Public Administration Reform Coordinator’s Office

The Office of the Coordinator for Public Administration Reform in Bosnia and Herzegovina was established by a Decision of the Council of Ministers of BiH in October 2004, following the recommendation of the Feasibility Study for BiH. Its creation responded to citizens’ demand for a more efficient and accountable public administration at all levels of government, capable of meeting obligations in the process of BiH’s European integration.

The Office’s primary role is to coordinate reform activities among the Council of Ministers, entity governments, and the Government of Brčko District, in close cooperation with the Delegation of the European Commission in BiH.

In 2006, the Office prepared and governments at all levels adopted the State Public Administration Reform Strategy and Action Plan 1, which set out measures for implementation and confirmed their commitment to successful reform. Based on these strategic documents, the Office coordinates, guides, and monitors the reform process to ensure that the improved organizational structure, aligned with best European practices, can implement the entire European integration process and become part of the European Administrative Space.

The Office’s vision is to enhance government services through a modernized public administration, while its mission is to initiate, coordinate, and promote reform at all levels to safeguard the interests of BiH citizens. One of its key responsibilities is managing the Public Administration Reform Fund.

The Office operates transparently, ensuring regular reporting to competent authorities, cooperation with civil society and the media, and public promotion of reform efforts and achieved progress.

Its organizational structure is defined by the Rulebook on Internal Organization and Job Classification within the Office of the Coordinator for Public Administration Reform in BiH.

The Office is managed by the Coordinator and Deputy Coordinator.
