going and future court proceedings, for the reason of court procedures cost reduction, and send a proposal solution to relevant dispute to the Council of Ministers of BIH.
Employees and former employees of the BHMAC filled claims against Bosnia and Herzegovina, Ministry of Civil Affairs, Demining Committee and BHMAC, for the reason of recognition of right to accelerated retirement, four month of added seniority for each year of service, and payment of benefits based on the right.
The Court of BIH took a final award in favour of claimants, confirming that employees have right to accelerated retirement, thus creating a legal precedent which opens a possibility for new similar requirements and potential considerable consequences to the institution.
Total ten claims have been filled, covering 49 individuals. The financial effect of final award taken on the first claim (five individuals) implies KM 100,0032.40 for benefits to employees and KM 8,502.12 for the procedure costs. The remaining nine claims (44 individuals) bear potential financial burden in amount KM 630,000, without included process cost and court expert analyses. Considering the number of employees, together with ex-employees with the BHMAC over the last two decades, the number of claims is expected to increase, reaching more than 100 by additional individuals.
Aside of that, according to MAC data, 18 employees will reach regular conditions for retirement by 2028. However, with recognition of accelerated retirement, the number might reach 40 employees, which would affect BHMAC operative capacities.
TOURISM AMONGST FASTEST GROWING SECTORS OF BIH ECONOMY
The Council of Ministers of BIH took note of the Ministry of Foreign Trade and Economic Relations-tabled piece of information on situation in the tourism sector in Bonia and Herzegovina.
The piece of information suggests tourism in Bosnia and Herzegovina in 2025 continued to develop as one of the most promising and fastest growing economic sectors, as the country places itself as an authentic, safe and attractive touristic destination, recognisable by its rich cultural-historic heritage, environmental assets, diversified offer and competitive process.
An increased interest with visitors both from European and non-European markets confirm the sector stable development and an increased international visibility of Bosnia and Herzegovina.
According to the Work Tourism and Travel Committee (WTTC), the tourism share in GDP of Bosnia and Herzegovina in 2024 was 8.9%, including both direct and indirect effects.
International cooperation represents an important element in development of touristic sector. A bilateral memorandum on cooperation was signed in 2025 with Egypt, and conclusion of a memorandum with Italy in expected soon, as well as finalisation of memorandum with Malta and Qatar.
Bosnia and Herzegovina takes part at international fairs, conferences and fora, including within initiatives, such as EU Strategy for Dinar Region (EUSDR), EU Strategy for Adriatic-Ionioan Region (EUSAIR), and 14+1 Platform for cooperation of China and Central and East European counties, which adds to strengthening of country’s integration into regional and global touristic developments.
The on-going touristic sector projects are the following: “Via Dinarica, implemented by UNDP; EU Strategy for Dinar region (EUSDR); Eu Strategy for Adriatic-Ionian Region (EUSAIR); regional Economic Integration Support Project (CEFTA-GIZ); Cooperation with RCC - Common Regional Market (CRM); and JICA Western Balkans Sustainable Tourism Development Project.
IMPLEMENTATION OF COOPERATION AGREEMENT BETWEEN CoMBIH AND NGOs IN 2025
The Council of Ministers of BIH adopted an Implementation Report on Cooperation Agreement between the Council of Ministers of Bosnia and Herzegovina and non-governmental organisations is in Bosnia and Herzegovina in 2025.
The Agreement sets forth cooperation for advancement of public policies creation process, transparency and accountability, and it defines principles of cooperation between the Council of Ministers of BIH and non-governmental organisations in the European integrations process.
There are 135 organisations that acceded to the Agreement, two of which jointed in the course of 2025.
The Implementation Report indicates capacities strengthening of the Legal Assistance and Civil Society Development Sector, as the coordinator of CoM and NGOs cooperation, while the cooperation with civil society organisations was improved. A Strategy for enabling environment for civil society development was adopted, including Action Plan for implementation thereof.
DEPUTY’S INITIATIVE BY ŠEMSUDIN MEHMEDOVIĆ UNEFASIBLE
The Council of Ministers of BIH took note of a piece of information on feasibility of a Deputy’s initiative by Šemsudin Mehmedović, adopted on Dec. 12, 2025, at the 34th session of the Parliamentary Assembly of BIH House of Representatives.
The piece of information by the Secretariat-General indicates that the deputy’s initiative, requiring the Council of Ministers of BIH to start posting timely all documents related to the Council of Ministers sessions at its official web site, except for those marked as “classified”, is not fully implementable.
The Council of Ministers of BIH Secretariat-General should pass the piece of information to the Parliamentarian Assembly of BIH House of Representatives.
The Council of Ministers of BIH remains committed to its principles of open governance and further confidence building with public through pro-active publishing of pieces of information in form of official acts.
STAFF ISSUES
The Council of Ministers of BIH adopted a piece of information by the Ministry of Communications and Transport on a mandate expiry to Acting Deputy Director-General – Flight Safety and Aviation Security Sector – FSSD with the Directorate for Civil Aviation of Bosnia and Herzegovina. In that regard, Asim Jukanović was appointed acting Deputy Director-General for three months at longest, starting from February 1, 2026.
The Council of Ministers of BIH adopted the Ministry of Civil Affairs-tabled report on implemented job vacancy ad procedure for selection and appointment of Deputy Director of the Agency for Labour and Employment of Bosnia and Herzegovina, and appointment of Suzana Radinković to the post for a four-year term of office.
